Azarov explained prices increase

All increase of minimal salary, introduction of second stage of tariff scale and other payments are planned by the current budget. The first PM, the Finance Minister of Ukraine Mykola Azarov said that today at the briefing, the ForUm’s correspondent informs.

“We do not make unexpected payments. We act in correspondence with the state budget,” he said.

According to Azarov, political instability brings unexpectedness . Nobody could predict the parliament dissolution, political instability, draught… All these unfavorable factors contribute to price growth. In case in autumn the Government did not take measures on grain stock, the situation could be much worse,” he said.

At the same time Azarov noted that July is not a model month and it does not form the year.

New Constitution will be adopted by VRU of sixth convocation?

Deputy Head of the President’s Secretariat Ihor Pukshyn thinks that it is impossible to hold early elections and national referendum on the new Constitution adoption simultaneously on September 30. He stated at a briefing on Wednesday, ForUm’s correspondent reports.

Speaking about statement of VRU speaker Olexander Moroz that Yushchenko on the pretext of election wants to hold referendum on September 30, Pukshyn noted: “It is hard to comment why Moroz worries so much. Probably, he worries for his future”.

Pukshyn also explained that only the parliament can introduce changes into the Constitution, but according to the Constitutional court, people can also adopt new version of the Constitution at the referendum. “If we speak about adoption of new version of the Constitution, we can speak about its adoption at the referendum,” he explained.

Pukshyn hopes the parliament of the sixth convocation will adopt new Constitution of Ukraine.

President seeks “more perfect” solutions

President Viktor Yushchenko told reporters in Hungary on Wednesday he had dismissed Chernihiv Governor Mykola Lavryk and Mykolayiv Governor Oleksandr Sadykov to better organize the work of Ukraine’s local governments, President’s press office reports.

“This is a normal process and I want there to be no guesswork discrediting my staff policy,” he said, calling yesterday’s dismissals “clear and obvious.” (Lavryk has resigned and Sadykov has been appointed deputy secretary of the National Security and Defense Council).

Yushchenko said he sought “more perfect” solutions to resolve regional challenges. “This is the process of perfection, not the problem of this or thatperson,” he said, thanking Lavryk and Sadykov for their work.

Pukshyn: Yushenko to gain victory over Cabinet of Ministers

President of Ukraine won all court cases, which were initiated against him by the Cabinet of Ministers. Deputy Head of the President’s Secretariat Ihor Pukshyn stated at a briefing, ForUm’s correspondent reports.

“The President won all cases, which were initiated against him by the Cabinet of Ministers… The cases were investigated in courts, and then the decisions were made, and they are in President’s favor,” he said.

Pushkyn reminded that half a year ago the Cabinet of Ministers accused Yushchenko of publishing illegal Decrees on appointment and discharge of Heads of regional administration.

Pukshyn emphasized the Government doesn’t have the right to bring suits on illegality of the President’s Decrees to courts of general jurisdiction. He added that according to the Constitution, the Cabinet of Ministers must fulfill the President’s Decrees.

President congratulated new CC chairman

President Viktor Yushchenko on Wednesday congratulated Judge Andriy Stryzhak on being elected chairman of the Constitutional Court of Ukraine, President’s press office reports.

“I am convinced that your professional experience, expertise and managerial skills will help promote and assert the principles of democracy and the rule of law in the work of Ukraine’s only body of constitutional jurisdiction,” he said, expressing hopes the new chairman would resolve the court’s crisis and ensure that its rulings areconstitutional and impartial.

Yushchenko wished Stryzhak good health and professional success.

Azarov has grandiose plans

Next year growth of GDP in amount of 7.2% and inflation rate -6.8% are expected. The first vice PM, the Finance Minister Mykola Azarov said that today at the Cabinet session, the ForUm’s correspondent informs.

According to him, it means that for the fist time of the history of Ukraine there will be more that 4 thousand dollars of GDP for one personthat is six times more that in 2000.

Azarov also noted that average salary will be UAH 1654. “It will be a real growth by 17%,” he said.

He also said that artificially created political tense influenced economic. According to him, the Government took measures to liquidate “dramatic consequences” of political confrontation, but there are still “some moments”.

He noted that work at budget 2008 has significant importance. “The Government set task to plan budget for 3-5 years ahead,” he noted.

Azarov informed that Cabinet wanted to adopt budget 2008 on the basis of new tax code, but destructive position of some political forces broke the whole budget process.

Azarov hopes to come on European level of inflation

During the Government session on Wednesday the rates of macroeconomic development in Ukraine, on the base of which the budget of Ukraine is formed, were confirmed. First vice Prime Minister of Ukraine Mykola Azarov said at a briefing, ForUm’s correspondent reports.

“It is very important decision,” he emphasized.

According to Azarov, the Cabinet of Ministers plans to support the innovative-investment development in the country and high temps of development.

The vice Prime Minister also noted that inflation is planned to be hold at the “lower” level. Thus, he claimed that by 2009-2010 Ukraine will come on normal European level of inflation rates.

Moroz: SPU will win elections

The VRU speaker, leader of SPU Olexander Moroz declares that SPU will surely win at early parliamentary elections. He said that during his trip to Mariupol, the ForUm’s correspondent informs.

“I do not say that we will make it hot for everybody, but we will win undoubtedly,” Moroz said, UNIAN reports.

At the same time he noted that he still considers early parliamentary elections as an adventure. “There were debates about elections for half a year. I suppose it is an adventure. And we are involved into it”, he stressed.
