EU to allocate 80 mln euros to Ukraine

EU to allocate 80 mln euros to Ukraine

Kyiv hosted presentation
of the project “Stable Territorial Development of Ukraine”, financed
by the EU. The project envisages elaboration of a complex strategy of a stable
local development, head of EuroCommission’s Mission to Ukraine Ian Boag said.
According to him, the EU will provide Ukraine with 80 M. Euros for development
and improvement of living standards of some Ukrainians. The European Commission
views the project as a completing part of democratic changes in Ukraine in the
context of a new agreement between the EU and Ukraine.

The project aims at
improvement of public utilities infrastructure, improvement of management
system and elaboration of a complete strategy of stable local market.

The project’s fulfilment
is supposed to last for 4 years and is evaluated at 13 M. Euros.

The project will be
launched in the Chernihiv region, Sumy region, Kharkiv region, Luhansk region, Cherkasy
region.

Today’s official schedule of the President of Ukraine Victor Yushchenko does not include a meeting with BYuT leader Yulia Tymoshenko. Press secretary of the President Iryna Vannikova reported.

According to her, the President takes part in actions devoted to the official visit of the President of Kazakhstan Nursultan Nazarbayev.

SBU declares it does not “serve” Secretariat

The Security Service of Ukraine declares that it works only within national legislation and remains out of policy and follow state and citizens interests. The statement of the department concerning information from people’s deputies of Ukraine addressed the General Office of Public Prosecutor about as they said illegal influence of the Secretariat of the President of Ukraine on officials of the SBU.

According to temporally acting chairman of the Security Service of Ukraine Valentyn Nalyvaychenko, all staff appointments of the service are carried out in accordance with acting legislation and President’s decrees. The ground of staff decisions is professionalism and decency.

“The SBU has very high standards of staff and permission to State secret,” Nalyvaychenko noted.

The people’s deputies of Ukraine Volodymyr Sivkovych, Igor Mytroshkyn and Hryhory Omelchenko demand official investigation of illegal influence of the President’s Secretariat on the SBU.

Publications of telephone talks of the Head of the VR Olexander Moroz in mass media, made by the direct participation of special services, are bright example of chaos that prevails now in the SBU, the deputies’ address to General Office of Public Prosecutor said.

The current situation, according the people’s deputies, leads to destruction of the SBU as special service.

PM stresses on adaptation of the Ukrainian legislation to the European Union norms

Prime
Minister Viktor Yanukovych chaired a sitting of the Coordination Council for
adaptation of the Ukrainian legislation to the European Union legislation, Cabinet press office reported.

During the sitting the PM noted that under
conditions of uncertainty integration into the European Union had frequently
come to nothing more than just conversations, expressive but empty.

According to Viktor Yanukovych,
today Ukraine faces new conditions and it is early yet to speak about the EU
membership. This situation, in the PM’s opinion, “should not freeze but
quite the contrary stir up our relations”.

The Head of Government is confident that Eurointegration
is, first of all, exceptionally business of the Ukrainian people. “We can and
must prove that we are able to fulfill this work during the following ten years
– that is the path we must follow together”, Viktor Yanukovych
emphasized.

We have every prospect of success due to a
unique opportunity of cooperation between the Government and Parliament, the
Prime Minister said, adding that the adopted Law on the Cabinet of Ministers
clearly determines authorities of executive power.

According to the Prime Minister, he is not
pleased with planning and implementation of work on adaptation of the Ukrainian
legislation to the legislation of the European Union. “It gives the impression
that the matter concerns only the Justice Ministry but it is not true”, Viktor Yanukovych
noticed.

Creation of the government institutional
mechanism for controlling draft compliance with the European Union norms will
solve this problem situation, the Head of Government thinks.

In 2007 Ukraine will complete the first
stage of implementation of national programs on adaptation of the Ukrainian
legislation to the European Union norms. “It is necessary to begin developing
measures of the next stage of this program implementation”, Viktor Yanukovych
stressed.

Summing up the results of the sitting the
Prime Minister has commissioned the Secretariat of the Cabinet of Ministers and
the Justice Ministry to complete the draft Measures plan on implementation in
2007of the National program on adaptation of the Ukrainian legislation to the
European Union legislation taking into consideration proposals and observations
stated during the sitting of the Coordination Council and to submit it for the
Government’s consideration in accordance with established procedure.

On the instructions of the Prime Minister,
the Justice Ministry and concerned government authorities shall initiate work
on preparing drafts concerning determination of objects and tasks of the second
stage of implementation of the National program on adaptation of the Ukrainian
legislation to the EU legislation

President of Ukraine Victor Yushchenko promises Kazakh
business full support on the state level. Yushchenko told Friday at the
business forum “Kazakhstan-Ukraine: new opportunities for business.”

According to the President, “we will render full
assistance to Kazakh business on the state level,” UNIAN reported.

Yushchenko added that “Ukraine as nobody else is
interested in presence of Kazakh capital.”

Ukraine and Russia to build autobahn together

The Transport Ministries of Russia and Ukraine agreed to carry out common construction of autobahn “Kyiv-Moscow”. Olexander Moroz the head of the Verkhovna Rada of Ukraine told during the meeting with the Transport Ministers of Ukraine Mykola Rudkovsky and of Russia Igor Levitin.

“We held constructive negotiations concerning development of Ukrainian-Russian cooperation in transport and communications sphere. Questions on auto connections, in particular construction of autobahn “Kyiv-Moscow”, were discussed,” Moroz said. According to him, it will allow carrying out transportations by autos, but not by railways only, that will be much effective for Ukraine and Russia.

Moroz also noted that the VR will support legislatively all necessary initiatives for construction of autobahn “Kyiv-Moscow”. “Such cooperation will be supported by the Ukrainian Parliament legislatively,” Moroz said.

BYuT supports dismissal of Moroz

BYuT leader Yulia Tymoshenko declares that BYuT members will vote for dismissal of Oleksandr Moroz from the post of the chairman of the Verkhovna Rada of Ukraine. Tymoshenko told Friday at a briefing in Kyiv.

“We will vote for Moroz’s dismissal from speaker’s post with great pleasure,” Tymoshenko noted.

She is convinced that Moroz “must be kept out of speaker’s chair and of the parliamentary hall in general”, because he gave corrupted forces a possibility of revenge.

“Sooner or later he must account for this before the history and before the people,” BYuT leader is convinced.

Tymoshenko intends to hold meeting with Yushchenko

BYuT leader Yulia Tymoshenko plans to hold a meeting with the President of Ukraine Viktor Yushchenko today.

“I plan to hold a meeting if schedules are not changed,” Tymoshenko noted at the press conference today.

She informed that she is an initiator of this meeting. According to her, she intends to discuss with the Head of the State “that catastrophe in Ukraine concerning supply of energy carriers and housing communal service, and moreover, threat for gas transport system of Ukraine.”

BYuT leader also informed that in the scope of the meeting, she will present the President Orthodox cross brought from Jerusalem with blessing of Jerusalem patriarchy.
