Ukraine Verkohvna Rada’s agenda for current week

The VR session agenda consists of over 270 issues, 49 out of them are the urgent ones and need to be resolved by the end of the current week. Verkhovna Rada Speaker Moroz has revealed opening of today plenary session in the parliament.

He has emphasised that the MPs would consider the issue on postponing the majority of scheduled drafts from Thursday to Tuesday because of the lack of time.

Five issues for MPs’ considerations have been submitted by the President of Ukraine as urgent ones, two of them will be addressed tomorrow, Speaker Moroz said. These issues are related to the commissions of the Ukrainian peace-keeping forces in Sierra Leone. “It is a very serious and important issue. There is not unanimous position among the parliamentary factions. I want us to voice our opinions on this topic today, too,” stressed the VR Speaker.

The budget formation for 2007 is to be considered at today conciliatory council. Moroz revealed also that tomorrow MPs would pass a decision to terminate the deputy plenary powers belonged to those deputies who had been appointed as Ministers of the Cabinet.

Groupe DANONE has purchased the Ukrainian fresh dairy company

Danone, the France-based Group which is among the world’s biggest food producers, has announced its purchase of JSC Molochnyi Zavod “Rodich”.
 
According to the latest press release, Danone has been active in the local market since 1999 with imported added-value products such as Activia, Actimel, Rastichka, and Danissimo. This acquisition will enable Danone to strengthen its existing Ukrainian portfolio by adding traditional products, such as kefir and smetana, thus providing Ukrainian consumers with an enhanced range, produced mainly in their own domestic market.

Molochnyi Zavod “Rodich” enjoys a strong market position with its Rodich and Vesely Pastushok brands, and posted sales of 10 million euros in 2005. As a result of the acquisition, Danone will benefit from significant additional local distribution capabilities, as well as access to a strong milk sourcing network and production platform.

The completion of the transaction is subject to the fulfillment of certain conditions including regulatory approvals.

With annual per capita fresh dairy consumption in Ukraine averaging 4 kg, compared with 22 kg in Western Europe, the Ukrainian fresh dairy market offers promising scope for development. The average annual growth for the last three years has been in excess of 15%.

With around EUR 13 billion of total sales in 2005, Groupe DANONE is the world leader in fresh dairy products and bottled water (in volume terms), and n2 in the biscuit market worldwide.
In Eastern Europe, Groupe DANONE posted sales of EUR 1,2 billion with strong positions in Russia (n1 in fresh dairy products and biscuits), Poland (n1 in fresh dairy products and bottled water), Czech Republic (n1 in fresh dairy products and biscuits), Hungary (n1 in fresh dairy products and biscuits), Romania (n1 in fresh dairy products), Bulgaria (n1 in fresh dairy products).The Rodych company was founded in 2001. It markets its products basically in South Ukraine. Its production facilities allow making 120 tons of dairy products on the daily basis. In 2005 its sales totalled 10 M. euros (12:8 M. USD).

The Anti-Monopoly Committee has allowed the Paris, France-based Produits Laitiers Frais Est Europe to buy the over 50%t stake in the Rodych, the Cabinet press office informs.

Ukraine’s Coal Minister on current situation with the power-generating coal price

Ukraine’s Coal Minister Serhiy Tulub is insisting on “freezing” the price on power-generating coal until thermoelectric power stations complete the process of creating coal reserves for the autumn-winter heating season.

According to Minister Tulub, the price at which power-generating coal is sold to thermoelectric power stations has remained unchanged ($ 47 per ton) since the beginning of this year while the Coal Ministry’s calculations indicate that the price should be scaled up to US$ 50.8 per ton.

Serhiy Tulub said that the reserve of only 2.3 million tons of power-generating coal has thus far been created at thermoelectric power stations out of the required 4 million tons, the Cabinet press office informs.

Deepwater hydrocarbon deposits on Black Sea shelf to be explored

The state-owned Chornomornaftohaz joint-stock company is considering the possibility of participating in the exploration of deepwater hydrocarbon deposits on the Black Sea shelf, the company’s spokesman Eduard Dol said on Friday.

According to him, the Naftohaz Ukrainy national joint-stock company presently does not possess the equipment and technology required for deepwater drilling. However, according to him, the company can act as a contractor for or as a partner of major international companies engaging in exploration of deepwater hydrocarbon deposits, the Cabinet press office informs. 

Mr. Dol said that Chornomornaftohaz has already signed a protocol of intentions with Hand Oil company, but he added that the government would have the final say.

Gas extracted by Chornomornaftohaz meets 85% of the gas requirements of the Crimea.

Canada to support a reformation of the Ukrainian judical system

Canadian jurists offered to cooperate in reformation of the Ukrainian judicial system. A Canadian delegation wound up their visit to Ukraine on September 8, having held several meetings with Ukrainian officials of the area, in particular with Chairman of the State Judicial Administration Ivan Balaklitsky, rector of Ukraine’s Judges’ Academy Iryna Voitiuk, Supreme Court of Ukraine top officials and judical other representatives of Ukraine.

The Canada jurists pledged to provide justice transformations in Ukraine with the finance aid via the Agency for International Development, the Cabinet press office reports.

Ukraine’s Fuel and Energy Minister Boyko reported on the results of his visit to Moscow

PM of Ukraine Yanukovych held a working meeting with Fuel and Energy Minister Yuriy Boyko on Friday, who reported on results of his working trip to Moscow to negotiate with Gazprom on gas supplies to Ukraine, its transit to Europe, paying off debt to Turkmenistan and the situation on the Ukrainian oil product market, the Cabinet press office reports.

Minister Boyko briefed the Head of Government about the meeting with Gazprom CEO Aleksey Miller, which dealt with forming gas balance in Ukraine in 2006’s last quarter and 2007’s the first quarter. He said agreements were reached on covering Ukraine’s gas shortage in 2006’s last quarter. The parties also addressed to the issue related to the pumping-in of gas to Ukraine’s underground storage facilities for its stable supply to Ukrainian consumers and transit to Europe.

As paying off liabilities to Turkmenistan for supplied gas is concerned, Yuriy Boiko said Ukraine means to pay off its debts to Turkmenistan by September 19 and to launch talks on likely investments into Turkmen gas extraction branch.

The European Commission agrees to increase a quota on Ukrainian steel mill production export

The European Commission is willing to back an increase in quota on Ukrainian steel mill production export to the EU in 2006 by 4.9% (52,000 tons).

Such result has been achieved in the Ukraine-EU negotiations held in Kyiv on September 7-8, the Fuel and Energy Ministry press office reports.

“In the course of the meeting, Ukrainian representatives confirmed the readiness to conclude a new agreement on steel mill production trade and met with support from the EC representatives related to the possibility of increase in quota on SA1 – by 30,000 tons, SA3 – by 20,000 tons and SB1 – by 2,000 tons export in 2006,” informs the report.

The parties agreed to continue consultations.

As a reminder, July 29, 2005 the Cabinet of Ukraine and the EU inked an agreement on some steel mill products trade for 2005-2006 provided that Ukraine would have at its disposal an export tax duty on iron-and-steel scrap in the amount of 30 per ton.

The agreement provided for an increase in quota on export in case of the duty reduction and launch of operations by Ukrainian new service centers in the EU territory.

Justice Minister Zvarych: I do not need a visa to Ukraine

In his interview to BBC, Ukraine’s Justice Minister Roman Zvarych revealed that he did not regret that he had moved to Ukraine. “I can definitely say that I have no regrets I do not live in the USA because there is at least one country I do not need a visa. It is called Ukraine,” said Minister Zvarych.

He said he meant it. “It was my dream. Sometimes it happened that I had not even dare to dream that one day I would be allowed to see Ukraine. But now I am a citizen of Ukraine and moreover I have been elected MP three times and I am a Minister of Justice again,” explained Ukraine’s Justice Minister.

Responding to the question about his minor accent, Zvarych said: “Of course, I can notice it by myself that sometimes I have some recurrences in my speech melody. It is so hard to get rid of it but, believe me; ten or fifteen years ago my accent was very evident. Nevertheless, I have assimilated very easy; at least my wife says so. I easily got used to Ukrainian reality. I could not perceive it but I could get used to it. The only I miss is NY pizza which is a unique one. When I am in NY, I eat pizza in the first day of my visit.
