Baloha: Democrats have ‘no right to waste time’

Viktor Baloha, head of the President’s Secretariat, has said Ukraine’s democratic forces “have no right to waste time,” President’s press office reports.

“It is necessary to correct immediately the critical situation created by the coalition led by Viktor Yanukovych. So the democratic forces must form a coalition government in the shortest possible time,” he said on Friday, adding that an action plan for Ukraine’s new democratic government could be ready within the next few days.

Baloha said this document should contain all the priorities President Yushchenko had outlined during his meeting with Yulia Tymoshenko on Thursday, September 27.

“It is necessary to clearly show what steps the democratic coalition and its new government will take first. The President of Ukraine said at the meeting with Yulia Tymoshenko it was important to carry out very effective and fast policies to show results to the people, as the country has lost lots of opportunities over the past year and a half because Yanukovych’s government has had no program.”

Baloha also demands that Our Ukraine-People’s Self-Defense and BYuT draft a new budget to implement Victor Yushchenko’s social initiatives and keep the promises they gave during the campaign. He added they also must establish a national anti-corruption bureau and pass a package of Yushchenko’s bills to fight corruption.

Secretariat hopes Ukrainians abroad will be more active

Deputy head of the President’s Secretariat, representative of the President in the CEC and in the CCU, Maryna Stavniychuk hopes that Ukrainians who are abroad will show more initiative as they did before. She stated at the briefing in the Secretariat on Friday, ForUm’s correspondent reports.

According to Stavniychuk, every citizen who addresses a divisional election committee 7 days before the day of elections with written application concerning the concession of right to vote, has international passport and document, certifying personality and citizenship, has a right to be included in the list of voters.

Stavniychuk has noted that according to practice, more than 400 thousand of Ukrainian citizens are registered in consulate, and as a rule about 30 thousand of them vote.

Yanukovych is ready to reach an agreement

Leader of the Party of Regions claims that he is ready to reach an agreement with “oranges”. He told journalists on Friday after the meeting with his supporters in Donetsk.

“I think that it will depend to a large extent on results of the elections. We have never said “no”, Yanukovych stated. At the same time he emphasized that “we have to unite all parliamentary forces”.

“We speak not only about politicians, but about common people as well,” Yanukovych added.

The PR leader thinks that it is necessary that “elections to be held in five years, not earlier”.

He stated that “these elections have been provoked by politicians, who need power at any cost for in gratification of their political ambitions”.

President meets poll observers

President Viktor Yushchenko on Friday met with Ambassador Audrey Glover, head of the OSCE/ODIHR Election Observation Mission to Ukraine, Tone Tingsgaard, OSCE PA vice president and special coordinator of the OSCE PA for the September 30 elections, Jan Petersen, head of the NATO PA observation team,Hanne Severinsen, head of the PACE observation delegation, and Adrian Severin, head of the European Parliament observation mission, President’s press office reports.

Yushchenko thanked them for their “high and worthy” mission and said its aim was to guarantee that this week’s elections are held in an honest and democratic manner. He reassured them Ukraine would always be open to dialogue and cooperation with international observers.

Yushchenko described the upcoming elections as a “legitimate, democratic and civilized” will resolve the country’s long-lasting political crisis and said he had dissolved parliament to put an end to political corruption and attempts to usurp power. “As Ukraine’s president, I will spare no effort to ensure the Sunday vote is democratic, honest and transparent,” he said.

The heads of observation missions also expressed hopes the ballot would be fair.

They discussed some flaws in the country’s parliamentary election law, particularly its article to ban those who cross the Ukrainian border three days before any election from voting. Yushchenko thinks it is illegal and has asked the Constitutional Court of Ukraine to examine its constitutionality.

General inspector of Bundeswehr to visit Ukraine

On Monday, October 1, delegation of armed forces of Federal Republic of Germany, headed by General inspector of Bundeswehr (Commander in Chief of armed forces of Germany) general Wolfgang Schneiderhan, will come to Ukraine.

As the press service of the Ministry of Defense informs, within the framework of this visit the meeting of general Schneiderhan with chief of the General headquarters – Commander in Chief of the armed forces of Ukraine Serhiy Kyrychenko will take place.

Besides, Schneiderhan will pay a visit to Minister of Defense of Ukraine Anatoliy Hrytsenko.

On October 2 the representatives of German military delegation, headed by general Schneiderhan, will be in Chernihiv region, where they will visit the disposition of the first Guards tank brigade of the Land forces of Ukraine.

US Ambassador to Ukraine urges observers to be unbiased on election day

United States Extraordinary and Plenipotentiary Ambassador to Ukraine William Taylor approached international observers from the Ukrainian Congress Committee of America to be tolerant and unbiased when watching the elections on September 30. He urged them to stick to this principle when meeting the Committee mission.

He said he was confident that Ukraine was perceived by the USA as an important country of the region to become a leader in embodiment of democratic principles. That is why, he said, it was important to continue and strengthen democratic traditions of holding fair and transparent election, showed in 2004 and 2006.

Taylor briefed the observers about the situation in Ukraine on the eve of the elections and shortly described key political runner-up forces, Cabinet’s press office reports.

President sent two letters to PM

President Viktor Yushchenko has sent a letter to Prime Minister Viktor Yanukovych with a request to take urgent measures to ensure that the State Veteran Committee of Ukraine works effectively, President’s press service reports.

In his second letter, Yushchenko suggests establishing a special governmental commission to formulate mechanisms for resolving the problems of Ukraine’s disabled miners. He believes the government’s indifference to such people and their organizations creates tension in the country’s mining regions and in society and discredits the executive branch.

Court allowed Yushchenko to agitate

The District administrative court of Kyiv has determined that President of Ukraine Viktor Yushchenko has the right to take part in election agitation. The Court also has annulled the resolution of the Central Election Committee which prohibited the Head of the State to hold election agitation, in particular for “Our Ukraine – People’s Self-Defense” bloc.

Also the Court has determined that the CEC has exceeded its authority, taking a decision regarding prohibition.

This decision of the Court can be appealed to the Supreme administration Court of Ukraine.
