Yanukovych takes vacation

Prime Minister of Ukraine Viktor Yanukovych takes vacation since September 12 for participating in elections campaign as a leader of Party of Regions. He said that today at a press conference in Kyiv. “I made a decision to take a vacation,” he said.

Yanukovych explained that participation in election campaign is his obligation as a leader of party and he is going to head this process. He informed that he is going to hold his election campaign in regions.

Yanukovych noted that the scheme of vacations of Ministers is worked out in such a way that allows to provide stability in the country on appropriate level.

President gives interview to BBC World

In an interview with the BBC’s Helen Fawkes on Monday, President Victor Yushchenko talked about domestic issues, particularly Ukraine’s early parliamentary election on September 30. He expressed confidence the ballot would be held in a democratic and transparent manner, president’s press office reported.

When asked about plans by Prime Minister Viktor Yanukovych’s Regions Party to hold a national referendum on the country’s NATO membership and second official language, the president said these initiatives were “inserted into the election campaign” and would have “no legal effect.”

Lutsenko predicts provocations from PR

“Our Ukraine-People’s Self-Defense” bloc leader Yury Lutsenko stated that Party of Regions and its supporters prepare discrediting evidence against BYuT leader Yulia Tymoshenko. He said that today at a press conference in Kyiv.

“Today our political opponents are preparing discrediting evidence against key positions of BYuT. Moreover these evidences will be as if from “OU-PSD” sources,” he said.

At that, addressing BYuT, Lutsenko assured again that “OU-PSD” does not use “black PR”. “We do not use any dirty technologies against anyone, against our partner and ally BYuT in particular,” he noted.

Not so a long ago Rinat Akhmetov threatened to hire the clever American experts and write for Ukraine the plan of development on the nearest 20-30 years in a prospect, Yulia Tymoshenko press service reported.

According to plan (read by myself in the internet), it must have been, at least, “Marshall plan for Ukraine”. However nobody knows either Marshalls are finished there, behind the ocean or something worse has happened. But as a result instead of Marshall plan we received the “proFFesor’s plan” as usual.

I analyze stage-by-stage implementation of “Marshall plan” from Akhmetov and become convinced that it was written, probably, by domestic specialists (“marshalls” or generals from SCM-group), because it will never occur to any average manafort to put a first issue of such plan a task to “steal “Dniproenergo” at a state”.

The history of fraud with “Dniproenergo”, 40% of actions of which Akhmetov controls now, is a classic scheme that run in by the authority not once already. At first an enterprise is led up to bankruptcy, then a “good” creditor appears (in this case these are the enterprises of Rinat Akhmetov) which receives a tasty strategic object then. And now it would be Akhmetov who will decide what will be the price on kilowatts of electric power for a population. The quicker electric counters are turning the more promptly life of “regional” that control the largest generating company in the east of country is getting better.

The real cost of “Dniproenergo” according to the prognoses of experts is 10 milliards of UAH. It looks like Rinat Akhmetov, acknowledged the richest man in Ukraine, decided to improve the result in the world ratings already.

In general, privatization of “Dniproenergo” brightly enough characterizes the actions of command under the name “Yanukovych and partners”. Presumably, Forbes was right when wrote, that in times of Yanukovych management the business-circles close to the government, multiplied the turn on $ 17 milliards. At least, now it is clear, for whom exactly the “improvement of life took place already today”.

By the way, experts warn that history with “Dniproenergo” can be repeated, but the name of generating company will be another – “Tsentroenergo”. This enterprise has also big creditor debt. All electric energy of country can appear in the hands of Akhmetov after elections. And he will not be engaged in charity when selling the electric power to the population.

These people are hard pragmatists. They understand that they are for the last days and weeks at the authority. They acknowledged that the cabinet of Yanukovych is doomed, as a communal house of Vasisualiya Lokhankina. That is why they try to steal everything, that lies badly. Their real program is to steal more, and to run far away.

Akhmetov receives “Dniproenergo”, 1% of “Ukrtelekom” will be enough for comfortable pension of Valya Semenyuk. She tries to sell it during a year already with zeal, deserving the Turkmenian sellers of melons on Besarabka market. The “Mizhgir’ya” state residence attracted Victor Fedorovych. In this moment he tries to pass it to the balance of NJSV “Nadra Ukraina” with the purpose of further privatization, and together with the rests of the monastery.

Rinat, if you are so excited with domestic energy and all that with is linked with it, why not to privatize Chornobyl NPP for example? By the way, it is possible to build a summer residence for a Prime Minister. A residence of Victor Yanukovych “Ukryttya” (“Shelter”). Or “Sarkofag” (“Sarcophagus”). It sounds not bad? Besides, the land is wonderful there, there are no neighbours, crucians are in the size of a whale shark and strawberry in the size of a water-melon. How do you like this offer?

You remember, as I was pecked for so-called re-privatization. Even today they say: “Do not speak about this for goodness, do not recollect even, do not hint”. They say this will be the end ofmy international image. But I think: let it be this image. All that is stolen in the states must be returned immediately!

I do not admit another policy. Who dislikes it, let him complain in UNO.

Yanukovych is satisfied with investment growth in Ukraine

Prime Minister of Ukraine Viktor Yanukovych is satisfied with growth of investments in amount of 32% in 2007. He stated that in session dedicated to investments, taken place in club of Cabinet of Ministers on Monday.

Yanukovych noted that 2007 was very difficult year of political crisis that does not attract investors. At that the PM thanked investors for their courage.

Yanukovych called result in 32% of investments growth – “wonderful result”.

Yanukovych considers that investors must have access to the Government. For this the PM proposed to create acting mechanism that would allow members of investors’ Council to have access to governmental committee on changes and adoption of new laws.

“We must cooperate on such level that would allow us rapid reacting to circumstances and make plans beforehand,” he said.

As a reminder, Government made a decision to create Council of investors on January 24, 2007 in order to improve national legislation and to create favorite investment climate for attracting foreign funds to Ukrainian economy.

Kyiv administration will fine smokers

Kyiv state administration got down to work aimed at struggle against smokers. Soon at the stops of public transport there will be plates on ban. Violators will be fined in amount of UAH 17-119. The Kyiv mayor Leonid Chernovetsky said.

“Within two-three months we provide stops and public places with plates on ban on smoking. It is also planned to indicate not only start but also end of such restriction zones. It is also necessary to think over mechanism of control. Together with corresponding plates, propaganda for healthy lifestyle will be carried out.

Last year the law on ban to smoke in public places came into force. But plates on ban appeared only in subway in Maydan Nezalezhnosti. But heavy smokers do not pay much attention to them and keep smoking.

President remembers Vasyl Kuk

Vasyl Kuk, the last commander of the Ukrainian Rebel Army, has died, president’s press office reported.

President Victor Yushchenko on Monday sent his condolences to Kuk’s family and friends. He said Kuk had been struggling for Ukraine until his last breath and had been a personification of Ukraine. Yushchenko described his life as a symbol of victoryover the last century’s two totalitarian regimes. “Ukraine’s faithful son, Vasyl Kuk will forever stay in our memory as a paragon of loyalty to the people and selfless service to our state,” he said.

Ukraine will have bicameral parliament?

Party of Regions supports creation of bicameral parliament in Ukraine. One of the PR leader Borys Kolesnykov said.

Kolesnykov reminded that initiated by the Party of Regions referendum offers Ukrainians to express their opinion concerning election of heads of district and regional administrations by citizens. “In case there are elected governors, they form upper chamber of the parliament,” he explained.

“That’s why our construction will be very clear: 210 people’s deputies from lower chamber of the parliament and 54-81 members of upper chamber. We propose elected governor, he becomes a member of upper parliament automatically and two senators are elected by the regional council,” he said.

Earlier the President proposed to implement bicameral parliament.

As a reminder Party of Regions initiated national referendum. The Ukrainians are offered to answer three politically important questions:

1. Do you agree that Ukraine to have Ukrainian and Russian as official languages?

2. Do you agree that regional and district state authorities to be elected by citizens of Ukraine?

3. Do you agree Ukraine to be a country that does not participates in military alliances?
