Ukraine President proposes 8 social bills

Ukraine President proposes 8 social bills

Victor Yushchenko has asked Ukraine’s parliament to pass eight
social bills, president’s press office reports.

Oleksandr Shlapak, his first deputy chief of staff, said, “The
President decided to propose these eight urgent bills because he thinks they are
very important and demands that lawmakers consider them within the next thirty
days.”

The bills are designed to support the most unprotected social
groups, among them minors that come from poor families raising three or more
children, victims of political repressions and those who cannot afford to buy an
apartment or pay their utility bills.

The President suggests providing financial aid to children
coming from poor families with three or more offspring until they turn 18 or
graduate from a higher education establishment.

He wants the cabinet of ministers to pay subsidies to those
wishing to buy an apartment and introduce more transparent land allotment
procedures to develop social housing. One of his bills makes public utilities
install individual energy meters by January 1, 2008 to know exactly how much
water, electricity and gas is consumed, and stipulates that  people can pay an
average price for energy if their local utilities fail to install these meters.
He also asks lawmakers to ban the confiscation of private property for utility
debts.

Yushchenko’s two other bills are aimed at preventing iodine
deficiency disorders and diseases, and criminalizing the production,
distribution and sale of low-quality drugs.

He also demands that Ukrainian legislators repeal some of their
unreasonable privileges, like free education, transport tickets, parking,
sanatorium vouchers , and apartments. He believes the measure will help find
additional budget funds to implement social programs.

Early parliamentary elections are impossible

It is impossible to hold early parliamentary elections
without improvement of electoral legislation. Deputy chairman of Central Election
Commission Maryna Stavniychuk told journalists at a press conference.

“CEC points to absence of a corresponding mechanism in
the acting law on elections,” she said and added that  it would be impossible to hold early elections
without introduction of changes to the law.

“We will start elections, but never finish,”
Stavniychuk said and noted that elections, especially early ones, are meant to
solve political conflicts, but not to create them.

In addition, she said it would cost pretty money, but
state budget does not have any registered instrument to finance early elections.

According to Stavniychuk, the Verkhovna Rada has not
registered any draft bill on changes to electoral legislation. At the same time
she noted that legislation of Ukraine does not provide for holding early
parliamentary and presidential elections simultaneously.

Ukraine’s membership in
the EU and NATO is its own business, NATO Assistant General Secretary for
Defense Policy and Planning John Colston told the roundtable “Ukraine-NATO
Parliament’s Part in National Security and Defense,” “Cabinet press office”
reported.

According to John Colston,
Ukraine holds intensified dialogue with NATO, and terms of joining the
organization depend upon Ukraine. John Colston noted NATO members will keep
assisting development of Ukraine’s security and defense sector.

Speaking about the missile defense
system he stated it is targeted only at defense and doesn’t threaten anybody, it doesn’t
influence any strategic forces of any country.

According to Mr Colston,
NATO recognizes rocket strike with weapon of mass destruction on European
countries as possible. The North-Atlantic Alliance is studying different ways
to avoid this threat and is conducting a series of researches, aimed at
creating an integral missile defense system.

Ukraine will fulfill its obligations to NATO

All obligations of Ukraine concerning cooperation with NATO structures in particular with the Parliamentary Assembly will be successfully realized. The chairman of the VRU Olexander Moroz told during the meeting with the President of the Parliamentary Assembly Jose Lello.

Lello noted: “We strive for cooperation strengthening with the VR and make all efforts for this as it is nice possibility to discuss a question on peace, development and progress. The Alliance is based on this. At that he expressed readiness to exchange experience with the VRU.

Moroz informed that Ukraine will gradually reduce the Armed Forces. He considers the Alliance’s experience of protection of militaries rights is useful.

“Our role is to assist Ukraine to solve difficult tasks concerning reformation of the Armed Forces,” Lello noted.

Party of Regions to support initiative of Our Ukraine

Faction of Party of Regions supports an initiative
concerning cancellation of the Law on imperative mandate for deputies of local
councils. PR member Vasyl Kiselyov told journalists at a press conference.

Kiselyov informed that Our Ukraine deputy Serhiy
Holovaty (ex-Justice Minister – ed.) had already registered the corresponding
draft bill, providing for cancellation of imperative mandate.

“We do not want to look ridiculous, as the Venice
commission expressed negative attitude to the imperative mandate,” Kiselyov
noted.

He also called other deputies to listen to the conclusion
of the Venice commission as regards the mentioned law.

Yushchenko congratulated President of Senegal

The President of Ukraine Viktor Yushchenko congratulated the President of Senegal Abdulaye Wade on reelection to the President’s post.

According to the press office of the President, in his congratulation Yushchenko also confirmed Ukraine’s readiness to the bilateral development of the Ukrainian-Senegal cooperation for good of two countries.

Yushchenko wished his colleague good health and further success in responsible state activity and friendly Senegal people – peace and prosperity.

The Presidential elections in Senegal took place on February 25.

Reconstruction of Ukrainian part Kyiv-Moscow highway to be completed in 2007

Reconstruction of the Ukrainian part Kyiv-Moscow highway will be completed in 2007, deputy chairman Yevhen Protsenko of the State Road Administration told journalists, “Cabinet press office” informs.

It is expected to reconstruct 95 km. of the highway altogether, which lies through the Chernihiv region territory and 95 km. through the Sumy region, Protsenko pointed out. Reconstruction of 52 km. of the road running through Kyiv region has been accomplished in 2006.

The reconstruction project provides for extending of a carriageway up to 9 meters, that is the road is classified as “2-class advanced highway”. The project’s financing will be based on attraction of credit funds under state guarantees.

The motorway construction between the two capitals was first proposed in 2005. And the parties agreed on the road building on equal footing; so, Ukraine took upon itself construction of a ramification from Kyiv to Russia boundary, and the rest should be built by Russia.

Party of Regions unsatisfied with Prosecutor General

Party of Regions unsatisfied with Prosecutor General

Faction of Party of Regions is unsatisfied with work
of Prosecutor General Oleksandr Medvedko, but will not initiate his dismissal.
PR member Vasyl Kisilyov told journalists.

Kisilyov noted that the parliamentary coalition has
many questions and claims to the Prosecutor General, as none of resonance case
has been investigated yet. However, if the President submits for consideration
a draft bill on dismissal of Medvedko, the faction will not vote for it.

According to Kisilyov, if dismissal happened the
opposition forces would state that the situation was created on purpose and the
coalition wanted to appoint “its man”.

“We will force the acting Prosecutor to work,” the
deputy said and added that Medvedko was appointed on suggestion of Our Ukraine
and BYuT.
