Victor Yushchenko has offered sympathy to Turkmenistan’s acting President Gurbanguly Berdymukhamedov over the death of President Saparmurat Niyazov, “President’s press office” informs.

“Saparmurat Atayevych has been known in Ukraine as a wise and levelheaded politician and Ukraine’s big friend. His tireless efforts and personal qualities helped implement large-scale development projects in Turkmenistan’s economic, social and spiritual life and considerably reinforce the country’s neutrality,” he wrote.

Yanukovych comments on current situation in Ukraine

2006 was economically complicated for Ukraine. The Prime Minister of Ukraine Viktor Yanukovych told at the first session of the Council of regions development, the ForUm’s correspondent reports.

“Starting points in 2005 were difficult and the former Government worked under complicated conditions,” he said.

According to Yanukovych, “just because of it we have such complicated budget deficit – approximately UAH 8 milliard, which was necessary to overcome.”

“We set a task to liquidate this deficit by the end of the current year and today’s economy growth assists in it,” the Prime Minister noted.

Yanukovych understands all responsibility before the Ukrainian people concerning provision of worthy social standards. “We must fight to poverty and it is a priority of the executive power, the Parliament and the President,” he said.

The Prime Minister underlined that “one shouldn’t “help” us or interfere -it is better to assist in.”

“It is very important all branches of the power to work together,” Yanukovych said.

EU means to significantly enhance treaty-legal basis with Ukraine

Germany promises that during its presidency in the EU it will significantly enhance and improve the treaty basis with Ukraine, which is the main task of the EU neighbourhood policy and has been set in the program of Germany’s presidency in the EU, German Ambassador to Ukraine Reinhard Schaefers told a press conference in Kyiv, Cabinet press office repor.

According to him, the need to enhance the treaty basis between Ukraine and the EU is connected first of all with the fact that the Agreement of Partnership and Cooperation between Ukraine and the EU and the Ukraine – EU Action Plan will soon expire.

Still, the Ambassador said, these plans do not envisage any concrete perspectives of Ukraine’s membership in the EU. “Such perspectives are impossible first of all for internal processes in the EU,” he said.

Presently, the EU proposes Ukraine to significantly improve the treaty basis of cooperation through drafting a free trade area agreement. “Ukraine’s membership in the WTO is one of prerequisites for launching negotiations between Ukraine and the EU on concluding a free trade area agreement,” the Ambassador said.

Furthermore, Reinhard Schaefers said, the EU wants to conclude several sector agreements with Ukraine. The cooperation will first of all deal with such spheres as ecology, environment, jurisprudence, transport and energy.

Tarasyuk to represent Ukraine during Putin’s visit

The Foreign Minister Borys Tarasyuk will represent the Foreign Ministry of Ukraine at the negotiations with the President of the RF Vladimir Putin tomorrow in Kyiv. The press secretary of the President of Ukraine Iryna Vannykova told today at the briefing.

Answering the question whether Tarasyuk be present at tomorrow’s negotiations between the Presidents of Ukraine and Russia, she said: “I think, yes.”

Moreover, commenting on the position of the President Viktor Yushchenko concerning conflict around Tarasyuk, Vannykova noted that the President’s position remains the same: he supports Tarasyuk’s activity in the office of the Foreign Minister.

The press secretary underlined that the President is expecting the Constitutional Court’s explanations, but considers Tarasyuk’s being in office absolutely legal and reasonable.

Commenting on yesterday’s incindent in the Cabinet when the deputies from Party of Regions tried to keep Tarasyuk out of the Government session, Vanykova said that conduct of the people’s deputies is inadmissible. According to her, the President considers Tarasyuk has a right to participate in these sessions.

Vice PM and EC Representative discussed prospects of Ukraine-EU energy cooperation

Andriy Klyuyev and Andris Pibalgs held a meeting within the framework of the second visit of the European Commission Representative for Energy Issues to Ukraine and continued the high-level dialogue between Ukraine and the European Community. Temporary Authorized Representative of the EU Delegation in Ukraine Dirk Schubel and Representative of Ukraine to the EU Roman Shpek also took part in the meeting, Cabinet press office reported.

One of the topical issues of the meeting concerned opening the second stage of building of gas-measuring unit in Boyarka supported by the EU technical aid (grant 8,1 billion euros). This metrological service should become the most updated in Eastern Europe a model basis for measuring carbohydrates -gas, oil and oil products.

The sides had stressed the importance of gas-measuring unit as one of the promising common projects of Ukraine and the European Union in energy.

Andris Pibalgs reported that next year the European Commission intends to increase investments within framework of energy cooperation with Ukraine and emphasized the necessity to strengthen the role of Ukraine as a reliable energy transit country and exporter of electricity.

From his part Andriy Klyuyev confirmed Ukraine’s intention to make serious steps toward increasing its own energy competitiveness. Vice Prime Minister assured that Government means to promote implementation of scaled investment projects. First of all it concerns – reconstruction of the gas transport system of Ukraine, building transmission facilities with the purpose of increasing energy export, reconstruction of thermal generation, increasing brown coal extraction.

“We have already presented a number of reasonable and promising investment energy projects to the Ukrainian banks and agreed upon their crediting”, Andriy Klyuyev told.

Vice Prime Minister of Ukraine and European Commission Representative for Energy Issues discussed a possibility for the European banks to participate in crediting Ukrainian energy projects.

A problem of nuclear energy security was also discussed during the meeting. “A top priority task for the Government of Ukraine is a reliable and safe functioning of nuclear electric power stations”, Andriy Klyuyev underscored. He had stated the position of the Government regarding implementation of projects at the Chornobyl NPP: we need a new safe confinement built within set time and allocated funds.

Yushchenko threatens to veto the budget bill again

Yushchenko threatens to veto the budget bill again

President of Ukraine Victor Yushchenko will veto the draft budget bill for 2007 if his position as regards establishment of minimum pension at the level of living wage is not registered in the document. Yushchenko told Thursday at the meeting with representatives of local self-government and executive power.

Yushchenko underlined that he would not recede from his position.

He declared his readiness to consider any compromise variants, which will result in establishment of minimum pension at the level of living wage. At that he noted that according to expects estimations, living wage of January 1 will make 405 UAH, while the budget bill provides for only 385 UAH per month.

The Head of State informed that a working group of the President’s Secretariat and Finance Ministry is working on this problem.

“The matter concerns 800 million UAH out of 160-milliard budget

The President cited an example where these means may be taken from. In particular, the state budget provides means for financing construction of three airports. In Yushchenko’s opinion, it must be done, but not at the expenses of the state budget. The President expressed readiness to provide state guarantees for commercial structures, which may take these projects.

Yushchenko underscored that there are two million pensioners in Ukraine, whose pensions are lower than the living wage. According to him, other eight million pensioners get pension equal to the living wage.

He reminded that he sent three letters to the government and the parliament as for settlement of this issue.

Press secretary of Prime Minister Yanukovych Denis Ivanesko told journalists that tomorrow PM Yanukovych will meet President Putin tête-à-tête in the resident of Victor Yushchenko in the scope of Russian President’s visit to Ukraine.

Working visit of Russian President Vladimir Putin is scheduled for December 22. The agenda includes meeting of presidents tête-à-tête, participation in Ukrainian-Russian intergovernmental commission Yushchenko-Putin, signing of joint documents and a short press conference.

Yanukovych trusts Yushchenko completely

The Prime Minister Viktor Yanukovych considers that the President of Ukraine Viktor Yushchenko should determine a person who will represent Interior Ministry of Ukraine during tomorrow’s meeting with the President of Russia Vladimir Putin. He told after today’s meeting with the President.

“I think it is a question of the President and he will solve it better,” Yanukovych said.
