European militaries arrived to Ukraine

Today on February 13, command delegation of multinational peacemaking forces of the South-Eastern Europe headed by the commander of “Seebrig”, brigadier of the Armed Forces of Bulgaria Neyko Nenov paid an official visit to Ukraine.

The main aim of the visit of the multinational brigade “Seebrig” is to discuss with the Ukrainian part questions on cooperation within the framework “The Armed Forces of Ukraine – “Seebrig”.

In particular the parties plan to discuss practical aspects of cooperation and the question of the forwarding the Ukrainian officers for work to staff of multinational brigade “Seebrig” of peacemaking forces of South-Eastern Europe.

The parties also plans to agree action plan of military cooperation of the General staff of the Armed Forces of Ukraine with command of multinational brigade “Seebrig” of the peacemaking forces of the South-Eastern Europe for 2007. The visit of “Seebrig” will last up to February 15.

Ohryzko wants to speak native language in his country

Acting Foreign Minister of Ukraine Volodymyr Ohryzko confirmed
that he talked with the Russian delegation in Ukrainian through an interpreter.
He told journalists at a briefing in Kyiv.

“I wasn’t notified that the meeting would be held in
Russian. That’s why I prepared theses in Ukrainian and used them,” he said.

According to Ohryzko, delegations agree working
languages beforehand and “sides usually defend and advocate their state
language.”

The acting minister also noted that sharp remarks of some
members of the Russian delegation did not add him enthusiasm, and that is why
he “kept speaking Ukrainian in his country, at home.” “I don’t want any
speculation on this subject,” he said.

In addition, Ohryzko informed that during negotiations
with European colleagues, German representative in particular, he was speaking
German.

Ukraine’s President meets Cargill Europe director

Victor Yushchenko has met with Cargill Europe Executive
Director Dave Rogers, who is also a member of Ukraine’s Foreign Investment
Consultative Council.

They spoke about the country’s agricultural market, especially
grain exports, prices and VAT rebates, as well as how to improve the investment
climate and develop ties between government and business.

“Ukraine must become one of the leading players on the
global agricultural market, particularly the grain market,” he said.

The President said the government must find alternative tools
to regulate agricultural prices so that producers and traders should be able to
sell their products abroad, where prices are considerably higher. He described
administrative measures as ineffective, adding that the government did not see
“the complex picture of how to manage the grain market” and so failed to
liberalize prices.

Mr. Rogers said Cargill Europe, as well as many other companies
operating in Ukraine, was worried about government interference. Grain export
quotas imposed by the cabinet have a negative impact on producers, processors
and traders, he complained.

“We would like to know the rules of the game and be informed of
agricultural policies the government is going to carry out,” he said, adding
that his company had sent proposals to the cabinet. He said Ukraine had enough
grain to satisfy domestic demand.

The President promised to discuss the issue with Prime Minister
Viktor Yanukovych and expressed hopes the problem would be resolved.

He then asked Tax Administration Head Anatoly Brezvin to pay
back USD 18 mln  to Cargill and resolve the VAT rebates issue. He said the
problem disrupted our efforts to build effective cooperation with business and
attract foreign investment.  

Mr. Rogers said his company planned to develop the local food
processing industry.

First Deputy Secretariat Chief of Staff Arseniy Yatsenyuk and
Deputy President of the Grain Association Ivan Miroshnichenko attended the
meeting. 

Cargill, Incorporated is a privately held,
multinational corporation, and is based in the state of Minnesota in the United
States. It was founded in 1865, and has grown into the world’s second largest
privately held corporation. Its business activities include purchasing,
processing, and distributing grain and other agricultural commodities, and the
manufacture and sale of livestock feed and ingredients for processed foods and
pharmaceuticals. It also operates a large financial services arm, which manages
financial risks in the commodity markets for the company.

Moroz concerns about biofuel

The speaker of the VR of Ukraine Olexander Moroz offers to consider number of laws concerning production of alternative fuels. Moroz told today during meeting on legislation provision of biofuel production in Ukarine.

According to the press secretary of the head of the VRU Viktoriya Shvedova, Moroz informed the participants of the meeting that Ukrainian producers expressed great interest in realization program of alternative fuel production.

Moreover, there is already a number of graft bills aimed at provision of development and implementation of retrievable energy sources and alternative fuel.

The people’s deputy of the Party of Regions Hryhory Kaletnyk noted that the working group is formed in the Parliament to analyze native and foreign legislative base and to work out drafts of normative acts. According to Kaletnyk, it is supposed in Ukraine to produce biofuel by enterprises of any property form, to refer biofuel to non excisable production and to release producers of biofuel from VAT for 10-15 years. .

Acting Foreign Minister of Ukraine Volodymyr Ohryzko
intends to take part in the fourth session of the committee on RF BSF issues. Orhyzko
told Tuesday at a briefing.

“On February 27 the fourth session of the committee on
RF BSF issues will be held and I must take part in it,” Ohryzko said.

Shufrych reported to Yanukovych

The Prime Minister of Ukraine Viktor Yanukovych held a meeting with the Emergency Minister Nestor Shufrych.

According to the Cabinet press office, they discussed a question on completion of preparation of state program of ammunition utilization that will demonstrate coordination of activity of all Ministries and Departments involved in this question.

Shufrych also informed the Prime Minister about process of creation of ambulance aviation. The head of the Government charged to settle all necessary questions concerning purchase of first helicopters for ambulance aviation.

Moreover, Shufrych reported to Yanukovych about tender procedures those are necessary for construction of “Shelter” at Chernobyl nuclear power station.

Ohryzko plans to become FM next week

Ohryzko plans to become FM next week

Volodymyr Ohryzko forecasts that the next week the
Verkhovna Rada will consider his appointment for the post of Foreign Minister
of Ukraine. Ohryzko told Tuesday at a briefing in Kyiv.

“The next parliamentary week starts on Tuesday and probably
this question will put on the agenda,” Orhyzko said.

At the same time, the acting Foreign Minister admitted
that he had not have a meeting with Premier Yanukovych yet to discuss this
situation.

Yushchenko leaves for inauguration of Turkmen colleague

On February 13-14 the President of Ukraine will pay working visit to Turkmenistan for participation in inauguration ceremony of new President of this country.

According to the press service of the Ukrainian State, the President of Ukraine will meet the President of Turkmenistan Gurbanguly Berdymuhammedov, UNIAN informs.

On February 11 the first presidential elections took place in Turkmenistan after death of Saparmurat Niyazov who governed the country more that 20 years. 95% of people voted for Berdymuhammedov.
