US, UK and Greek Armed Forces' representatives touring Sevastopol to inspect "Lutsk" and "Ternopil" corvettes technical availability

US, UK and Greek Armed Forces’ representatives touring Sevastopol to inspect "Lutsk" and "Ternopil" corvettes technical availability

US, UK and Greek Armed Forces’ representatives have arrived for a visit to Sevastopol. The visit is aimed at Ukrainian naval seamen training on warship logistical support organization, the Defense Ministry press service told, “Cabinet press office” reported.

Foreign experts will provide Ukrainian soldiers with information on the warships logistical support at NATO naval bases, ship logistics financing system, refueling and provision schedule-making procedure, including common warship security measures during berthing at the Mediterranean region naval bases.

Besides, American, British and Greek military experts will inspect the Naval Forces “Lutsk” and “Ternopil” corvettes logistical support for their further participation in NATO Active Endeavor operation.

The foreign fleets experts’ visit will last through February 22.

Yanukovych held meeting with Uzbek colleague

The prime Ministers of Ukraine and Uzbekistan Viktor Yanukovych and Shavkat Mirziyayev discussed prospects of cooperation between the countries at the session beginning of seventh intergovernmental committee of Ukraine and Uzbekistan.

According to Yanukovych, last session of intergovernmental committee took place in June 2004 in Tashkent. Since that time many question on cooperation have arisen.

Yanukovych noted that today committee and subcommittees of two countries will determine propositions for increase of trade dynamic between the countries to submit these propositions during the visit of governmental delegation of Ukraine headed by the PM of Uzbekistan that is scheduled for first quarter of 2007.

“Now committee should realize revision and prepare propositions for making significant decisions on the Presidents level,” Yanukovych said.

In particular, Ukraine offers to consider questions on cooperation in fuel-energy and transport spheres.
There are burning questions in engineering industry, military-technical, scientific-technical cooperation and cultural-humanitarian sphere,” he noted.

The PM of Uzbekistan noted that “despite the growth dynamic, current cooperation level leaves much to be desired.”

According to him, turnover between two countries in 2006 doubled. At the same time “it could be better.”

Mirziyayev noted that Uzbekistan is interested in mutual projects in agricultural sphere, chemical industry, mining, oil gas sphere, motor-car construction, cattle breeding and tourism.

Yatsenyuk comments on energy strategy

The deputy head of the Secretariat of the president Arseny Yatsenyuk considers one should not speak about assets exchange without realization of energy strategy. He told today at the meeting with regions governors, the ForUm’s correspondent informs.

“The main question for today is how to realize energy strategy. On cannot start talk about assets exchange, not understanding that there is no energy policy both on the post soviet area and in the European Union,” he said.

According to him, assets exchange is consequence of creation of one energy policy.

Yatsenyuk expressed his concern about secret privatization of gas transport system. According to him, the matter does not concern main system, as it is not interesting for anyone because the agreement is signed for five years. “But the question is that now there is correspondent buying out of final consumer who is the main solvent client,” he noted.

According to him, buying out of enterprises, that supply energy resources for legal entities and private persons, is carried out. “In other words, under such conditions there is a very serious concern that we will own only pipe and will operate it during a long period at unprofitable rates, and all others at the end points of gas consumption will control and manage it ,” he said.

Yushchenko to pay official visit to Denmark

The President of Ukraine Viktor Yushchenko charged by his decree the Cabinet to provide fulfillment of arrangement plan for preparation of the official visit of the President of Ukraine to Denmark. According to the President’s press office, the visit to Denmark is scheduled for March 15-16.

The Foreign Ministry of Ukraine up to February 26 should prepare and forward to the Secretariat of the President agreed program projects of the official visit, President’s wife stay in Denmark, official delegation of Ukraine and also offers concerning composition of official delegation of Ukraine and during official visit. Up to March 1 the Foreign Ministry should prepare and submit for approval directives draft for official negotiations during official visit.

The Official Ministries are charged to prepare information on condition, development prospects and problem issues of cooperation between Ukraine and Denmark.

The Ministries are also charged to prepare agreement between the Cabinet of Ukraine and the Government of Denmark on cooperation in energy sphere to sign; agreement on simplification of visa regime to initial; agreement on readmission to initial; memorandum between the Agrarian policy of Ukraine and the Ministry of food, farm and fishery of Denmark on economic, scientific and technical cooperation in agriculture and food industry sphere to sign; agreement between State agency of Ukraine on investments and innovations and the Investment fund of Denmark to sign.

European Commission means to support "UkrTransNafta" projects

The European Commission supports all six projects, which are being realized by the “UkrTransNafta” together with the European Bank for Reconstruction and Development and the European Investment Bank, adviser for energy of the European Commission Directorate General for External Relations Faouzi Bensarsa said while meeting with “UkrTransNafta” leadership, “Cabinet press office” reported.

According to Deputy Chairman of the “UkrTransNafta” Board Ihor Horodets, out of six projects the paramount is the construction of the 120,000-ton oil reservoir at the marine oil terminal “Southern”, “as the project is strategic in the context of development of the Odesa-Brody system and will play an important role in the structure of oil supply to Europe.”

The Ukrainian side stated its concerns about proposals of the Polish side under a draft intergovernmental agreement on oil transportation from the Caspian region via the Odesa – Brody – Plock. Poland has offered to increase the number of participants in the projects from two to five (Ukraine, Polish, Kazakhstan, Azerbaijan and Georgia), that run counter to the earlier reached agreements. Ukraine is also concerned about Poland’s proposal of the first-priority right of the Polish company PERN to privatization of “UkrTransNafta”, which runs mainline oil pipelines of Ukraine. Faouzi Bensarsa shared the concerns.

During the meeting the parties confirmed their readiness to continue cooperation in creating strategic oil reserves in Ukraine.

The public joint-stock company “UkrTransNafta” is the operator of the Ukrainian mainline oil pipeline system, the second biggest in Europe. The general length of the system is 4,570 km and carrying capacity 100 million tons of oil per annum. The 100% share parcel of the company belongs to the national joint-stock company “NaftoGaz of Ukraine”.

Crimean deputies not to fulfill Yushchenko’s commission

The Supreme Council of Crimea will not fulfill commission of the President Viktor Yushchenko to sign agreement on mutual obligations of Tatar community with authorities of the Crimea Republic. The first vice-speaker of the parliament of Crimea Serhy Tsekov told today at the press conference in Simferopol.

“There is no need in such agreement with some ethnic communities. Otherwise, there is a question that such agreements should be concluded with other communities living on the peninsula. In such way we can split the society,” Tsekov said.

According to him, the Party of Region, whose representatives make majority in the Supreme Council of Crimea, sticks to the same point of view.

“As we speak about such agreement, number of questions arise, like who has right to present all ethnic community. Discussion of this contributes to conflict situation. That’s why I think nothing will be developed and signed,” he added.

Day of Europe to take place on March 19 in Kyiv

Not only countries of the EU but also potential candidates on accession into the EU will participate in celebration of day of Europe in Kyiv that will take place on March 19. The Ambassador of the EU Ien Bowg told.

“27 countries will participate: 23 countries from the European Union and some others who are negotiating on accession to the EU – Croatia, Turkey and other potential candidates,” he said.

Bowg held a meeting with the representatives of Kyiv city administration today and discussed culture program of the fest.

According to the Ambassador, now negotiation are carried out on participation of the European bands in the fest, but he didn’t called any names, having referred that agreement are not signed yet.

Tymoshenko might block tribune again

The BYuT leader Yulia Tymoshenko declared that her parliamentary faction demands to consider again the draft bill “On changes introduction to the Law of Ukraine “On housing-communal services” with the purpose to establish legal mechanisms for reduction of housing-communal tariffs for the population. Tymoshenko told the parliamentary journalists, the ForUm’s correspondent informs.

According to her, the people’s deputies should consider this question in the first place on Tuesday, otherwise BYuT and “Our Ukraine” factions will block tribune.

Moreover, Tymoshenko said that BYuT, enlisting support of “Our Ukraine”, will insist on urgent consideration of question on changes introduction to the budget for the current year with the purpose to increase salaries and pensions.

According to Tymoshenko, both “orange factions” will insist on urgent consideration by the parliament the above-mentioned questions, as crisis of nonpayment for housing-communal tariffs reached crucial limit, housing-communal sphere is underfinanced and local budgets are exhausted because of subsidies.

Moreover, Tymoshenko noted that “hike for housing-communal services without income growth practically made social-economic situation in the country catastrophic,” she noted.
