Shufrych initiates payment compensation to sufferers from hurricane

Minister of Emergency Situations Nestor Shufrych together with vice Prime Minister Viktor Slauta paid a working visit to districts of Mukolaiv region, suffered from natural disaster. The Ministry of Emergency Situations informed.

Nestor Shufrych said he will initiate allocation of compensations to farms in Mykolaiv region for liquidation consequences caused by the hurricane that hit the region in late June.

“I’m confident that the Cabinet of Ministers will support allocation of additional funds for compensation of the hurricane consequences. Hectares of vineyards and fruit trees are rooted out, farm buildings are damaged,” Shufrych said.

According to him, Mykolaiv region will not be able to solve the problem on it’s own. He emphasized that he will strictly control the in time compensations payments to sufferers, in order no one could make a profit out of the people’s grief.

“Mykolaiv region suffered many times. It occupies one of the first places in terms of emergency situations that happened this year,” the Minister said.

According to him, around UAH 9 million have been already allocated to Mykolaiv region for compensation of losses caused by hail in March.

Shufrych said that the region will receive UAH 30-35 million in compensations for the drought consequences. The losses from the hurricane are being estimated now.

Anna Herman: Yushchenko wants to bring “Kuchmism” back

President of Ukraine Viktor Yushchenko moves towards the usurpation, which is unfamiliar to him. PR People’s deputy Anna Herman told journalists yesterday, the ForUm’s correspondent informed.

According to her, the President reaches total usurpation of power and returns to “kuchmism”. Yushchenko’s initiatives to change the Constitution of Ukraine are much similar to initiatives of the President Kuchma.
Herman considers that Yushchenko’s actions can split up the Ukrainian society. “Yushchenko is playing with dangerous things, initiating the referendum.

The Party of Regions doesn’t take President’s statement seriously. There is no need to call meeting and discuss it, this issue probably will be raised at the Party of Regions Council,” she noted.

Secretary General of the Council of Europe advises Ukraine to change Constitution

Secretary General of the Council of Europe Terry Davis is convinced that it is necessary to make changes to the Constitution of Ukraine. He told in an interview to UNIAN, the ForUm’s correspondent informed.

I am convinced that it is necessary to complete gaps in the Ukrainian Constitution,” he said.

At that Davis called Ukrainian authorities to listen to recommendations of the Venice Commission while introducing changes to the Constitution.

As a reminder, on July 3 deputy Secretary of the Venice Commission Thomas Markert declared about readiness to assist Ukraine in changes introduction to the Constitution. According to him, the Venice Commission in particular is concerned about imperative mandate, enhanced authorities of the Prosecutor General’s Office and some gaps in authorities among main branches of power.

President met Göran Lennmarker

President Viktor Yushchenko on Thursday met with the President of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE), Göran Lennmarker, as the President’s press office reports.

Yushchenko said he was glad the OSCE Parliamentary Assembly was holding its 16th session in Kyiv, describing it as a sign of international recognition of Ukraine’s democratic changes.

Speaking about the country’s political situation, the President said: “We are coming out of this difficult crisis in a democratic manner.” He added that there were “no serious hurdles for holding early parliamentary elections on September 30.”

Yushchenko called on Lennmarker to ensure that the OSCE Parliamentary Assembly recognizes Ukraine’s Great Famine of 1932-1933 as genocide. He said it would be an “important step” to fight ethnic intolerance and discrimination in the OSCE region.

The general sum of bribes in 2007 amounted about UAH 8,5 mln. Head of the State Service Department of Ministry of Interior Affairs on struggle against economic crimes Sergiy Chornyh claimed at a press conference on Thursday, the ForUm’s correspondent reports.

“In general, this year twice more crimes were solved, the extorted sums of which were at the rate of big and especially big,” he said.

According to Chornyh, this year as a result of operating system research measures the workers of the State Service Department of Ministry of Interior Affairs on struggle against economic crimes solved more than 10 thousand crimes in the sphere of State activity.

Sergiy Chornyh also said that during this year more than 2 thousand facts of bribery were found and more than 1,3 thousand cases were sent to the court.

Democratic parties formed bloc

Ten Ukrainian democratic parties – “Our Ukraine”, “Forward, Ukraine!”, “People’s Movement of Ukraine”, “Ukrainian People’s Party”, “Sobor”, “Christian Democratic Union”, “European Party”, “PORA”, “Congress of Ukrainian Nationalists” and “Party of Motherland Defenders” – have signed a declaration to form an electoral bloc. This bloc will be named “Our Ukraine – People’s Self Defense”. It will be led by former interior minister Yuriy Lutsenko. Its other top members will be Vyacheslav Kyrylenko, Arseniy Yatsenyuk, Anatoly Hrytsenko, Mykola Katerynchuk, Olga Herasymyuk, Victor Baloha, Kseniya Lyapina, Ruslan Knyazevych and Volodymyr Aryev.

President Viktor Yushchenko on Thursday met with its members to wish them much success. “Long and painstaking talks to create the bloc are now over. We went through great challenges but the hardest period is behind. Today Ukraine’s democratic forces are united again; today they are strong and enjoy the renewed trust of the voters,” the President’s press office reports.

Yushchenko welcomed and approved their plans to create a party. “Today it is an exceptionally courageous step by big politicians for the unification of Ukraine’s democratic forces,” he said, urging the bloc to work constructively during the campaign.

“I am absolutely convinced we have the messages that can unite the nation,” he said, adding that their democratic and national priorities were “as vital as air” for the citizens of Ukraine. He said no other party proposed and promoted such values and ideas.

Yushchenko insisted that they must start the campaign as soon as possible. “We must waste no time.”

Anatoliy Hrytsenko: Attempts to block Sea Breeze-2007 will be checked

Defense Minister Anatoliy Hrytsenko stated that any attempts to block the International Military Exercises Sea Breeeze-2007 will be checked by law-enforcement agencies. Mr. Hrytsenko was speaking during a working trip to Odesa, the Cabinet’s press office reports.

He noted, in particular, that the decision on holding the international exercises on the territory of Ukraine was approved by the Verkhovna Rada.

The Minister said he did not think protests staged by some political forces to prevent the Sea Breeze exercises from happening were a right thing to do.

The Communist party stated on July 4 that it was planning to hold mass rallies against the international exercises expected to take place in Odesa and Mykolaiv regions.

Moreover, over a thousand people participated the other day in a religious procession in Odesa to put a stop to the Sea Breeze. The protesters were planning to set up a tent camp at Odesa Marine Passenger Terminal on July 5, and to hold the first anti-NATO rally of protest on July 9, the official start of Sea Breeze-2007.

Natalia Vitrenko’s political bloc is recruiting volunteers to participate in the protests.

The Defense Ministry expects that 1.2 thousand servicemen from 13 countries will take part in the tactic exercises. Ukraine will be represented by 10 ships, 3 airplanes, and 8 helicopters.

President of Ukraine Viktor Yushchenko on Thursday congratulated grain growers the Odesa region with harvesting their first 1 mln tons of grain.

According to the press service of the President, in this telegram it is stated the following: “This victory is of great importance for our country, as it has been achieved in very unfavorable weather conditions of this year,” UNIAN reports.

“I appreciate your hard work,” he said, wishing grain growers from the name of the whole country success and luck.
