Ukraine and Moldova work out risk management system in Dniestr river basin

The third international meeting within the ecological project “International Risk Management in the Dniestr River Basin” with the participation of Ukraine, Germany and Moldova was held in Lviv, Cabinet press office reported.

The meeting participants got familiar with the experience of prevention of and reaction on emergencies in the Rhein basin, outlined the plan of joint action in protection of one of Europe’s main water routes – Dniestr – from emergencies.

The event continued into a series of meetings, initiated by the German Federal Ministry of Natural Environment Protection. Its experts provide consultative assistance to neighbour countries in the sphere of ecology. One of its early results were agreements in Chisinau on transborder cooperation of the Ukrainian and Moldovan sides in case of emergencies. Scientists have worked out common approaches in appraisal of threats at industrial facilities in the Dniestr basin.

Within the framework of realization of the plan on prevention of and notification about emergencies relevant international centers are supposed to be created. Emergency exercises will be held on the basis of one of Ukrainian facilities in 2008.

Acting chairman of the Security Service of Ukraine Valentyn Nalyvaychenko informed that The SBU has information about 30 real estate objects that were allocated to one of the CCU judges. He told today the journalists, the ForUm’s correspondent informs. He noted that these documents are already forwarded to the General Prosecutor’s Office for further investigation and confirmation

The Communist Party is still for holding the elections in 2011

 

For the Communist Party the most acceptable date of the parliamentary elections – the last week of May, 2011. Adam Martyniuk, the first deputy speaker of the parliament, informed this at press conference, ForUm’s correspondent reports.

«What date will be the best for communists? That one, which is established by the Constitution. According to the Constitution, the elections of the People’s Deputies of Ukraine are held last Sunday of last month in five years after entering in power of the VR “, – the vice-speaker told and added that the parliament entered in power on May, 2006.

Martyniuk also noted, that for him it “doesn’t matter “if the Ukrainian pre-time parliamentary elections coincide with elections in Russia.

CC judge Lylak quits

Constitutional Court Judge Dmytro Lylak has asked President Victor Yushchenko to accept his resignation, Secretariat Chief of Staff Viktor Baloha said on Monday, president’s press office informed.

“Mr. Lylak has sent a written request to the president to say about his unwillingness to perform his duties. This is quite a serious step, which is an alarming signal to the country’s judicial system,” he said.

Baloha said Lylak had decided to quit because of the role of the Constitutional Court in Ukraine’s political crisis.

“It is important to note that the judge wrote his letter to the head of state, not Valeriy Pshenychny, who calls himself chairman of the Constitutional Court despite being sacked by the president. Mr. Lylak apparently thinks the new leadership of the Constitutional Court is illegal and so appealed to the president,” he said.

Baloha added that Lylak “had all reasons” to leave his job. “The Constitutional Court has stepped on the path of ignoring laws and its position on important political events is not constructive. Let me remind you that the Constitutional Court has not produced any ruling over the past nine months… Mr. Lylak must have had no desire to be a supernumerary in a sad movie called The Constitutional Court of Ukraine,” he said.

President considers CCU not to save Ukraine

The President of Ukraine Viktor Yushchenko considers that only verdict of the CCU can’t resolve political crisis in Ukraine. The deputy head of the President’s Secretariat Olexander Chaly told today at the briefing, the ForUm’s correspondent informs.

“Yushchenko is sure that political compromise can help to make agreement on early elections,” he said.

According to Chaly, in the scope of the meeting with PACE President Rene van der Linden, Yushchenko described situation around CCU. The key statement of the President Yushchenko is that conflict in Ukraine and its reason is a parliamentary crisis that’s why it should be solved first of all at the political level,” he noted.

Moreover, Chaly noted that only judicial decision will not contribute to situation resolution and even can intensify it.

Yushchenko to meet with the European colleagues

 

On May 24-25 the President of Ukraine Victor Yushchenko will take part in the Summit of heads of the Central Europe states in Czech. The deputy head of the President’s Secretariat, Olexander Chalyj, informed at briefing, the ForUm’s correspondent reports.

According to Chalyj, 18 heads of the Central Europe states are going to participate in this measure. They will discuss current problems and challenges, facing European countries.

Also the deputy head of the President’s Secretariat informed that in scope of visit the Head of the state plans to hold bilateral meetings with presidents of the foreign states.

Working group has not set elections date

The working group could not manage to set early parliamentary elections date, this questions should be solved by the President and the PM at the meeting that is scheduled for today. The representative of the OU faction Mykola Onyshchuk told after the working group completed its session, the ForUm’s correspondent informs.

He reminded that the president charged the working group to work out propositions concerning early elections date. In stead, the working group concentrated on the documents that are necessary for early elections.

“As to the date, opposition intends to hold elections in July, the coalition named early October,” he said , adding that compromise on the date is out of working group capability.

“This compromise should be reached by the President and the PM,” he said.

Coalition expects opposition in VRU

The coalition on national unity promises to meet opposition with applause. The PR people’s deputy Mykhaylo Chechetov told in an interview, the ForUm’s correspondent informs.

“The coalition is always opened for those who wish to work in Ukraine and for the Ukrainian people. In case relaxed members of OU and BYuT come to the VRU – the parliament is opened, we will accept them with applause, sit and work together,” he said.

He noted that the coalition is ready for any constructive steps.

According to Chechetov, 47 million of Ukrainians do not bother whether opposition comes back to the VRU or not, they are interested in salary and pension growth.
