Yushchenko demands to increase salary rate

Having analyzed situation concerning tariffs growth for housing and communal services, the President of Ukraine Viktor Yushchenko make a conclusion that the Ukrainian parliament and Cabinet should work out and adopt draft bill on changes to the state budjet-2007 to increase minimum salary and living wage rate. Viktor Bondar the deputy head of the Secretariat of the President told today at the press conference, the ForUm’s correspondent informs.

According to him, there is a situation when tariffs for communal services grew by several times but rate of the social provision becomes on the level of 2005, 2006.

“The President is waiting for preparation of the draft bill that will allow changing social payments: to increase minimum salary rate and leaving wage,” Bondar said. He noted that at President’s request the VR during adoption and signing the budget took obligation to reconsider salary rate and living wage

Ukraine and Moldova simplify joint boundary crossing

A protocol of the
Ukraine-Moldova intergovernmental agreement on admission points and simplified citizens
admission, residing in frontier regions, has been signed lately, Cabinet press office reported.

According to this,
Ukraine and Moldova citizens, who permanently reside in the administrative
frontier regions, may cross the state borderline in a simplified mode afoot, by
bicycles, and own vehicles under 3.5 tones carrying capacity using internal
passports or passports for traveling abroad.

The Moldova-Ukraine
boundary-crossing mode is thereby simplified considerably for many Ukrainians,
residing in Moldova borders close to Ukraine, including the Transdniestrian
region’s areas. This also simplifies family relations, social and cultural
interchange, promotes favorable conditions to influx of investments, including
common project’s implementation aiming at business, cultural, social and
humanitarian development.

Russia still waiting Ukraine in CEA

Russia has not lost interest in creation of Common
Economic Area with Ukraine, Vsevolod Loskutov, advisor of RF Embassy in Ukraine,
declared.

“I did not hear any declaration of Russian officials concerning
this. The negotiations continue,” he said commenting on Azarov’s statement.

“Mykola Yanovych (Azarov – ed.) is great specialist,
he worked in high level group of Yanukovych’s first government and works now,”
the diplomat underlined.

At the same time, Loskutov admitted that a separate model
of integration will be applied to Ukraine. “We understand that Ukraine has its peculiarities:
it can sign some documents, but other cannot. We recognize such approach and
intend to continue negotiations,” he said.

Russia intends to refuse gas intermediaries

The Chairman of the committee of the State Duma on energetic, transport and communications Valeriy Yazov considers that it is time for Russia to refuse intermediaries by gas supply to Ukraine.

“I consider that Russia should supply gas to Ukraine via Gasprom export,” he said at the press conference in Moscow.

Yazen noted that cooperation with RosUkrEnergo as an intermediary company was caused by significant difference of gas prices for supplies to Ukraine.

“But now it is time when Gasprom export should carry out supplies,” he said.

RosUkrEnergo is exclusive supplier of the Russian and Central Asiatic gas to Ukraine. 50% of shares of RosUkrEnergo belong to Gasprom.

Ukraine’s PM: We will bring strong order in fixing optimal housing and communal tariffs

(Cabinet press office) Addressing
the sitting of the Cabinet of Ministers Prime Minister of Ukraine Viktor Yanukovych
noted that since first days of the coalition Government’s activity much
attention had been paid to improving the situation caused by repeated increase
of tariffs by the previous Cabinet last year.

For
this purpose, the commission chaired by First Vice Prime Minister Mykola Azarov
and Vice Prime Minister of Housing and Communal Services Volodymyr Rybak has
been established.

Besides,
the special groups of the Cabinet of Ministers and Office of Public Prosecutor
of Ukraine launched thorough investigation of the situation in the capital and
regions concerning legitimacy of housing and communal tariffs increase for the
population.

According
to the results of inspections, there are many significant violations committed
by the representatives of local authorities and communal enterprises which have
practically robbed the citizens by fixing economically groundless tariffs,
illegal overstating several times more heat, energy, water consumption etc.

The
Head of Government cited as an example some cities of Ukraine – in particular, Odesa
where the officials of the “Odesaoblenergo” energy supply company spent funds,
assigned for purchase of new equipment for heating systems totaling 43 million
UAH, for buying securities and Uzhgorod where the local officials included the
representative costs into the tariffs.

The
Prime Minister proposed the Office of Public Prosecutor to continue inspections
on legitimacy of tariff increase throughout Ukraine. Chargeable officials are
commissioned to prepare for consideration of this issue at the nearest sitting
of the Cabinet of Ministers.

“The
officials charged with violations against the citizens must answer back. We
will bring criminal case against them and some criminal cases have been already
brought. And lawbreakers, undoubtedly, will take on a liability. We will bring
strong order disregarding the party flags”, Viktor Yanukovych stressed.

The
Head of Government noted that the Cabinet of Ministers undertakes everything
required to protect the population of scanty means – in particular, due to
significant increase in granting subsidies and sections of citizens who can
profit by it.

President’s best wishes for St. Valentine’s Day

Victor Yushchenko has offered his best wishes to Ukrainians
celebrating Saint Valentine’s Day, president’s press office reported.

“I would like to wish all Ukrainian families and people in love
to feel united, joyful and happy in their homes and families,” he told reporters
at one of the central markets in Kyiv, where he was buying flowers for his wife
and daughters. 

“I have just returned from a trip [to Turkmenistan]
and I think my wife and girls will be pleasantly surprised if I come home with
flowers,” he said. “Today we all have another occasion to give presents to our
family and feel that we are together. It is very important to any family.”

Lavrov replied to the Ohryzko’s “Valentine’s card”

The Foreign Minister of Russia Sergey Lavrov hopes Ukraine and Russia will overcome difficulties in bilateral relations within the constructive dialogue. According to the Foreign Ministry of Russia, the congratulation letter from Sergey Lavrov forwarded to the acting Foreign Minister of Ukraine Volodymyr Ohryzko on 15th anniversary of establishment of diplomatic relations between Russia and Ukraine said.

Lavrov noted that there is a solid legal base, the key element of which is agreement on friendship, cooperation and partnership of May 31, 1997, between Russia and Ukraine.

The congratulation letter also informed that there were many bright examples of mutually beneficial solving of burning problems. “Signing of base agreement on the Black Sea Fleet is of special importance,” the letter said.

Lavrov also considers that effectiveness of agreement on state boundary and agreement on cooperation concerning Azov and Kerch seas have great importance for development of the Russian-Ukrainian relations.

According to Lavrov, development of the Russian-Ukrainian partnership should be considered through the main task – closer cooperation of our brotherly peoples. It means cooperation in humanitarian, culture and education spheres.

On Valentine’s Day Orhyzko congratulated Lavrov

Acting Foreign Minister of Ukraine Volodymyr Ohryzko
congratulated Russia’s FM Sergey Lavrov on 15th anniversary of
establishment of diplomatic relations between Ukraine and the Russian
Federation, which is celebrated on February 14.

The greeting says that the Ukrainian party appreciates
achievements of Ukrainian-Russian partnership for 15 years, in particular, in
trade and economic sphere of cooperation. The letter also notes necessity to
strengthen trade and economic ties, to develop interregional and border
cooperation, science and technical collaboration.

Ukrainian Foreign Ministry considers that real way to
cooperation is mutual observance of principles of non-intervention into
internal affairs, protection of social interests of citizens of both countries,
provision of necessary conditions for unhampered communication.

The greeting also notes that national interests of
Ukraine needs Russia’s participation in the European process, leading forces of
which are the EU and NATO.
