Ukraine has set a place for nuclear waste disposal

Ukrainian experts have set a place for construction of the nuclear waste storage. It is Buryakovka village in Chernobyl zone, several kilometres far from Ukraine-Belarus border. The object is scheduled to be ready by 2010. In accordance with informal statistic, there are over 500 unauthorised disposals in Ukraine.

 
Ukraine pays Russia $60-80 million for the nuclear-waste disposals. The domestic one will help to reduce such expenses and dependence form Russia. As Energoatom informed before, American company is expected to build it.
 
Earlier, in December, 2005 the President of Ukraine opined that the new plant for disposal and processing of nuclear-waste would make a profit in the amount of $80 annually.

According to “Energy Strategy of Ukraine up to 2030,” the main target is creation of domestic peaceful atom closed cycle – from the extraction to the utilisation of nuclear-waste.

Belarus stands for removal of any nuclear objects far from its borders. Lithuania was forced to take into account Belarusian demands and constructed the nuclear-waste disposal right next to Ingalinskaya NPP.

Mykola Katerynchuk on prospects of broad coalition

In his interview to Hazeta Po-Ukrainsky (Newspaper in Ukrainian), Mykola Katerynchuk voiced an opinion that if the OU Bloc joins the broad coalition it will not be able to influence on the Cabinet’s work.

 
According to Katerynchuk, if the position of the deputies who have mantained their political integrity will be destroyed, they will be left with nothing. They will become the spent fuel of politics and will be totally subservient to the majority.
 
The deputy predicted that if they join the wide coalition the deputies will surrender their ideals and will simply become cogs in a 300 vote machine to rubber stamp questions like second langugelarge privatisation, Ukrzaliznytsa sale, sea ports etc.”
 
Katerynchuk is convinced that PM Yanukovich will not be a guarantor of democratic changes in Ukraine and in the business.
 
Katerynchuk revealed that he was genuinely sorry for SPU leader Tsushko who hangs his head in shame, unable to look people in the eye are he parrots phrases he himself doesn’t believe. A shame as he used to be a strong man in opposition.
 
In closing, Katerynchuk said the main problem which caused the current situation was the inablilty of the Orange Forces to run on a united single ballot in the last election. We would have no problems now as we would have pulled 60%.

Ukraine’s Air Forces to train in Telemba, Russia

It will the first Ukrainian Air Forces units will carry out live launches of long-range S-200 and S-300 SAMs at the Russian training ground Telemba, the Defense Ministry press service informed Thursday.

The exercise will be held September 16-23 and involve about 180-strong Ukrainian personnel, including the command group and crews. The exercise’s funds are set at about 5.5 M. UAH, in line with a relevant Ukrainian – Russian agreement.

In 2001 during an exercise at the Chauda range in Crimea one of S-200 SAMs accidentally crashed with TU-154 passenger plane, which belonged to Sibir Air Company and which was flying over the Black Sea. The accident prompted the Defense Ministry to ban launching SAMs on Ukraine’s soil.

In 2003 Ukrainian units carried out S-300 SAM launches from the Russian ground Ashluk.

Ukraine’s Defence Minister commented on results of Yanukovich-Scheffer meeting

“It will be President of Ukraine who is commissioned to give a political assessment why PM Yanukovich did not announce about Ukraine’s accession to Action Plan on NATO membership. I suppose, it will be a public assessment,” stressed Minister Hrytsenko.

In his opinion, Pm of Ukraine as well as every high official must act in accordance with the Constitution rather than in accordance with “a party programs and election slogans.”

Minister Hrytsenko intends to submit an issue on further Ukraine-NATO bridging within the NSDCU to the Cabinet’s consideration. “Every body of power should know what directions they must implement,” summed up Hrytsenko.

Ukraine is ready to launch implementation of the Action Plan on NATO membership. Ukraine’s Defence Minister Hrytsenko revealed on Thursday.

“Our country has already approached to a stage of transition from intensified dialogue to formal launch of Action Plan on NATO Membership implementation,” said Minister Hrytsenko. “From military point of view, Ukraine is ready now to launch this transition and, in fact, such process is underway now,” added Defence Minister of Ukraine. But nevertheless, it must be “a mutual decision of Ukraine and NATO, Hrytsenko mentioned.

Earlier, Minister Hrytsenko revealed that Ministry of Defence had practically worked out an Action Plan in November 2005. According to Minister Hrytsenko, it would depend on results of PM Yanukovich’s visit to Brussels and meeting with NATO high officials whether or not that technical document would transformed into a political one.

Defence Minister of Ukraine Hrytsenko called PM Yanukovich’s statement on delay of Ukraine’s accession to Action Plan on NATO membership rather groundless, illogical and mistaken. He has revealed it on Friday at a press conference.

Ukraine’s Independent Media Trade Union holds a civil action

A civil action “Hands off the Press!” is held in the Verkhovna Rada of Ukraine.
 
The action is organised by Ukraine’s Independent Media Trade Union. The Mass Media Institute and the Trade Union have launched annual monitoring of cases when a pressure was put on the journalists, a press release reads.

The action is aimed at implementation of the civil journalistic control over cases of the professional mass media rights violations and publishing of the Ukrainian rating of “press enimies.” “We perfectly know what and who interfere in our professional work. We want them not to hide behind deputy mandates and service jobs,” quoted the press release.

Ukraine’s Ombudsperson Karpachyova and US Ambassador Taylor address adoption issue

Ukraine’s Ombudsperson Nina Karpachyova met with US Ambassador to Ukraine William Taylor to discuss matters related to Ukrainian orphans, who have been adopted by Americans; the Cabinet press office informed referring to the Ombudsman press service. 
 
In the course of the meeting, Karpachyova drew the US diplomat’s attention to Ukrainian kids, who have suffered from parental violence and sexual molestation. The diplomat expressed his regret over such tragic incidents and informed Nina Karpachyova about the US Administration’s steps to duly protect adopted children. In particular, Peggie Sue Hill, who killed her Ukrainian adopted child, was sentenced to 35 years in prison. As far as the three Ukrainian boys are concerned, who were sexually molested by D. Krueger and who were visited by a Ukrainian Consulate General official in San Francisco, the envoy pledged his personal control over them.

In view of the USA posing as the nation, which adopts the biggest number of Ukrainian children, the Ombudsperson suggested to sign bilateral agreements on adoption between Ukraine and the USA. As she said, US adopted parents have adopted 6,271 Ukrainian kids out of the total number of 16,174 children, since Ukraine became an independent state.

Regrettably, as of July 1, 2006, Ukrainian diplomatic institutions received no mandatory accounts about 795 Ukrainian adopted children from their parents. Nina Karpachova also stated her concern over adopting children as having become a most profitable business for unscrupulous agents.

British Embassy in Ukraine launches on-line visa application

On September 14, 2006 in the Ministry of Foreign Affairs of Ukraine, a session of the Press Club with the participation of Ambassador of the United Kingdom of the Great Britain and Northern Ireland to Ukraine Tim Barrow was held. The Press Club was devoted to the bilateral Ukrainian – British relations.

Since October 1 the Embassy will launch on-line visa-application, Mr Barrow announced at the meeting. Such system, he noted, has been successfully used in as many as two scores of countries, the Cabinet press office reported. There will be no need to queue up for getting visas, the British diplomat noted. As Mr Barrow said, visa applicants will be entitled to appoint interviews at the Embassy at any convenient time.

Mr Barrow assumed the office in July 2006. He speaks Ukrainian.

PM Yanukovich met NATO Secretary General Scheffer

Visiting NATO HQ on 14 September, the Prime Minister of Ukraine, Viktor Yanukovych, said there was “no alternative today for the strategy that Ukraine has chosen in its relations with NATO.”

PM Yanukovych met with the NATO Secretary General, Mr. Jaap de Hoop Scheffer, and the Permanent Representatives of the NATO member countries, NATO press service informed.

“For Ukraine it is very important to participate in the creation of the new system of European security, and such an opportunity is given to us today with the Intensified Dialogue with NATO and cooperation with NATO,” he told reporters after the meeting.

“There is no alternative today for the strategy that Ukraine has chosen in its relations with NATO, ” he emphasised, ” We understand very well, that existing dangers, such as terrorism needs the effort of all the countries of the world,” Victor Yanukovich added.

Responding to questions about Ukraine asking to join NATO’s Membership Action Plan, the Prime Minister said that because of the political situation in Ukraine, “we will now have to take a pause, but the time will come when the decision will be made.”

The NATO Secretary General said “I think the Prime Minister and the NATO Ambassadors very much agreed that the Distintictive Partnership, as we call it, between Ukraine and NATO is to the benefit of Ukraine and to the benefit of NATO.”

The Secretary General also praised Ukraine’s contribution to NATO-led operations.
