Lytvyn promises to support coalition

Lytvyn promises to support coalition

People’s deputy from Lytvyn party Oleh Zarubinsky denies possibility to join parliamentary coalition. He said today in an interview, the ForUm’s correspondent informs.

“The matter does not concern reformation of the coalition. The matter concerns situational support of some legislation initiatives by Lytvyn bloc,” he said.

Zarubinsky noted that his political force cooperates not with political forces but with constructive initiatives and propositions.

He also considers that reformation of the coalition may cause confrontation in the parliament.

Our Ukraine People’s Self-Defense faction counts on joining of Lytvyn bloc to parliamentary coalition. But Lytvyn bloc leader Volodymyr Lytvyn stated that his bloc stands for reformation of the coalition of OU-PSD and BYUT in the parliament, having noted that his bloc does not intend to join already existing coalition.

Police to keep Ukrainian construction under control

The Regional Development and Construction Ministry of Ukraine intends to set up construction police that would help improve control over the quality of construction, and take measures against illegal builders. This idea was set forth by members of the Ukrainian Construction Association during their meeting with Regional Development and Construction Minister Vasyl Kuibida. Cabinet’s press service reports

“Unfortunately, today there are a lot of facts of illegal construction, showing that unfair builders even make profits: they build up facilities without having due permits, and then legalize those facilities by a court verdict,” Kuibida noted.

In his words, within the Ministry’s structure a construction policy should be formed controlling the quality of building. Vasyl Kuibida earlier stated that all illegal constructions must be removed irrespective of who was the builder, and at his own cost.

President demands coordination in fighting corruption

President Viktor Yushchenko held a meeting on counteraction to corruption in customs service at President’s Secretariat today. Participants of the meeting were Customs Service head Valeriy Khoroshkovsky, acting Security Service head Valentyn Nalyvaichenko, Prosecutor General Oleksandr Medvedko, first deputy President’s Secretariat Chief of Staff Oleksandr Shlapak and President’s Commissioner on Security Service supervision Ihor Pukshyn, president’s press office reported.

During the meeting President Yushchenko put an assignment before those present and their respective departments to coordinate their actions more effectively in observation of Presidential Decree of March 4 “On smuggling and customs regulation violations counteraction Program for 2008-2009”.

In general President expressed positive opinion about Sate Customs Service’s work. According to his information customs duties during January – February has increased by 72% along with 29% increase in imports. He also expressed support of practices of firing those customs service officials, who were discrediting Customs Service. In this way 18 has been forced to resign since mid-February.

V. Yushchenko also described the problems that remain unsolved. He expressed concerns about the delay in investigation of 80 cases including 54 smuggling cases, which Security Service has institutedin last two months. In addition he requested that the Security Service and the Prosecutor’s Office examine in 30 days term the legality of 2005-2007 smuggling cases closing.

Separately President pointed to shortage in VAT rebates stressing that there are enough funds provided by the budget for that.

Moroz considers Yushchenko’s idea on new Constitution is absurd

President of Ukraine Viktor Yushchenko will not manage to submit draft version of the Constitution to referendum. Leader of SPU Olexander Moroz said that today, the ForUm’s correspondent informs.

According to him, Yushchenko will not get support of the parliament and will not able to submit new redaction of the Constitution to the referendum. Today apart from PR, representatives of BYuT and Our Ukraine are against of this referendum.

“Everybody understands absurd idea of the President and that such things cant be submitted to the referendum,” Moroz said.

According to him, even former president Leonid Kuchma could not approve results of people’s plebiscite in the parliament, despite 104% voted “for” in some regions.

Ukraine agreed to buy Russian gas at USD 321?

Ukraine agreed that the price of the Russian gas consumed in January-February 2008 will comprise USD 321 for thousand cubic meters, ForUm reports referring to information published today in “Kommersant-Ukraine” daily.

According to “Kommersant”, it has at the disposal agreement, signed on March 6 by Naftogaz Ukraine deputy CEO Ihor Didenko, RosUkrEnergo chief executives Dmitriy Glebko and a member of Gazprom Konstantin Chuychenko. According to this agreement, Naftogaz buys Russian gas, supplied in January-February 2008, from RosUkrEnergo at USD 321 for thousand cubic meters.

At the same time, representative of Naftogaz Valentyn Zemlyanskyi told journalists that he does not know anything about this agreement. “Official negotiations between Naftogaz and Gazprom will take place on March 12. No contracts can be regarded as official before this date,” he said.

Prosecutor’s General Office sends case of Rudkovsky to court

Prosecutor General Olexander Medvedko claims that the case of the former Transport Minister Mykola Rudkovsky will be sent to the court in near future. He stated on Tuesday at a briefing in the President’s Secretariat.

Medvedko reminded that the Rudkovsky’s lawyers had finished the acquaintance with the criminal case.

“I think that in near future we will send his case to the court,” Medvedko said.

As earlier reported, the Prosecutor’s office of Kyiv instituted the proceeding against Rudkovsky for spending of state property in big amounts during his personal trip to Paris.

On February 11 the Pechersk court of Kyiv took a decision to detain Rudkovsky. On February 18 Rudkovsky was released  with cognizance not to leave.

Turchynov wants proper relations between Cabinet and President

First Vice PM Olexander Turchynov calls upon development of proper relations between government and President. He said that today, the ForUm’s correspondent informs.

“I would like we have proper relations between government and President, “Turchynov said.

Turchynov reminded that the government is accountable to the VRU but wants to have friendly, proper and responsible relations with the head of the State.

Turchynov also noted that government follows all obligations on budget fulfillment.

Turchynov hopes that after renewal of VRU work these two organs will cooperate better on legislation provision of economic changes in Ukraine.

Government to improve investment climate in Ukraine

Tymoshenko: Government to improve investment climate in Ukraine

The Ukrainian government will take resolute measures to improve investment climate in Ukraine, Prime Minister Yulia Tymoshenko says. She made this promise, addressing representatives of European Union’s business and political circles in Brussels. Cabinet’s press service reports.

According to her, the Government’s Action Program contains “20 initiatives of transparency” aimed at improving Ukrainian business environment. Privatization in Ukraine will continue. The state is interested in the creation of favorable conditions for denationalization of the key branches of industry on the principles of transparency and justice.

The Prime Minister noted that one of the measures will be to ease administrative pressure on business. She pointed out the need for perfection of taxation system, particularly, the functioning system of value added tax refunds. Another priority is to arrange a dialogue between the Government and business.

Yulia Tymoshenko also stated that privatization of most powerful and attractive state-run enterprises must be completed in the coming months. “We will conduct privatization of Ukrtelecom, key chemical and metallurgical enterprises within three or four months,” she says.

Meanwhile, privatization rules will be entirely changed. The state will set forth rather serious terms to future company owners, and the winners will be called only in open tenders.

The Prime Minister says she adheres to complete privatization in Ukraine, not considering the state to be an effective company owner. “We need to make the way of denationalization until the end, but on the Government’s terms,” Tymoshenko underscored.
