President holds meeting on housing issues

President Viktor Yushchenko held a meeting dedicated to building affordable accommodation, president’s press office reported.
The Verkhovna Rada Speaker Arseniy Yatsenyuk, Vice Prime Minister O. Turchynov, Minister for regional development V. Kuibida, Communal services Minister O. Kucherenko, regions representatives and others participated in the meeting.
Addressing those present President stressed that 2008 budget should foresee at least 500 million hryvnyas for “Affordable accommodation” program. The program is to target 2/3 of Ukrainian citizens who may not apply for social accommodation, yet have no funds to buy a commercial housing thus having no perspectives to solve their accommodation problems.

Currently according to the new plan designated by the President’s Decree “On measures aimed at building affordable housing in Ukraine and on improving provision of the citizens with accommodation” of November 8, 2007 the state provides a one time money aid to the buyer amounting to up to 30% of the property’s cost. The rest of the cost is paid by the buyer often on credit basis. Regarding that President requested Ministry of Finance, National Bank, State Mortgage Institution and commercial banks to prepare their views on how to optimize crediting and make it as affordable as possible.

V. Yushchenko also addressed local authorities with a request to find ways to lower housing building costs such as simplifying procedures of land allotment and registration.

Speaking about possible abuse of state andbuyers funds President urged law-enforcement bodies to work out a set of measures to prevent such.

Victor Yushchenko also urged Verkhovna Rada to discuss deprivation of certain groups of citizens, such as high officials or deputies, of their privileges to be given free accommodation as these privileges according to him are groundless and socially tactless. The Government to President’s mind should rationalize housing building aimed funds allocation.

Ukraine is proposing the European Union to study closer the possibility of participation in the project for the construction of the White Stream gas pipeline, Prime Minister Yulia Tymoshenko said at a press conference in Brussels, following her meeting with European Commission member Benita Ferrero Waldner, Cabinet press office reported.

“There is the Nabucco project, but we would like to propose attentive consideration of the White Stream project, as well. This project could be much more effective if Ukraine and the European Union act as partners in it,”  Tymoshenko says, who supports construction of a gas pipeline that would supply Turkmen gas to Europe across Ukraine.

Tymoshenko emphasized that, in discussing energy questions with Ferrero-Waldner, they reached absolute mutual understanding. “We well realize our mutual interest in building a powerful system for diversification of energy carrier deliveries,” Tymoshenko stated.

She also informed about the agreement reached on the creation of a sponsor group that would finance reconstruction of Ukraine’s gas transportation system for natural gas delivery to Europe.

Kolesnichenko: Tymoshenko can only deprive and share

People’s deputy from Party of Regions Vadym Kolesnichenko considers that issue on privatization is not within NSDC’s competence. He stated that in an interview to ForUm’s correspondent.

Kolesnichenko noted that Yushchenko tries to continue war on Tymoshenko and to usurp power.

“I think that participation of NSDC in issues on privatization is unpromising. Transparent and fair privatization in Ukraine when Yushchenko and Tymoshenko are in power is a phrase that must be forgotten at all. Yushchenko tries not to let Tymoshenko solve problems of her financial-oligarch clans by means of privatization and tries to solve this issue in favour of his family,” he said.

Kolesnichenko noted that re-privatization is a proof of fascist ideology of Tymoshenko who needs at any cost to get people’s support at presidential elections.

“Tymoshenko can only deprive and share. War for Tymoshenko is a constituent part of her nature,” he said.
