President calls to draw conclusions on policy of current year

President of Ukraine Viktor Yushchenko is convinced that in the nearest time it is necessary to finish discussion concerning the implementation of the single scale of charges for 2008, he said in his speech during the session of the National Security and Defense Council of Ukraine on Tuesday, ForUm’s correspondent reports.

“2008 budget hearings are an important political and economic issue. I am convinced we have all chances to learn good lessons from what we have been doing this year and what we have failed to do in the area of economic motivations, in fiscal policy and especially in the social sector,”

Yushchenko demanded that the country’s budget deficit must not be higher that 2% of GDP. “This must become a rule,” he said, urging the Government to make local budgets more independent by finding additional sources of revenue. “This can be income tax, license fees or taxes on the use of natural resources and other sources, which are expected to bring up to UAH 30 billion in 2007”.

Yushchenko calls politicians not to speculate on social programs

President of Ukraine Viktor Yushchenko calls political forces not to speculate on social issues in scope of election campaign. He said that today at the NSDC session, the ForUm’s correspondent informs.

Yushchenko noted that during election campaign each political force declares about intentions to allocate tens of million hryvna for financing of social programs. Do it but at first make calculations and do not lie people,” he said, addressing the politicians.

At the same time, the President noted that he is responsible for every number of his social initiatives.

The President noted that growth of social standards in 2008 is an important political decision that is necessary to be made.

Plyushch welcomes US-Russia nuclear plan

Ivan Plyushch, secretary of the National Security and Defense Council of Ukraine, has welcomed a new plan on nuclear energy and non-proliferation proposedby the United States and Russia. He believes it will give Ukraine more opportunities to develop nuclear energy and enhance nuclear security, President’s press office reports.

Plyushch said his country planned to double electricity productionat its power plants by 2030 and was thus going to build new and renew old plants, diversify energy supplies and produce own nuclear fuel to be less dependent on energy imports.

“Nuclear energy is a strategic technology of the future. Both Europe and the United States have realized that this is the cheapest and safest way to produce energy.”

“Having research and production facilities, nuclear infrastructure and deposits of uranium ore, Ukraine simply must produce its own nuclear fuel and achieve energy self-sufficiency. In this area, I see the United States, France and Russia as our key partners,” he said.

Plyushch thinks the “consistent implementation” of the Ukrainian Energy Strategy will help resolve problems and correct mistakes in the national nuclear sector, particularly those made by the government when creating Ukratomprom. He said President Yushchenko had issued a decree on August 13 to suspend a governmental resolution to establish this state-owned company.

Kiselev: Opposition watched VRU session

The People’s deputy of V convocation from PR faction Vasyl Kiselev is sure that representatives of the opposition watched today’s VRU session on TV very attentively. He said that today in an interview, the ForUm’s correspondent informs.

“Despite President’s words, in case the VRU has 226 people’s deputies for decision adoption, the VRU is legal ,” he added.

Kiselev considers that in case the President wanted to cancel People’s deputy immunity and benefits, he should have told the opposition to come to the VRU and vote. “But the President had not done so. He shows that he is politically committed person. And his propositions are nothing more than a mere PR. That’s why we adopted these laws (immunity and benefit cancellation-ed.),” he noted.

AS a reminder, People’s deputies voted for changes introduction into Constitution of Ukraine concerning immunity cancellation of some officials. Parliamentarians also make changes to the Constitution concerning President’s immunity. In particular, President has right for immunity only during fulfillment of his duties. 259 People’s deputies supported idea to forward such changes to CCU. The VRU also cancelled benefits for people’s deputies.

PACE to observe preparation for elections in Ukraine

PACE to observe preparation for elections in Ukraine

The election group of the Special Committee of Parliamentary Assembly of the Council of Europe on observation for the parliamentary elections in Ukraine, headed by Hanna Severinsen, Reporter of the PACE Monitoring Committee, will be in Kyiv with the working visit on September 3-7.

Andriy Deshchytsa, Head of the press service of the Foreign Ministry has informed on Tuesday.

According to him, within the framework of the visit the meetings of Severinsen in the President’s Secretariat, the Cabinet of Ministers, the Central Elections Committee, Ministry of Interior Affairs, and the Constitutional Court of Ukraine are planned to be held.

On September 6 the meeting of the Front group of the Committee with the leadership of the Foreign Ministry will take place.

The People’s deputy of V convocation from OU faction Olga Gerasimyuk considers that those People’s deputies who gathered today in the VRU represent show-business but not the legislative branch of power. She considers that these People’s deputies use VRU session as election technology and make PR. She said that today in an interview to ForUm’s correspondent.

“The VRU can not be legal as it does not have 300 People’s deputies. All that now happens proves one more that Socialist have no chances to get the new parliament. Socialists use the last chance to make PR. I consider Olexander Moroz does harm himself and the parliament in general,” she said.

According to her, Moroz should report on usage of state funds for holding illegal VRU session.

Yushchenko demands Government to prepare for Euro-2012

President of Ukraine Viktor Yushchenko demands the Government to be more attentive to preparation and hosting Euro-2012. He said that today opening the NSDC session. Yushchenko noted that every day there is an increase of doubts among experts, journalists and other persons concerning Ukraine’s possibility to host the championship.

The President stated that the executive power had not made any real step in this direction.

The President called the Government to concentrate on fulfillment of such programs as constructions of roads, customs crossings, airports and so on.

VRU session is legal

Yanukovych: VRU session is legal

Prime Minister of Ukraine Viktor Yanukovych considers the session of the VRU of the fifth convocation is legal and doesn’t constitute a menace for destabilization of the situation before the parliament’s elections. He has stated today during his working visit to Luhansk region.

“According to the Constitution, the parliament works till the next convocation, and one cannot break the Constitution,” he said.

“We do not intend to destabilize the situation during the election campaign; we want the situation to be stabilized as soon as possible. We want the parliament to work and the situation in foreign and inner policy to be predictable,” Yanukovych said.

At the same time he thinks that the extraordinary VRU session irritates the opposition “because there the People’s deputies can tell the truth as it is.”
