President met with Tymoshenko and Yatsenyuk

President Viktor Yushchenko held a weekly meeting today with Verkhovna Rada Speaker Arseniy Yatsenyuk and Prime Minister Yulia Tymoshenko. The meeting was dedicated to budgetary policy, especially to introduction of modifications to State Budget Law 2008. Defense Minister Yuriy Yekhanurov, Constitutional Court Head Andriy Stryzhak National Security Council Secretary Rayisa Bohatyryova, first deputy President’s Secretariat Chief of Staff Oleksandr Shlapak and NJSC Naftogaz of Ukraine CEO Oleh Dubyna were also present at the meeting, president’s press office reported.

Addressing those present Yushchenko outlined his vision of priorities for budgetary policy during 2008.

First of all he stressed that all measures should be taken so that in 2008 inflation would not exceed 9,6%. Decreasing dynamics of GDP growth to Yushchenko require urgent attention as well.

When speaking about energy policy President requested the government to observe the agreements between Russian and Ukrainian Presidents while holding talks on gas trade with Russia and to avoid provoking conflicts in that field. He also requested that the government adopted a deficit free financial plan for NJSC Naftogaz of Ukraine.

Another area, which to Yushchenko requires attention, is foreseeing appropriate financing of the Ukrainian Army in the modified 2008 budget. According to Defense Minister Yuriy Yekhanurov’s report presented during the meeting only 45% (22,3 billion hryvnyas) of the necessary funds had been provided by 2008 budget, leaving Defense Ministry lack 17,3 billion hryvnyas.

Prime Minister Yulia Tymoshenko from her part informed that currently 2008 budget provisions are implemented properly. The introduction of modifications to the budget would however require an effectively working Parliament. Regarding that  Yushchenko said that he does not see “OU-PSD” making any obstacles for Verkhovna Rada’s work. He also suggested holding coalition meeting in a short time to discuss organizing work in Parliament.

Belgium considers Ukraine has right to be a part of Europe

Belgium supports european aspiration of Ukraine, but considers that Ukraine has to do much to join the EU. Foreign Minister of Belgium Karep de Gucht stated that today at the joint press conference with Ukraine’s Foreign Minister Volodymyr Ohryzko.

“We consider Ukraine really has European future and it has right to be a part of Europe. But still much must be done both from Ukrainian and the EU sides for Ukraine’s accession to the EU,” he said.

The Minister noted that today neither Ukraine nor the EU is ready to such action. At the same time he assured that Belgium is ready to assist in this process.

Cut of gas supplies will not affect gas deliveries to either Ukrainian or EU consumers

The reduction in gas supplies will not affect gas supplies to either Ukrainian or EU consumers, Fuel and Energy Minister Yuriy Prodan said Monday, ForUm reports referring to Cabinet press office.

On Monday Russian gas monopoly Gazprom informed the affiliate company of Naftogaz of Ukraine, Ukrtransgaz, about cut of gas supplies to Ukraine by 30 million cubic meters per day. Gazprom earlier stated it will cut gas supplies to Ukraine by 25 percent  of 9 a.m. March 3 unless Ukraine’s debt is settled. On February 29 Gazprom’s official representative Sergei Kupriyanov said that Ukraine has not fully settled the debt for the gas supplied in 2007.

Last week Naftogaz said it has fully paid off last year’s debt to UkrGaz-Energo, which sells imported gas to Ukraine, a statement, which RosUkrEnergo, the monopoly exporter of gas to Ukraine, denied.

People will change their opinion towards government

People’s deputy from Lytvyn bloc Oleh Zarubinsky considers that question on government resignation will destroy “not-united” faction “Our Ukraine-People’s Self-Defense”. He said that today, the ForUm’s correspondent informs.

Zarubinsky expressed opinion that now resignation of Tymoshenko’s government is not favorable for interested people, because in some months Ukrainians will compare prices and will change their opinions towards Tymoshenko not for the better.

If the question on Tymoshenko’s government to consider tomorrow, the parliament still will be blocked but this time by another factions.

According to him, on the one hand BYuT does not want to leave its high positions in the government, but on the other, BYuT wants to leave the power because its rating is getting low.

Europe called Ukraine and Russia to regulate gas crisis

The European Commission calls Ukraine and Russia to regulate gas crisis. The European Commission considers gas crisis between Russia and Ukraine is a bilateral commercial dispute. Official representatives of the EC said today.
 
The spokesman said the commission hopes the two sides will find a solution and added that it is considering calling a meeting of the gas coordination group meeting.
 
As a reminder, today Gazprom cut gas supplies to Ukraine by 25%.

President Victor Yushchenko offered his condolences to relatives and friends of Georgian actress Sofiko Chiaureli who died on March 2 at the age of 70.

“With her bright talent and high professionalism Sofiko Chiaureli won the hearts of more than one generation of viewers. Her unforgettable roles became an ornament of Georgian nation’s artistic property and received world-wide acknowledgment. Bright memory of Sofiko Mikhailovna will forever remain in the hearts of Ukrainians,” Victor Yushchenko said in his telegram, president’s press office reported.

President sent letter to PM

President Viktor Yushchenko wrote a letter to Prime Minister Yulia Tymoshenko, president’s press office reported.

In his letter President drew Prime Minister’s attention to the fact that during last years the number of financial frauds in house-building has reached threatening scale. According to experts, said V. Yushchenko in his letter, the causes to high numbers of frauds are imperfect procedures of land apportioning, building companies’ selection, registration of real estate property rights, as well as lack of regulatory mechanisms for guaranteeing house-building contracts observation in the legislation.

Among the suggestions on how to improve the situation named by President were:

  • improving the legislation regulating selection of the companies for auctions on building projects with regard to their financial and technical capabilities
  • foreseeing mechanisms of guaranteeing house-building contracts observation through pawning the building plot or through finding solvent bail for the building company
  • introduction of building companies and building plots registries
  • introduction of an obligatory accounts rendering by the building companies and investment foundation
  • prohibition of advertising for building companies before they obtain permission for building, etc

President asked Prime Minister to work over the suggestions and to inform him on the results before July 1, 2008.

Symonenko doubts VRU will renew its work tomorrow

Symonenko doubts VRU will renew its work tomorrow

VRU leader Petro Symonenko considers that protocol of mutual understanding, submitted by the working group for unblocking the VRU, will not remove tense in the parliament. He said that today after the meeting of factions leaders with VRU chairman, the ForUm’s correspondent informs.

“The so-called protocol of mutual understanding does not have any compromise and does not answer the main reason of the problem,” Symonenko said.

According to Symonenko, today’s meeting showed that representatives of powerful parties deliberately block the VRU work. “They are not going to solve urgent questions,” he said.

Symonenko expressed opinion that permanent blocking of the parliament would last until President offers the people new version of the Constitution.

He also doubts that tomorrow VRU renews its work, because coalition does not compromise on NATO issue.
