Shufrych feels sympathy for persons who protest against NATO

In an interview to journalists Emergency Minister Nestor Shufrych stated his point of view about the trainings “See Breeze”. The press service of the Head of the Emergency Ministry informs.

Shufrych noted that last year there were no legal basis for these trainings holding, and “today it is absolutely clear that the representatives of the Communist party, the Progressive Socialist Party of Ukraine and the society organizations protest rather not against the trainings holding, but against intrusion of unnatural for Ukraine policy of NATO joining”. That’s why Shufrych understands persons, who protest against NATO and feels sympathy for them.

Secretarial of the President put Moroz in his place

The head of the 5th comvocation Parliament Olexander Moroz does not have the right to publish any laws enacted by the parliament.

This was announced by the Deputy Head of the President’s Secretariat, Ihor Pushkiv, the Press service of the President informed .

In the announcement, specifically, Pushkin’s position regarding the publication on June 19 2007 in the newspaper “Holos Ukraiyiny” with Moroz’s signature the Law of Ukraine “Concerning changes to the Law of Ukraine regarding purchases of goods, services and labour for Government funds” (with the comments photocopy of actual text) were done in contravention of the Constitution of Ukraine.

Referring to statue 88 Essential Law of Ukraine, the removal from power of the Parliament ( in this case the 5th Convocation) by it’s nature also removes from power it’s Speaker. Therefore Moroz does not have the authority to publish any parliamentary law with his signature, Pushkin said –  UNIAN announced.

The Representative of the Secretariat explained, with the resignation of deputies authorities from Our Ukraine and BYuT on June 3, the VR of Ukraine ceased being in power. “An organ of Government without powers cannot pass laws, and especially, cannot publish them, Pushkin said.

Pushkin explained that (according to Statute # 94 of the Constitution) the Head Parliament has the right to publish under his signature a law that had overturned the Presidential veto and not been signed by the head of State only during the10 days the document was presented for signature. Therefore the mentioned law was published in contravention of the Constitution

Looking at the presentation, publications with Moroz signature the “photocopy” accepted June 19, 2007 by a Parliament without powers changes to the Law “Concerning changes to the Law of Ukraine regarding purchases of goods, services and labour for Government funds” cannot be considered as a valid Law under the current Constitution of Ukraine.

Klyuchkovsky: “Our Ukraine”-“People’s Self-Defense” will not admit elections results before hand

“Our Ukraine”-“People’s Self-Defense” bloc will not agree to admit results of early parliamentary elections before hand as the Party of Regions proposes. Bloc member Yury Klyuchkovsky said today in an interview to UNIAN.

“Frankly speaking I am a bit astonished by propositions of PR to sign agreement on fair elections and to admit any elections results in advance,” he said.

“I think the PR might have prepared good for elections falsification, they know the results before hand and want in such a way to disarm their opponents. They do not want repetition of elections-2004,” he added.

According to him, it is necessary to sign agreement but “without such carte blanche.”

“To admit elections results in advance, taking into consideration experience of 2004, 2008, would be too courageous,” he said.

Moroz claims about preparation for elections falsifications

Chairman of the VRU of the fifth convocation Olexander Moroz stated that nowadays the preparation for early elections results falsifications is being carried out. Moroz said at the meeting with Extraordinary and Plenipotentiary USA Ambassador to Ukraine William Taylor, as the VRU press service informed.

Moroz stated that the early elections are necessary “not for new parliament formation, it is only a reason to hold the referendum on making changes to the Constitution”. “It will end tragically for Ukraine,” the VRU speaker is convinced.

He noted the necessity of strict Constitution following from the side of all officials, first of all the President.

At the same time, Moroz said: “The Head of the State wants absolute power, authoritarianism, and dictatorial model of Government”, what he opposed earlier.

The chairman of the VRU emphasized the inadmissibility of making changes to the Constitution of Ukraine, “UNIAN” reports.

Moroz criticized the President’s initiatives. He noted that the implementation of bicameral parliament will split Ukraine, explaining that the unitary State doesn’t need bicameral parliament. Moroz said that the idea of People’s deputy immunity cancellation is not new. He reminded that in amendments to the Constitution it is proposed to restrict significantly the People’s deputy immunity.

He stated for the necessity to restrict the President’s immunity, as well as the judicial organ.

Ukraine and Hungary held talks

President of Ukraine Viktor Yushchenko and President of Hungary László Sólyom chaired Ukrainian-Hungarian talks in Budapest, as President’s press office informs.

Yushchenko said Ukraine’s trade with Hungary was developing fast (USD 2 bln in 2006) and suggested that both states “rationalize” theirpartnershipin 2007 and sign agreements regulating humanitarian and procedural issues.

The President commended Hungary for supporting Ukraine’s bid to join the European Union and thanked the Hungarian government for its “effective cooperation” with the local Ukrainian community. He praised the Hungarian National Assembly for being the world’s first legislative body to recognize the Great Famine 0f 1932-1933 as genocide.

Hungary’s László Sólyom described Ukraine as an “important strategic partner.” He reassured his colleague Hungary would support Ukraine’s EU policy and welcome its enhanced cooperation agreement with the European Union. Sólyom accepted Yushchenko’s invitation to visit Ukraine, its capital Kyiv and Zakarpatya region, in 2008.

Foreign Minister Arseniy Yatsenyuk, Culture and Tourism Minister Yuriy Bohutsky, First Deputy Energy Minister Vadym Chuprun, Border Service Head Mykola Lytvyn, Customs Service Head Olexander Yehorov and Deputy Secretariat Chief of Staff Olexander Chalyy participated in the talks.

Foreign Minister of Canada will come to Ukraine

On July 12-14 Foreign Minister of Canada Peter Gordon McKay will pay an official visit to Ukraine. Speaker of the Foreign Ministry Andriy Deshchytsa said at a briefing on Tuesday, the ForUm’s correspondent reports.

“The Foreign Minister of Canada will hold negotiations with Foreign Minister of Ukraine Arseniy Yatsenyuk and a range of meetings with officials of the country,” he said.

Besides, Deshchytsa said that Peter Gordon McKay will take part in the work of round table, dedicated to further Ukrainian society democratization.

The speaker of the Foreign Ministry reminded that on May 6-8 Foreign Minister of Ukraine Arseniy Yatsenyuk stayed in Canada with an official visit. “Exactly at that time Yatsenyuk invited Canadian college to come to Ukraine in a convenient for him time,” he noted.

“Uryadovy courier” newspaper declares that publicizing of information of changes to the law on state purchases from June 19 in edition of July 7 is official publication of the document.

“These materials have inofficial, only informative character, that’s why it did not violate order of publicizing of official document. To underline inofficiality of this document editorial stuff of newspaper put explanation under this document: “This document is not official publication. It is published for public awareness.”

As a reminder, the first vice PM Mykola Azarov declared that changes to law on state purchases, adopted by the VRU on June 19, have come into effect.

Moroz believes in extraordinary session holding

Moroz believes in extraordinary session holding

Speaker of the VRU Olexander Moroz is still assured that the extraordinary session of the VRU may be held.

Moroz said at a press conference on Tuesday, the ForUm’s correspondent reports.

“The session is quite possible, as there are some issues requiring parliament interference,” the speaker said.

According to Moroz, the extraordinary session may be held in the period from July 10 till September 2. “I can’t tell when exactly it will be held, because for today there are no reasons (for the session holding – ed.),” the VRU chairman emphasized.
