President speaks at GUAM session

President Yushchenko thinks that it is important to develop GUAM’s transit potential and open alternative energy routes to Central Europe. He has stated on Wednesday in Vilnius at GUAM’s tenth anniversary session, President’s press office reports.

He has welcomed a multilateral energy cooperation agreement which will be signed by Azerbaijan, Georgia, Lithuania, Poland and Ukraine later today and will regulate and facilitate the implementation of the Odesa-Brody-Plock-Gdansk oil pipeline project. “This is a unique page in the implementation of such a global project,” he said.

The President has said Ukraine is “interested in fulfilling the energy potential of the Caspian, Black Sea and Baltic regions” and is ready to export electricity to Europe, particularly the Baltic states. “We fully support plans to build an energy bridge,” he has said and added that Ukraine is ready to participate in such projects.

Yushchenko has said security issues are very for GUAM. “Ukraine today reaffirms its commitment to implementing this direction of our common activity,” he said, stressing the need to resolve GUAM’s frozen conflicts and praising the progress that has been achieved in settling the Trans-dniester conflict.

He has described GUAM as a “unique project” enabling its members to have effective and productive national and bilateral cooperation and has said GUAM also cooperated with the European Union, the United Nations Organization, the United States and Japan.

Yushchenko has said GUAM should implement regional projects, like extending the Odesa-Brody oil pipeline westwards to Poland’s Gdansk, building railroads in Georgia and opening a ferry link between Ukraine and Georgia. “We are absolutely committed to this action plan,” he said.

“GUAM’s principles have formed a political climate that makes it possible to openly and productively tackle the region’s most pressing problems,” he added.

NSDC is asked to examine gas question

Member of “Our Ukraine-People’s Slef-Defense” bloc Vyacheslav Koval thinks that holding a meeting of the National Security and Defense Council on energy questions is reasonable today for the necessity to find out the reasons and size of Ukrainian gas debts and situation with the fuel-energy complex in general.

“Today it should be cleared up whose debts Ukraine should pay by giving Russia gas from its own depositories. Neither the government, nor the Fuel and Energy Minister give answers for the questions. The debt’s size and reasons of its appearing also remain unclear”, Koval said.

“The situation with Ukraine’s gas debts could be examined by the NSDC, for the government’s reaction on the RF’s statement concerning Ukrainian debts arouses suspicion that the Cabinet of Ministry doesn’t control the situation in the fuel-energy council”, Koval emphisized.

President met with Lithuanian leader

President Viktor Yushchenko has held face-to-face talks with Lithuanian President Valdas Adamkus in Vilnius, President’s press office reports.

Two leaders spoke about a two-day energy summit which opened on Wednesday in the Lithuanian capital and its agenda. Adamkus expressed hopes its participants would negotiate a deal to implement the Polish-Lithuanian ‘energy bridge’ project and an agreement to facilitate the implementation of the Odesa-Brody-Plock oil pipeline project.

Yushchenko and Adamkus discussed ways todevelop Ukraine’s energy ties with Lithuania. The Ukrainian leader said his country could build a new nuclear power plant in Lithuania.

They also spoke about Ukraine’s September 30 parliamentary election. Adamkus described it as democratic and lawful. Yushchenko said the poll was seminal, as “Ukraine conducted this snap election in a democratic and transparent manner for the first time in its history.” “We now should form a coalition and its government and offer worthy conditions for the work of the opposition,” he said.

OU-PSD and BYuT make new Law on Cabinet

The “Our Ukraine – People’s Self-Defense” bloc and the bloc of Yulia Tymoshenko have formed joint working groups to create a new version of the Law on “On the Cabinet of Ministers”. The OU- PSD bloc’s member Mykola Onishchuk said. ForUm’s reports, referring to the website of OU-PSD.

“The new version of the law takes into consideration the President’s propositions which he has submitted to the VRU before. It’s well known that the President vetoed this law and submitted his propositions to the parliament. But the President’s propositions were declined, in fact, without discussion, in spite of most of them were worth examining”, Onishchuk said.

Onishchuk also informed that “all the propositions are taken into consideration in the new draft law”.

“Firstly, all unconstitutional regulations have been excluded. In particular, these are coalition’s right to nominate candidacy of the prime minister on its own as well as its right to nominate candidacies of the Foreign Minister and the Defense Minister and recalling from the posts. The regulations will be changed to constitutional ones in the new version of the law”.

Onishchuk also said that “the draft law also includes regulations renewing the right of the Defense and Security Council to adopt decrees obligatory to be fulfilled by the Cabinet of Ministry”.

“The new version of the law provides number of important points in relations between the President and the government concerning countersign. In particular, it provides the rule that the President issues decrees for the Cabinet of Ministry and the Cabinet’s Members can’t reject implementation of a countersigned decree”, he said.

“To my mind, taking into account that majority of the regulations, which I told you about, adjust the law in accordance with the Constitution, the possibility of its adoption is rather high. The law is the one to be examined during the first days of the VRU work”.

Yanukovych hopes for Yushchenko’s support

The government has to fulfill all plans by the end of this year. As ForUm’s correspondent reports, PM Viktor Yanukovych has stated at today’s session of the Cabinet of Ministers.

The PM has called upon Ministers and Governors to make their suggestions to the Cabinet of Ministers.

According to Yanukovych, Ukrainians should know that the government work effectively and that any political disagreements will not influence people’s life.

Yanukovych also has given an assignment for Governors to hold meetings in every region and to sum up preparation for winter.

The PM has informed that he will consult with the President concerning all the questions, which were discussed at the Cabinet’s session. “We will have common point of view concerning all approaches of order establishment in the country, as well as in the price policy,” the Head of the Government informed.

The government will surely find authors of creation of price growth in the State. Prime Minister of Ukraine Viktor Yanukovych has stated at today’s session of the Cabinet of Ministers.

“We must establish an order,” he emphasized.

The PM has noted that the controlling units, the Prosecutor General’s Office and the Antimonopoly committee should investigate this case.

Besides, the Head of the Government has claimed that the Ministry of Economy must use the mechanisms of intervention on food market at the expense of the State reserve. “And we should do this immediately,” Yanukovych said.

BYuT wants to hold first VRU session by October 30

BYuT wants to hold first VRU session by October 30

The Bloc of Yulia Tymoshenko will demand to hold the session of new Verkhovna Rada by October 30. Head of the election headquarters of the BYuT Olexander Turchynov has stated at today’s press conference.

Turchynov has noted that it is necessary to do all possible in order to speed up the formation of parliament and government. He has reminded that the Central Election Committee must announce the official results of the early parliamentary elections by October 15. According to Turchynov, for today nobody from the parties-winners intends to appeal these results.

According to him, on the next day after the official announcement of the elections’ results the BYuT will demand to hold session of the working group on preparation for the first VRU session.

He also has reminded that the first session of new parliament must be held not later than in 30 days after the official announcement of the elections’ results.

Ukraine and Poland set up visa free zone

Ukraine and Poland will arrange new rules of border crossing on October 17, which will be active after Poland joins the Schengen zone (January 1, 2008), Cabinet’s press office reports.

In its variant of the agreement Ukraine insists on Poland’s granting the right for visa-free regime in the frontier regions for those citizens, who reside in districts bordering on Poland (within 50 km of the borderline).

The similar scheme has already been arranged with Hungary, which is also joining the Schengen Treaty. The Hungarian authority will issue plastic cards to Ukrainians.
