Europe does not understand who represents Ukraine

Poland’s Ambassador to Ukraine Jacek Kluczkowski considers that the situation around interpretation of the status of Foreign Minister Borys Tarasyuk in Ukraine does not give confidence to international relationships of Ukraine.

IN response to the question how the situation with Tarasyuk is treated at the level of international relations and whether it harms image of Ukraine, Klyuchkovsky said: “Of course it tells on international relationships of Ukraine. Frankly speaking we do not understand who represents Ukraine, who is authorized to speak on behalf of Ukraine and how much these positions are agreed.”

The Ambassador wished the Ukrainian party to find the way out as soon as possible.

Eurocommission presented unique equipment to Ukraine

Eurocommission presented unique equipment to Ukraine

Representatives of the European Commission and UN
program of development in Ukraine delivered to Ukraine’s Security Service the unique
equipment for testing drugs.

Press office of SBU reported that the unique equipment
– gas chromatograph mass-spectrometer – was given Ukraine in the scope of BUMAD
(Belarus, Ukraine, Moldova – against drugs) international program, financed by
the European Union. The equipment at the const of 75 ths dollars was given free
of charge.

Berngard Bogensperger, EC attaché on border control,
terrorism and organized crime affairs, noted that the equipment will help SBU
to further integrate into international organization, which fights against international
drug business and to use common data base in accordance with European standards.

According to the press centre of SBU, modern gas chromatograph
mass-spectrometer will be used by the scientific-technical department of SBU
for investigations of chemical structure of drugs. This device will allow
improving monitoring of methods of illegal drugs production, psychotropic
substances in illegal narcological laboratories, to determine groups, kinds and
origin of such substances, to identify them to a concrete party or delivery and
to carry out special investigations for discover new synthetic drugs.

PACE calls up Yushchenko and Yanukovych to stop “war”

The officials of PACE on Ukraine calls up to stop “war” between the President of Ukraine Viktor Yushchenko and the Prime Minister Viktor Yanukovych.

It is said in informational remarks, published today, on results of visit of the officials of PACE to Ukraine on October 9-12, 2006.

“Continuous confrontation reduces to zero hope of political consensus in making further decisions for speed up necessary reforms in Ukraine,” informational remarks said.

It is also noted in this document that signing of “Universal” pact of national unity was a positive moment to support “reforms moment”, started by Yekhanurov Government and course to Euro-Atlantic integrity.”

“Ukraine has unpredictable political system without fixed rules, norms or political traditions. Political agreements are signed among political forces only to be breached next day. Policy has lack of strategy and transparency and lack of interest in reforms. It casts doubts upon irreversibility of spirit of “Universal” and increase distance between the State and society in Ukraine and seriously undermines Ukraine’s authority as reliable partner,” the results say.

PACE Monitoring Committee’s Rapporteurs to visit Ukraine in March 2007

A visit of the PACE
monitoring committee’s rapporteurs in Kyiv and Donetsk, is slated for March
2007, rapporteur Hanne Severinsen told the VR’s permanent delegation to the
PACE is Strasbourg, “Cabinet press office” told.

Speaking about
introduction of political reform in Ukraine, Hanne Severinsen stressed the
issue will be put into a question at the meetings in Kyiv and Donetsk.
According to her, realization of constitutional reform in Ukraine is expedient.

Hanne Severinsen stressed
the PACE will consider a preliminary report on Ukraine and suggest its
recommendations for Ukraine. The recommendations will be submitted for the Ukraine
delegation’s consideration. A respond is expected in turn by the PACE.

In turn, Head of the VR permanent
delegation to the PACE Vitaliy Shybko stated his gratitude for a properly
elaborated report, which sees balanced illustration of data.

According to Vitaliy Shybko,
the document highlights achievements and constructive offers.

The participants also
discussed political and economic situation in Ukraine.

Ukrainian
parliamentarians suggested holding meetings with President Viktor Yushchenko,
Speaker Oleksandr Moroz and public, political and business figures within the
framework of the visit of the PACE’s rapporteurs.

Mykola Azarov holds negotiations on intensification of bipartite relations

First Vice Prime Minister, Finance Minister Mykola Azarov met with Minister for Finance of Singapore Lee Hsien Loong.

The parties discussed trade and economic cooperation between the countries, exchanged information on economic development and cleared new models of intensification of relations “Cabinet press office” informs.

The parties negotiated on holding business in Ukraine and Singapore and considered introduction of non-visa regime.

Mykola Azarov also held a meeting with the Vice Prime Minister of Singapore, the National Defense Minister and the Justice Minister.

In turn, the Prime Minister of Singapore confirmed social development, social standards rise and wage increase should be based upon economic growth.

Mykola Azarov also met with Deputy Director of the Monetary Institution of Singapore, made tour of the mint and met with business figures.

Ukraine wants to get rid of its submarine

Ukraine intends to sell its only submarine “Zaporozhie”,
Defense Minister Anatoly Hrytsenko told at a press conference in Sevastopol.

“We need to give a polish to the submarine and to
investigate the market,” he said.

Hrytsenko declared that in 2007 Ukraine starts designing
of a new corvette for its Naval Forces. 36 million UAH will be allocated for construction.

Morover, the Minister promised to increase salary for
contract workers and junior staff, for what he will initiate revision of the
state budget. Hrytsenko also declared that in 2007 the Defense Ministry intends
to build four thousand apartments for militaries.

Yushchenko approved privatization of Ukrtelecom

Yushchenko approved privatization of Ukrtelecom

President of Ukraine Victor Yushchenko will sign in a day
or day amendments to a number of privatization laws, increasing the number of
object offered for privatization, including national communication service
Ukrtelecom and Odesa chemical port plant (OPZ). Oleksandr Shlapak, head of
social and economic development service of Secretariat of President told Thursday.

Shlapak reminded that these enterprises were offered for
sale at President’s urgent request. According to Yushchenko, further successful
development of these enterprises depends on coming of strategic investor

State budget for 2007 provides for privatization takings
in the amount of 10.5 milliard UAH. According to experts, it would be
impossible to fulfill the privatization plan without sale of such attractive
objects as Ukrtelecom or OPZ.

Valentyna Semenyuk, head of the State Property Fund, reported
plans to keep 50% + 1 stock of Ukrtelecom and OPZ in state property, and to
sell the rest on stock exchanges, including international ones, but starting
the sale with a proposal of 10% stock on Ukrainian stock exchanges.

PACE does not see progress in Gongadze case

PACE does not see progress in Gongadze case

Parliamentary Assembly of Council of Europe (PACE) called up the countries-members of Council of Europe to make mechanism for studying of reasons of attacks on journalists and other significant encroachment on the freedom of the mass media in Europe.

“Some thousand of signatures, demanding to carry out investigation of murder of Anna Politkovskaya, were collected by the Parisian department of organization “Reporters without limits” and forwarded to the chairman of PACE,” the resolution says.

The deputies of PACE discussed murder of journalist Grant Dink in Turkey, Politkovskay in Russia and also attacks and murderous assaults of many journalists for the previous years in Azerbaijan, Moldova Ukraine, France, Serbia and other states of Europe.

“If the journalists incur discrimination at will of by political reasons, it is a violation of press freedom,” resolution says.

Parliamentary Assembly of Council of Europe also expressed concern on lack of progress in investigation of Gongadze’s case, committed in 2000.

The resolution has an appeal to “create special mechanism of monitoring for discovery and investigations of encroachment on the journalists life in Europe and on their freedom to express opinions”.

The resolution was adopted in the scope of urgent discussions on life threat, freedom to express opinions by the European journalists.

“Freedom to express opinions and freedom of information in mass media includes right to express political convictions and criticize government and society, denounce government mistakes, corruption and organized crime, to appeal against religious doctrines and practices. This freedom is guarantied by article 10 of the European convention on human rights,” the document says.
