Yanukovych asks for help

Yanukovych asks for help

Prime Minister of Ukraine Victor Yanukovych had a telephone talk with Federal Chancellor of Austria Alfred Guzenbauer and asked him for assistance in solving the conflict in Ukraine. The Premier told Thursday at a press conference.

“I addressed the Chancellor with a request to take part in negotiations on settlement of the political situation in Ukraine,” he said.

According to Yanukovych, he addressed the Austria’s chancellor “by chance” and today in the morning they had a telephone conversation. “It was by accident but I am convinced that the chancellor of Austria is the very person whom one can deal with,” he noted.

At the same time, the PM noted that he has not received yet official reply on mediation from federal chancellor on political advisory on home policy crisis in Ukraine.

Yanukovych agrees to elections on one condition

The Constitutional court registered submission of the VR on the President’s decree on early dissolution of the parliament. Yanukovych told today at the press conference, the ForUm’s correspondent informs.

“We received the information that the CC has registered submission of the VRU and is ready to consider it,” Yanukovych said.

Early parliamentary elections are possible under condition that the CCU confirms constitutionality of the President’s decree on VRU dissolution. “Only then the Party of Regions would starts preparation for elections,” he noted.

According to Yanukovych, next parliamentary elections should be held in 2011. “When they are appointed, we will make arrangements,” he said.

Moreover, Yanukovych said that before election campaign it is necessary to change the law on people’s deputies’ election as this law violates human rights.

Yushchenko to declare state of emergency after Easter?

The President of Ukraine Viktor Yushchenko will declare state of emergency in Ukraine after the Easter. “This variant is being considered indeed,” the SPU party Ivan Boky told today the journalists. “We got this information from reliable source,” he added.

Boky does not exclude that after the President declares state of emergency, he will control executive power but the parliament cant allow it.

“The more Yushchenko speaks in kind and tender voice, the more such actions he can commit,” Boky said.

“But he does not take into account that to declare state of emergency it is necessary to have VR resolution. But we won’t let this,” he added.

Cabinet of Ministers raises wages to state employees

Cabinet of Ministers raises wages to state employees

The Cabinet of Ministers
raised wages to state employees by 5% on April 1, the Finance Ministry’s press
service told.

On July 1 and October 1
state employees will see further salary increase by 4.8% and 4.5%,
respectively.

The year 2007 will see a
salary increase by 18% at average of 170 to 200 UAH per month.

The Cabinet of Ministers
will work toward gradual increase of minimum wage.

Yanukovych stands against impeachment

Yanukovych stands against impeachment

Prime Minister of Ukraine Victor Yanukovych excludes
any possibility of presidential impeachment. He told Thursday at a press
conference.

“I stand against any early presidential elections and presidential
impeachment, as it will only worsen the situation,” he said.

The Premier is against any actions, which may aggravate
the situation in the country. “I consider those propositions on early
presidential elections very destructive,” he noted.

According to Yanukovych, he cooperates with President
Yushchenko. “We stand for creation of such conditions, which can help the power
to work effectively,” he pointed out.

Yatsenyuk refused international aid

Ukraine does need international help to regulate home policy situation. Arseny Yatsenyuk the Foreign Minister told today at the NSDC meeting.

According to him, the situation in Ukraine is observed in the whole world. He noted that crisis made by the politicians should be solved only through political way. “All world leaders and Foreign ministers are convinced in it,” Yatsenyuk said.

Expressing official position of the Foreign Ministry, Yatsenyuk noted that Ukraine highly appreciates role and comments of every country concerning political situation in Ukraine. “But we would like to note that the main principle of international right is non-interference in interior activity,” he said adding that now there are no solutions concerning attraction of any conciliators to regulate interior policy conflict. “That’s why we are gratefull for propositions but nowadays they are not relevant,” he noted.

It is impossible to allocate money for early elections

Yanukovych: It is impossible to allocate money for early elections

Prime Minister Yanukovych considers it impossible to carry
out the decision of the National Security and Defense Council on allocation of
means for holding early parliamentary elections, as state budget does not
provide for allocation of means for this process. Yanukovych told Thursday at a
press conference.

As for use of means from reserve fund, Yanukovych
underlined that consent of the Verkhovna Rada was needed, but the parliament
was dissolved by the President.

NSDC obliged Yanukovych to finance elections

NSDC obliged Yanukovych to finance elections

National Security and Defense Council charged the Cabinet of Ukraine up to April 7 to finance execution of early parliamentary election at the expense of reserved fund of the state budget, NSDC chairman Vitaly Gayduk told.

He noted that this decision will be approved by the President’s decree in the near time.

According to Gayduk, the decision concerns that NSDC admitted the President’s decree on pre-term dissolution of the VRU that aims at regulation of the political crisis and corresponds to interests of provision of national security.

NSDC set task for executive power bodies to provide fulfillment of this decree.

NSDC also charged Central election committee to approve order of funds usage for elections.

The Cabinet is charged to arrange non-visa regime for official observers of foreign countries.

Answering the question if the Government refuses to fulfill instructions on financing of the election campaign, Gayduk reminded that the President’s decrees are obligatory to be fulfilled by all bodies of executive power.
