Ukraine's President wants 'legal' land market

Ukraine’s President wants ‘legal’ land market

Victor Yushchenko believes the Verkhovna Rada has violated the
constitutional right of the citizens of Ukraine to freely use their property by
overriding his veto on the Law on Changes to the Land Code Ukraine,
banning the sale of agricultural lands, Secretariat Chief of Staff Viktor Baloha
said, President’s press office reported.

He said the President would sign the readopted law but would
also demand that lawmakers create a legal land market by the end of 2007. 

“The President’s position is unalterable: a transparent land
market must be created in Ukraine within a year.” 

Baloha added that Ukraine’s land market should be created
by January 1, 2008, under the National Unity Pact. To achieve this goal, he
said, the Verkhovna Rada must immediately pass cadastre and land market bills.
 

“If this decision is slowed down, it will be seen as an attempt
to conceal the actual price of land from farmers and preserve illegal schemes to
distribute land resources,” he said.

People’s deputies overcame President’s veto

The People’s deputies of Ukraine overcame President’s veto to extend a moratorium on the sale of farmland. 367 people’s deputies voted for veto overcoming, among which 185 are from Party of regions, 120 from BYuT, 5 from “Our Ukraine”, 31 socialists, 20 communists and 6 out factional deputies, the ForUm’s correspondent informs.

The speaker of the Verkhovna Rada of Ukraine Olexander Moroz intends to ask the President to sign the law on moratorium imposition on land property sale, veto of which was overcome today in the Parliament.

“Apparently, I will address the President today with request to sign the law quickly to prevent someone from acting on the basis of the current regulations up to the moment of the effectiveness of the law,” Moroz noted.

Justice Ministry to protect Ukrainians

To the end of 2007 the Justice Ministry of Ukraine will implement modernized version of the United register of special blanks of notarial documents that will allow to reduce abuse in this sphere. The correspondent decree was signed by the Justice Minister of Ukraine Olexander Lavrynovych.

The United register of special blanks of notarial documents is an electronic data base containing information on handed out special blanks and notarial documents.

According to press service of the Justice Ministry, modernization of register will allow to strengthen control for circulation of special blanks of notarial documents. In such way it is planned to raise level of protection of property rights and interest of citizens and legal entities and also to create additional barrier for criminal against the property.

After implementation of a new version of the register, notaries will be responsible for authenticity check of special blank of notarial documents through the United register.

Special attention will be given to spoiled blanks. Notaries will give spoiled, anniented or faulty blanks to Publishing centre of Ukrainian Notary office.

Party of Regions determines urgent tasks

Party of Regions determines urgent tasks

Faction of Party of Regions in the parliament has
determined urgent tasks for the current year, provided by establishment and development
of the parliamentary-presidential republic.

Statement of the Party of Regions says that the main
task is systematization of regulations base. “First of all, it is the Law on
Cabinet of Ministers, adopted by the parliament but not signed by the
President. Then, the law on opposition must regulated,” the statement says.

The next step is reform of local self-government. “This
very reform will open new opportunities for regions on using regional
advantages. Power of the center will be delivered to regions step by the step.
The level of responsibility of local power will increase and the level of
effectiveness of work will rise as a consequence,” the document states.

The faction also expresses assurance in further
effective cooperation of the anti-crisis coalition with the government and the
President of Ukraine. “Only having overcome divergences and having joined efforts
we will be able to use every opportunity to improve life of the Ukrainian
people and to secure prosperity of our Motherland,” the statement says.

Yushchenko to hold meeting with Lukashenko

Yushchenko to hold meeting with Lukashenko

Viktor Yushchenko and Alexander Lukashenko the President of Ukraine and Belarus agreed about paired meeting in the second half of February 2007. Such agreement was achieved during today’s telephone conversation between the Presidents of Ukraine and Belarus.

The Heads of the States consider that it is necessary to conduct serious preparation to the meeting concerning concluding significant Belarusian-Ukrainian agreements. Correspondent commissions are given to Foreign Ministries of two countries.

Yushchenko and Lukashenko exchanged opinions on current international problem, discussed number of questions on development of bilateral Belarusian-Ukrainian cooperation and gave positive estimation to dynamic of trade-economic relationships between two countries during the conversation. Today’s telephone conversation was initiated by Ukrainian side.

Opinion: Russian-Belarusian conflict will not influence Ukraine

The world is interested in quick settlement of the oil
conflict between Russia and Belarus, Our Ukraine member Yuri Yekhanurov told
journalists. “I think Belarusians will agree with Russians,” he noted.

In response to the question whether the conflict will
influence Ukraine, Yekhanurov said “it does not touch our interests.”

The deputy reminded that the market had already
reacted on the conflict, as oil price has increased, but not very essentially.

As a reminder, from January 1 Russia increased gas
price for Belarus to 100$ for 1000 cu m, and Belarus increased oil transit
tariffs to 45$ for every ton. At night January 7-8 Russia ceased without warning
oil supplies to Belarus, having accused Belarus of illegal siphoning off.

Tomenko to save village schools

The Budget 2007 shows that the Government of Ukraine did not make the education system strategic and priority task of the country. The people’s deputy of Ukraine, a member of BYuT faction Mykola Tomenko told the parliamentary journalists, the ForUm’s correspondent informs.

Tomenko noted that nowadays there are many problems in education system, the main of which is the problem of quality of secondary education, lack of computers provision in particular.

“The problem is that books without correspondent addition as computer program should not be published,” Tomenko said.

He noted that it is necessary for teachers not only “to press the buttons” on the keyboard but also use computer programs.

The parliament considers conception on closing of village schools anti village. He said that it is necessary not to close village school as birth rate is increasing in Ukraine. Moreover Tomenko stressed that nowadays that problem on pupils health and school transport are still not carried out.

Finance Ministry decides to regulate situation with lottery and gambling

The Finance Ministry has
decided to seriously tackle and regulate the situation on the lottery and
gambling market, which suffers full legal vacuum, “Cabinet press office”
reported. In the first quarter of 2007 the Ministry means to submit a bill on
holding lottery and gaming in Ukraine.

Despite, the market
started forming in early 90s and the lottery market of Ukraine is represented
by many different lotteries, there are no legal acts in Ukraine to regulate the
organization and holding lotteries. The only normative act to regulate the
sphere is licensing conditions of economic activities in issuing and holding
lotteries, approved by the common decree of the Finance Ministry and the State
Entrepreneurship Committee in 2002, the Finance Ministry said.

The bill “On state
lotteries and other gaming” envisages establishment and application of a
clear mechanism of state regulation in the gambling sphere, with a view of
protecting rights and interests of gamblers and preventing misuses and frauds
in the sphere.

The bill proposes to
classify types of lotteries, introduce licensing in organization lotteries and
gaming, introduce registration of holding lotteries and set an order of control
over organization and holding these, as well as responsibility of persons
engaged in the business.
