Government initiating licensing retail trade in oil products

The Cabinet of Ministers approved a bill on amending the law “On licensing some types of economic activity”, which, in particular, envisages licensing retail trade in oil products, Vice Prime Minister Andriy Klyuyev said, “Cabinet press office” reported.

The necessity of this move is connected with circulation of low quality oil products on the market. “The bill has been drafted on the request of both oil traders and oil refineries. As, all those who sell low quality oil products, beat down the price on the internal market. It is called unfair competition,” Klyuyev explained.

Earlier, the Fuel and Energy Ministry announced introduction of an instruction of control the quality of oil and oil products at enterprises and organizations. It has been made with a view of establishing the single order of oil and oil product control while receiving them, storing, transporting and selling, the Ministry’s press service reported.

Yanukovych defends free economic zones

Yanukovych defends free economic zones

Prime Minister of Ukraine Victor Yanukovych considers
that mechanism of free economic zones (FEZ) and territories of priority
development (TPD) justified itself. The Premier told journalists in Donetsk.

“Mechanism of FEZ and TPD justified itself, but politicization
of this process and populism of separate politicians resulted in that everything
was destroyed in 2005. Now it is very difficult to return investors’ trust,”
the PM said, having noted that change of preferential regime for FEZ and TPD
lead to deficiency of investments, which effected social and industrial
spheres.

As a reminder, in March 2005 the Verkhovna Rada
decided to cancel privileges for FEZ and TPD. In August 2006 Yanukovych’s
government declared an intention to renew privileges to attract investments.

Ukraine has 11 free economic zones and nine territories
of priority development.

Ukraine doesn't mean to change Russian gas supplier

Ukraine doesn’t mean to change Russian gas supplier

Ukraine doesn’t negotiate into changing the operator of imported gas supplier, Vice Prime Minister for fuel and energy complex Andriy Klyuyev said, by way of commenting on information in the media about likely changing RosUkrEnergo for ITERA. “There are no official negotiations into the issue, so far,” Klyuyev said, “Cabinet press office” reported.

On February 12 Prime Minister Viktor Yanukovych met with Chairman of the Board of the ITERA Ltd Igor Makarov. During the meeting they discussed basic directions of the group’s activities in Ukraine and prospects for joint projects in the energy. After that information about likely participation of ITERA in gas supply to Ukraine has appeared.

Before 2003 ITERA was the operator of transportation of Turkmen gas to Ukraine. Presently, Ukrainian companies of the group are trading with gas extracted in Ukraine in small volumes.

After the “gas war” between Ukraine and Russia in late 2005 – early 2006 a decision has been passed to pass to market relations in settlements for Russian gas. As a result of the negotiations, the only supplier of all imported gas to Ukraine has become RosUkrEnergo.

On October 24, 2006 RosUkrEnergo and UkrGazEnergo signed a supplement to the agreement of purchase and sale of natural gas of February 2, 2006 for 2006 – 2010. In compliance with the agreement, the resource base of the Central Asian gas supply to Ukraine has been set in 2007 – 2009 in the amount of 55 billion cu. m. annually, which totally satisfies the needs of the Ukrainian economy in imported gas. In 2007 the gas supply price is 130 USD per 1,000 cu. m.
