Dnipropetrovsk council approved order on payment to victims

Today the session of Dnipropetrovsk session with participation of mayor Ivan Kulichenko, Emergency Minister Nestor Shufrych, chairman of the council Yury Vylkup took place. The order on payments from the sate budget to victims of gas blast in Dnipropetrovsk was adopted, ForUm informs, referring to Emergency Ministry press office.

According to decision of the Dnipropetrovsk city council, compensation payments for lost property and for provision of necessary facilities to victims or their heirs will be transferred on their personal accounts. The amount of the compensation will be defined in accordance with acts of inspection. Compensation payments will be free from any taxes.

Shufrych noted that tomorrow the meeting with heads of charitable funds would be held where it is planned to discuss how help from charitable funds will be realized.

Genetically modified products will be marked from November 1

Products that contain more than 0.9% of genetically modified components will be marked from November 1. The Health Minister Mykhaylo Haydayev said that today after the cabinet session, the ForUm’s correspondent informs.

According to Haydayev, today the draft bill on cancellation of resolution 985 from August 2007 on labeling products that contains 0.9% genetically modified components was submitted in the Cabinet.

Haydayev noted that proposition on cancellation of labeling was submitted by one of the countries within negotiation process on Ukraine’s accession to the WTO. The Cabinet did not make any changes in this resolution.

As a reminder Cabinet adopted a resolution that foresees labeling of genetically modified products. The resolution comes in to force from November 1, 2007. According to resolution, import, production and realization of products that contain more that 0.9% of genetically modified components are forbidden.

PR spent most money for elections

The communists declared their expenses least of all. They spent UAH 15 million. Socialists who did not get to the parliament had spent almost three time as many.

According to CEC data, political parties and blocs spent more that UAH 500 million for election campaign 2007. Election fund which financed expenses of Party of Regions comprised UAH 218 million, after elections UAH 910 thousand left. OU-PSD spent almost 113.5 million. BYuT spent UAH 107 million.

Lytvyn bloc spent for election campaign UAH 39 million. CPU – UAH 15 million, SPU UAH 40 million.

Political parties who did not overcome 3% and did not get to parliament will get UAH 44 million (100 thousand of minimal wages by UAH 440).

UNO recommends Ukraine to cancel moratorium on land sale

Head of the representative of UNO to Ukraine Francis O’Donnell considers it is necessary to cancel moratorium on land sale. He stated that in an interview to newspaper “24”.

According to him, for this it is necessary to hold constitutional changes, to reform material right concerning land property.

“But first of all it is necessary to have an integrate system of land cadastre and registration of right of property that will be based on modern technologies and public access to this information,” he said.

O’Donnell noted that Ukrainian economic is being developed fast but at the same time the gap between city and village is being increased. City gets more benefits from investments than agrarian regions where situation is decreasing because of absence of land market.

As a reminder, the VRU prolonged moratorium on sale-purchase of farm land up to January 2008. Moratorium can be cancelled only by adoption of law on state land cadastre and on land market.

Yanukovych: No objective reasons for significant rise in prices

Viktor Yanukovych is confident that there are no objective reasons for significant rise in foodstuff prices. The Prime Minister said that today, adding that GDP amounts to 7,3 percent and industrial production – 10,5 percent, Cabinet press service reported.

In this connection the Prime Minister has charged leadership of the Ministry of Economy of Ukraine and agrarian bloc of the Government to ensure proper implementation of the Cabinet of Ministers’ resolutions concerning price stabilization at food market. The Premier stressed that the profile officials shall foresee a situation at food market and timely take necessary measures with other departments.

Besides, the Prime Minister has charged First Vice Prime Minister, Finance Minister of Ukraine Mykola Azarov to sum up weekly work on price stabilization, drawing necessary conclusions.

Vice Prime Minister of Ukraine Viktor Slauta and Minister of Agrarian Policy of Ukraine Yuriy Melnyk have been also charged to take under control price situation on diesel oil for providing timely and efficient completion of the autumn-field works.

USA does not consider Ukraine to join NATO soon

USA does not consider Ukraine to join NATO soon

The Defense Minister of the USA Robert Gates considers that Ukraine’s accession to NATO is not a question of near perspective. He said that in an interview to radio “Svoboda” .

“I think it is not a question of near perspective. There is an interest to join NATO but also significant anti-NATO opposition in Ukraine. That’s why I think it is necessary to see how events will be developed,” he said.

He also explained why the USA considers the Russia its strategic partner. “I think we must consider Russia our strategic partner unless there are grounds to consider vice versa. In some spheres Russian plays constructive role. We must keep cooperating with Russia and try to persuade it in those issues we have divergences,” he said.

He noted that one cant compare relations between Russia and the USA during the times of the “cold” war with those we have now.

“There are spheres we cooperate and there is nothing like global competition and conflict,” Robert Gates added.

Azarov: Budget is not failed

The budget is replenished by incomes normally and expenditures are done in accordance with budget receipt. The Finance minister of Ukraine Mykola Azarov stated that today after the cabinet session, the ForUm’s correspondent informs.

Azarov commented on recently article “Budget 2007 has been failed ” in “Economicheskiye Izvestiya” newspaper. Azarov quoted the article that deficit of the state budget for 9 months in 2007 comprised UAH 2.8 milliard, but earlier there was a budget surplus. On the basis of such data the author made a conclusion that the budget 2007 had been failed.

Azarov stated that budget was not failed. “In case the author of this article is clever, he should know that deficit of the state budget 2007 was planned in amount of UAH 19 milliard. So if it comprises UAH 2.8 milliard for nine months, then it must be not so bad,” he said.

Ukrainian army to be reduced by 17 thousand

Ukrainian army to be reduced by 17 thousand

Quantity of Armed Forces of Ukraine in 2008 will be reduced by 17 thousand of people, according to State program on Armed Forces development for 2006-2011.

The corresponding draft bill is approved by the Cabinet today.

“The draft bill was prepared in planned order and coordinated with Ministers and departments,” the first deputy Defense Minister Leonid Polyakov said, the ForUm’s correspondent informs.

Polyakov noted that the State program on development of Armed Forces of Ukraine was adopted in 2005 and foresees definite dynamic rates in financing, changes in quantity, structures changes and other issues.

According to Polyakov, in 2007 quantity of Armed Forces of Ukraine comprises 200 thousand of persons. In 2011 the quantity must be reduce to 143 thousand.
