Ukraine and Russia achieved progress in gas relations

Gazprom is preparing joint statement with Naftogaz Ukraine concerning stop of reduced gas supplies to Ukraine. Official representative of Gazprom Sergey Kupriyanov informed today, ForUm reports referring to Russia mass media.

Kupriyanov did not give detailed information but noted that “joint statement is already a progress”.

As a reminder, despite agreement between Russian and Ukrainian Presidents reached on February 12, this week Gazprom cut gas supplies to Ukraine by 50% over unpaid debts.

Tymoshenko to remove all mediators in “gas chain”

“RosUkrEnergo” and “UkrGasEnergo” have been stealing financial resources of “Naftogaz Ukraine” for many years. Prime Minister of Ukraine Yulia Tymoshenko stated that today at the press conference, the ForUm’s correspondent informs.

According to her, it is one more reason for removal of any mediators in gas chain between Gazprom and Naftogaz Ukraine.

Tymoshenko hopes President Viktor Yushchenko to support such initiative of the Cabinet on direct gas supplies to Ukraine and “joint model of gas supplies” will be developed.

As a reminder, this week Gazprom reduced gas supplies to Ukraine because of debts.

Shlapak: Ukraine is involved in gas war

Ukraine is involved in gas war with Russia. The first deputy head of President’s Secretariat Olexander Shlapak said that today at the briefing, the ForUm’s correspondent informs.

Shlapak noted that consequences of this war are unknown yet. According to him, it happened because of total deadlock of negotiations. “Personally I consider that all possible negotiation opportunities have been already used,” he said.

At the same time he noted that the worst negotiations are better than the best war.

He also said that the President and PM must agree on taking adequate measures because even on highest level the agreement between Ukrainian and Russian President was not fulfilled.

It seems to Shlapak that somebody is looking for conflict but not for solution of this gas war.

Yushchenko met with Nazarbayev

In scope of the visit to Kazakhstan President Viktor Yushchenko at the head of Ukrainian delegation held a meeting today in Astana with the President of the Republic of Kazakhstan Nursultan Nazarbayev, president’s press office reported.

Other participants of the meeting from Ukraine were Foreign Minister Volodymyr Ohryzko, Minister for Culture Vasyl Vovkun, Energy Minister Yuriy Prodan, Minister for Regional Development Vasyl Kuybida, Minister of Housing Oleksiy Kucherenko, deputy President’s Secretariat Chief of Staff Oleksandr Chalyy, Dnipropetrovsk Regional Administration head Viktor Bondar, Zaporizhzhya mayor Evhen Kartashov.

Viktor Yushchenko also held talks with Nursultan Nazarbayev in a tête-à-tête format.

Sides discussed implementation of Ukraine-Kazakhstan 2007-2008 Action Plan. President Yushchenko suggested that common commission on economic cooperation should be involved in Action Plan implementation.

The two Presidents also dwelled on a subject of energy cooperation between the countries. V. Yushchenko invited N. Nazarbayev to take part in Kyiv Energy Summit in May 2008.

Government to oblige Naftohaz to repay gas debts

Government to oblige Naftohaz to repay gas debts

By its resolution the Government will oblige NJSC “Naftohaz Ukrainy” to repay gas debts. As Prime Minister of Ukraine Yulia Tymoshenko told, such resolution would be approved today at the Government sitting, government press service reported.

At that she noted that the mentioned document “will be approved in absence of any contracts, acts and documents which NJSC “Naftohaz Ukrainy” can set in the book-keeping”.

Yulia Tymoshenko expressed regret at continuing pressure on Ukraine and the Government with the purpose of preserving shadow machinations in the system of natural gas supplies. “This is inadmissible,” the Prime Minister stated.

According to her, today the Government, in absence of any signed contracts and other documents will spare no effort to pay for the consumed gas. According to Yulia Tymoshenko, the Government’s resolution will comprise the same matter as the previous resolution which was approved for regulation of the situation with debts for October, November and December last year. “We will oblige NJSC “Naftohaz Ukrainy” to pay on the basis of the Government’s resolution. Yulia Tymoshenko is sure that adoption of such document will allow overcoming a situation dictated on Ukraine on natural gas.

Yatsenyuk admits parliamentary crisis in Ukraine

VRU speaker Arseniy Yatsenyuk commented on current situation in the parliament, the ForUm’s correspondent reports.

“Now one plays the nerves and waits who will make the first step. I am always ready to do the first step. I as a speaker of the parliament every day offer the factions leaders new alternative decisions,” Yatsenyuk said.

He noted that any speaker of the parliament, if he is really  concerned about the parliament, will never stand for its dissolution. That’s why I am against of VRU dissolution not only because I am VRU chairman but also because it will not change the political situation in Ukraine: we will play again in two-three votes,” he said.

Yatsenyuk agreed with Lytvyn bloc opinion that VRU must start working without any conditions. Yatsenyuk also admitted that now Ukraine suffers from parliamentary crisis.

Earlier Yatsenyuk stated that current situation was not a political crisis.

Government approved Budget declaration for 2009

Today the Cabinet of Ministers has approved the declaration of targets and tasks of the budget for 2009, the so-called budget declaration, which projects the 2009 national budget deficit at 2% of the GDP. Finance Minister Viktor Pynzenyk tolf the journalists.

As he noted, the budget deficit may be corrected (increased by 1 percentage point) to 3% of the GDP, taking into account a series of projects for holding UEFA Euro 2012 in Ukraine.

The declaration also foresees redistribution of 32% of the GDP via the budget.

Ukraine reduced gas supplies to Europe

Ukraine reduced gas supplies to Europe

Since today morning “Naftogaz Ukraine” starts reducing supplies of transit gas to Europe by 60 million cubic meter per day. Official representative of Gazprom Sergey Kupriyanov informed today.

According to him, Russian side got phoned telegram that informs on cut of gas supply to European consumers by 60 million c m.

In other words, volume of gas which Gazprom will supply for European consumers will not reach them.

It should be noted that there is still no information on it from Naftogaz Ukraine.

As a reminder, this week Gazprom reduced gas supplies to Ukraine by 50% because of unpaid debts.
