Elections of Kyiv mayor to be in early 2008?

Leader of “OU-PSD” bloc Yury Lutsenko considers that the decision on re-election of Kyiv mayor can be adopted by the parliament in December. So mayor elections can be held in early 2008. Lutsenko said that in an interview.

“It is obvious that the first parliament session will not start on November 15. I think the decision on re-elections of Kyiv mayor can be taken by the parliament in mid December,” Lutsenko said.

According to him, it is necessary to divide a position of head of Kyiv city administration and Kyiv mayor.

Moreover, Lutsenko noted that changes in the law must foresee two tours of elections in all cities of regional submission. It is not our know-how, it is done so in the whole world. In such a way the candidate from democratic forces will have chance to have 70% result to mayor elections.

“Euro-Ukraine” forum to hold in Kyiv

President of Ukraine Viktor Yushchenko by his decree has formed a committee on preparation and conduct of international forum “Europe-Ukraine”. The corresponding decree 1012/2007 is publicized on president’s press office.

The objective of this document is to activate political and cultural dialogue between Ukraine and the European Union and to increase effectiveness of euro integration actions of Ukraine. This decree foresees conduct of international forum “Europe-Ukraine” in February 2008 in Kyiv.

Co-chairmen of this committee are deputy head of the President’s Secretariat Olexander Chaly and chairman of National bank of Ukraine Petro Poroshenko.

They are charged to submit propositions concerning formation of the committee within twenty days. They are also charged to prepare a plan of arrangements on preparation and conduct of international forum “Europe-Ukraine”.

BYuT and OU-PSD members must sign coalition agreement

Baloha: BYuT and OU-PSD members must sign coalition agreement

Head of the president’s Secretariat Viktor Baloha stated about active discussions between BYuT and “OU-PSD” bloc members concerning conditions of creation and activity of coalition in the VRU.

According to Baloha, such discussions show high level of inner democracy of these political forces that allows to make reasonable decisions. One of such decisions is formation of democratic coalition. Every page of agreement between BYuT and OU-PSD is signed by Yulia Tymoshenko and Vyacheslav Kyrylenko. So they are responsible for final coalition formation,” he said.

According to Baloha, some statements of BYuT and OU-PSD members concerning coalition agreement weaken their belief in achieved agreement.

Baloha stated that discussion will stop if every member of BYuT and OU-PSF puts his signature under the coalition agreement.

Katerynchuk denies possibility of coalition split

OU-PSD member Mykola Katerynchuk is sure that there will be no split of coalition between BYuT and OU-PSD. He said that today during online-conference at ForUm.

Katerynchuk confirmed that there was a small discussion between parties but it is not significant.

“Coalition will be formed because the most Ukrainians want it. If there are some differences in opinions, it only shows democratic approach to coalition formation. Information about significant divergences is only attack from PR,” he said.

According to Katerynchuk, coalition agreement is now under public expertise, any constructive critics will be taken into consideration.

Katerynchuk considers that elections results will not revised much. The situation in the Supreme administrative court is nothing more than farce.

Kyrylenko does not see any obstacles for coalition formation

Chairman of political council of “Our Ukraine People’s Self-Defense” bloc Vyacheslav Kyrylenko considers that there are no obstacles for today on the way of formation of democratic coalition in the parliament.

He said that today during the meeting with the Ambassador Extraordinary and Plenipotentiary of Great Britain to Ukraine Timothy Barrow.

Kyrylenko noted that process of formation of democratic coalition is being held fast, its formation will be completed on first days of VRU work.

“We will have new coalition that will together with the president implement economic, social and judicial reforms for European future of Ukraine,” he said.

In turn, Barrow noted significant progress that Ukraine had achieved.

President met Georgia ambassador

President Viktor Yushchenko on Thursday met with Georgia’s Ambassador to Ukraine Grigol Katamadze, according to president’s press office.

Yushchenko praised Ukraine’s relations with Georgia and said growing trade between the two states showed that their leaders wanted to develop bilateral ties. He said the countries would become even closer by implementing several joint projects, like building a Kerch-Poti-Batumi ferry link and railroads in Georgia.

The Ukrainian leader presented the Yaroslav the Wise Order to the diplomat for his contribution to the development of Ukraine’s political and economic dialogue with Georgia and thanked Katamadze for what he had been doing as ambassador.

Yanukovych and Powell discussed Ukrainian-American relations

Prime Minister of Ukraine Viktor Yanukovych met with former U.S. State Secretary Colin Powell and discussed the Ukrainian-American relations.

Viktor Yanukovych noted progress in relations between Ukraine and the USA at international level. At the same time the Head of Government emphasized the importance of personal relations between leadership of the countries. “The more we know each other, the better we understand,” the PM said, “Cabinet” press service reported.

Viktor Yanukovych told Colin Powell about the changes which had occurred during three years since their last meeting. In particular, the Head of Government told that Ukraine is building a new model of public administration – parliamentary-presidential. “Undoubtedly, we understand that any reform, political in particular, could not be carried out in one year. This reform, first of all, is to reach the people’s consciousness. Building of a balanced democratic system of power is of top priority for us today,” the Prime Minister stressed.

During the meeting Viktor Yanukovych emphasized the importance of Ukraine’s accedence to the WTO and carrying out of structural reforms for speeding up economic growth and attracting investments. “We have adopted all necessary laws for the WTO’s accedence, some insignificant issues are to be solved,” Viktor Yanukovych noted.

Colin Powell noted economic development and democracy strengthening in Ukraine since his last visit to Ukraine in 2005. “I am pleasantly impressed that Ukrainian democracy develops and demonstrates maturity. I am impressed with showings of economic development”.

The sides have also discussed prospects of the European and EuroAtlantic integration of Ukraine and deepening of the Ukrainian-American dialogue.

Yushchenko does not want orange coalition?

Party of Regions member Olexander Stoyan doubts whether coalition between BYuT and OU Ukraine People’s self-Defense” bloc will be formed by first ten-day period of November.

He reminded that at first Yushchenko gave representatives of these political forces only five days for coalition formation. Then the term was prolonged until November 10. “I think that by this term the coalition will be also not formed,” Stoyan said.

According to him, coalition between these forces will not be able to form government and work until representatives of BYuT and OU-PSD find understanding with party of regions.

“I can make the next prediction: theoretically orange coalition can be formed, but practically it will not work,” he said.

As a reminder, Viktor Yushchenko hopes that within first ten days of November the VRU will start its work with formed coalition.
