Yushchenko considers Cabinet law promulgation illegal

The President of Ukraine Viktor Yushchenko considers possible promulgation of the law on the Cabinet illegal, the deputy head of the President’s Secretariat Igor Pushkin told.

“The President considers that possible promulgation of the law on the Cabinet by the signature of the Verkhovna Rada of Ukraine will be illegal act, as the law is vetoed by the President,” the deputy head of the President’s Secretariat Igor Pushkin told today at the briefing in Kyiv.

Yushchenko’ veto legally results in cancellation of voting for this law in the Parliament, and the law will be submitted for the repeated consideration (in the first reading – ed.) in the Parliament,” he noted.

Baloha visited Moscow to prepare Yushchenko’s visit

Secretariat Chief of Staff Viktor Baloha met with his Kremlin
counterpart, Sergey Sobyanin, Secretary of the Russian Security Council Igor
Ivanov and Russia’s Deputy Foreign Minister Grigoriy Karasin on Wednesday, president’s press office reported.

He said the meetings had been “friendly and warm.” They
agreed to resolve problems in relations between Ukraine and Russia as soon as
possible and renew “traditional Slavic ties,” which our nations
have been building for centuries. 

They spoke about Victor Yushchenko’s visit to Russia. They also
agreed to prepare a full text of a 2007-2008 Ukraine-Russia action plan by
March 1 to submit it to the presidents for approval. The two
countries will also more actively prepare a strategic partnership
declaration, which they hope to sign in May or June during the second
meeting of the Yushchenko-Putin Commission, and start talks to formulate and
sign an energy cooperation memorandum.

They also discussed border and humanitarian issues, particularly
how to protect Ukrainian citizens working in Russia under new immigration laws.

Ukraine compromised its reputation on grain market

Because of grain export quotas, introduced by the Government, Ukraine is not considered to be a reliable supplier. Its reputation as exporter of this production is compromised. The American Ambassador to Ukraine William Taylor told today in Odessa.

He visited grain terminal of “Transinvestservice” company. The USA representative noted that landowners, transport enterprises, grain elevators suffer from these quotas. There are another ways to protect population from price rise on bread, the ambassador considers. He added: “I as a friend of Ukraine call upon to cancel quotas on grain export.” One of the probable consequences of this situation the diplomat called decrease of foreign investment volumes in economy of the country.

According to Taylor, Ukraine has already incurred losses in amount of USD 200 million.

According to officials of the terminal, grain was taken out last 25 thousand ton wheat from South to inner elevators. Its quality was not proper to export in abroad.

Moreover, In Odessa port 220 thousand ton of grain is kept without possibility to be exported.

The President said hewantedto sign a new agreement with the EU “stipulating Ukraine’s eventual membership in the European Union.”During the interview the matter also concerned the Ukrainian-Russian relations, President press service informs.

Justice Ministry demands of PACE Reporter Hanne Severinsen to officially deny her interview on Radio Liberty

The Justice Ministry insists on denial by PACE Rapporteur Hanne Severinsen of her January 26 statements in an interview on Radio Liberty. The Justice Ministry doesn’t agree with her statement that bills drafted by the Justice Minister fail to meet standards of the Council of Europe, “Cabinet press office” informed.

In that connection the Justice Ministry sent a letter to the PACE demanding to officially deny these utterances.

“The Justice Ministry remarks that public statements, which are not proved with facts, are inadmissible and offensive not only for certain officials, but for the State, as the whole,” the letter sent to Strasbourg said. The letter also deals with concerns of the Ukrainian justice Ministry about the fact that the PACE forms its vision on Ukraine basing on conclusions by rapporteurs, which “do not correspond to the actual situation in Ukraine”.

Ukraine builds airliners for Europe

Airliner An-148, designed for passenger, cargo-and-passenger
and cargo transportations on regional and main lines, prepares to replace
An-24, Tu-134, Yak-40 and Yak-42, “Economic news” newspaper writes.

Experts consider that the work of joint
Russian-Ukrainian production can compete with airliners of such world producers
and Canadian Bombardier and Brazilian Embraer.

But, first of all, to promote the airliner to European
markets it is needed to certificate it on accordance to norms of flying suitability
of the EU.

Head of MAK Tetyana Anodina considers that the
document may be received in 2008, in accordance with the agreement on mutual
recognition of flying suitability norms and certificates of July 2004, signed between
MAK and European agency on aviation security.

According to plans of repetition work six airliners
are supposed to be built in 2007, and 20 airliners in 2008. Russian airlines –
Pulkovo airlines and Krasnoyarsk airlines, and Kazakhstan airlines have already
ordered 50 copies of An-148.

Meanwhile, Ukrainian airlines also lack for air ships
for domestic flights, but An-148 is too expansive for them.

Chernovetsky intends to conduct competition on foreign architect

The Kyiv mayor Leonid Chernovetsky intends to attract well-known foreign architect for audit Ukrainian capital. He told today at the meeting with mayor of Astana Askar Mamin.

Chernovetsky asked Mamin to share experience in competition conducting on the best foreign architect.

You would help us to conduct competition on foreign architect. It is very important as the city is 2.500 years but there is no real general plan except theoretical one. It is a problem and I concern about every new decree on new construction. It can be dangerous for world values like architecture constructions in Kyiv, Chernovetsky said, addressing Mamin, UNIAN informs.

Kyiv mayor noted that he discussed this question with Moscow mayor Luzhkov and intends to hold meetings with mayors of Geneva and Warsaw.

In turn, Mamin expressed readiness to share experience in competition conducting.

Law on Cabinet of Ministers to be published Friday

Chairman Oleksandr Moroz
promised that the Law on the Cabinet of Ministers will be published in the
Holos Ukrainy
February 2 issue, Cabinet press office reported.

At the same time, according to Moroz, the parliament will register a bill on amending the
Cabinet law, which would consider all unregulated constitutional provisions.

Earlier, the Speaker placed the law
on the Cabinet on the parliament website.

On January 12 the parliament
overrode the veto of the President on the law and on January 19 the President
vetoed it repeatedly, having motivated the move that the January 12 law differs
from the first variant.

The Justice Ministry introduced the
law on the Cabinet into the single register of normative legal acts.

The Secretariat of President
believes the registration of the law was illegal.
