BYuT to be saved by the Verkhovna Rada of Ukraine tomorrow

On September 12, Ukrainian MPs will consider changes into the VR Regulations in order to avoid BYuT’s liquidation. The First Vice-Speaker Adam Martynyuk has revealed tomorrow agenda to the journalists.

The problem is that Yulia Tymoshenko’s faction may be liquidated as a result of the rude violation of the VR Regulations. In accordance with it, the number of the MPs in faction must be equalled to the number of mandates which were given according to the election results.

“We know she has expelled four or five deputies from the faction, so their number reduced. If we were formalists we would dissolve the Tymoshenko faction. It is obviously that it would not be right or logically. We will introduce corresponding changes in order to cancel this regulation and to settle the question with non-faction MPs along with this,” announced Martynyuk.

Ukraine’s Justice Ministry submits a draft to the public consideration

Justice Minister of Ukraine submits a draft Act of Ukraine on Status of Ethnic Ukrainians Expelled for Poland in 1944-1946, 1948 and 1951 to the public consideration. The Ministry has taken such step in accordance with the President’s Decree of September 23, 2005 regulating the Actions related to the 60th Anniversary of the Compulsory Expulsion of Ukrainians from Poland’s Territory.

The draft proposes to provide a corresponding status to ethnic Ukrainians compulsory expelled from the territory of Poland in order to restore the historical justice. In accordance with the part three of the new draft, such persons will get status of deported people and their expulsion will be admitted as an illegal act.

The draft provides for corresponding advantages in accordance with the Act of Ukraine on War Veterans and Guarantees of their Social Protection.”

Ukraine’s local authority is accused of preventing the professional journalistic activity

Dnipropetrovs’k Prosecutor’s Office has brought an action against the Chairman of Apostol District Council in accordance with the article 171, chapter 1 of the Penal Code of Ukraine – preventing the legal professional journalist activity, the press service informs.

It has been founded in the course of the investigation that Apostol District Council Chairman urged Apostolivsky Novyny’s editor to submit all print content to his own censure and approval since April till August of the current year. The authority threatened to liquidate or reorganise the newspaper.

According to corpus delicti, the local authority will be sentenced to the six-month arrest or a three-year custodial restraint.

Yevhen Kushnaryov on porcess of the broad coalition formation

Yevhen Kushnaryov does not ruled out that if the would-be participants of the united coalition fail to reach mutual understanding “the process will be considered at the highest level.” He has revealed it in his interview to the journalists.

He found difficulty in calling the very date for such action.

The CPU and the OU are at loggerheads because of some formulae, Kushnaryov said. In his opinion, such happens because they represent the diametrically opposite forces.

“Nevertheless, I suppose, there are not any unsolvable contradictions,” stressed Kushnaryov.

He reminded that the current coalition agreement has been taken as a basis for the new union, the OU has right to voice any remarks or proposals on it.

Ukraine’s Minister Yuri Pavlenko meets with Swedish Queen Silvia

According to the Family, Youth and Sports Ministry press service, Minister Yuri Pavlenko met with Her Royal Highness Queen Silvia of Sweden, who visited the MAMA+ project to prevent HIV-infected babies from being abandoned by their mothers, the Cabinet press office informs.

 
As Yuri Pavlenko noted during the meeting, the HIV/AIDS epidemic in Ukraine is spreading at an ominous dimension and number of infected kids is growing.
 
According to the Minister, in early 2006 the Government endorsed the Regulations on centres for HIV-infected children and by 2010 there will be a vast chain of these in Ukraine.

Ukraine’s President and US Ambassador Taylor held a meeting

September 11, President Victor Yushchenko has met U.S. Ambassador to Ukraine William Taylor.

They discussed ways to develop energy and anti-corruption cooperation between Ukraine and the United States. Mr. Taylor assured the President his country was ready to work with the new Ukrainian government and added that President Bush was willing to visit Ukraine, the president press office informed.

In his turn, President Yushchenko offered sympathy to the Ambassador and the U.S. President on the fifth anniversary of the September 11 attacks.

Today, flowers havebeen laid on behalf of the Ukrainian Presidenton the monument unveiled a year ago to commemorate the tragedy.

“Ukraine is a good example of democratic development and how the democratic principles may be used. It may be a good standard of conduct for the rest of the world, in the Middle East for example,” said the US Ambassador making speech at the commemorating ceremony. He also added that Ukraine became an example of how Ukrainians have assumed the responsibility for the Cabinet’s formation.

Donetsk authorities scale up housing and communal tariffs

Donetsk City Council has passed a decision to scale up prices for water supply, central heating, sanitation and garbage removal. The majority of the people’s servants (60 out of 67) voted for the proposal in accordance with the official letters of Ukrvtorchermet, Naftogaz’s affiliating company Gaz Ukrainy and Donetsk Regional State Administration.

The prices have been doubled: hot water supply – from UAH 5.63 to UAH 10.87 (UAH 5.05 for $1), 1 sq m of heated area – from UAH 2.54 to UAH 5.10, cold water supply – UAH 0.78 to UAH 1.14.

As a reminder, the minimal pension in Ukraine is UAH 350. Thereby, a lonely pensioner will have to pay at least UAH 180 for heating, gas and water supply of his one-room flat, and to scrape his living for the rest of the sum.

US Export-Import Bank to offer guarantees for investments in Ukraine’s energy saving projects

According to USAID sources, the US Export-Import Bank will provide guarantees for $100 million investments in energy-saving projects for Ukraine within the framework of the USAID Program, the Initiatives toward the Ukrainian industry’s energy efficiency quoted.

The USAID is supposed to earmark $1 million for technically supporting that program’s implementation. The program provides, in particular, for financing audits of Ukrainian companies, seeking to get credits from non-state-owned banks. Up to fifteen Ukrainian businesses may count on getting loans within the framework of the said program, the Cabinet press office reports.

The eligible applicants are supposed to undergo preliminary audits by late 2006. Energy-saving audits will be completed in 2007’s first half, the USAID sources disclosed.
