Klyuchkovskyi: "The coalition name’s change is a matter of principle for the Our Ukraine"

“The Our Ukraine does not agree to join the current coalition but stands for the formation of a new one with a new name – the Coalition of national unity” – Yuri Klyuchkovskyi, MP, presidential representative in the parliament said.

As the MP has explained, the coalition will be reorganized from legal point of view. “In order to avoid legal formalities, it is better to talk about the coalition’s reorganization with an obligatory signature of a new coalition agreement and the coalition name’s change,” Klyuchkovskyi said, OU press office quoted.

“The coalition name’s change is a matter of principle for the Our Ukraine as we don’t see the crisis the anti-crisis coalition is aimed at. According to the Memorandum signed right after the National Unity pact, the point is about the formation of a coalition of national unity and the signature of a new agreement. Such a name is to underline the main purpose of the Pact and the coalition’s formation. It is made for national unity,” the MP said.

Ukraine Secretariat Chief of Staff Rybachuk speaks at Alushta Municipal Forum

Secretariat Chief of Staff Oleh Rybachuk took part in II All-Ukrainian Municipal Forum, which is being held in Alushta on September 5-8.

Addressing delegates from all over Ukraine, Rybachuk said the President had always supported the idea to decentralise government and develop local self-government, the president press office reports.

The Chief of Staff said reforms should be implemented consistently, “otherwise they might harm local communities.” He is worried some politicians “claim the 23 December, 2005 bill 3207-1 will be passed by the end of the year.” He added such hasty reforms posed a threat to self-government.

Rybachuk said Victor Yushchenko believed it was important to involve regional representatives in forming a 2007 budget.

In his speech, he also focused on the importanceof promoting energy efficiency and resolving municipal problems.

Ukrzaliznytsa and Russian Railroads settled the transporttion problem

September 6, Ukrzalyznytsa Chief Volodymyr Kozak and his Russian counterpart Vladimir Yakunin held a meeting.

In the course of the talks, the two Railroad Administrations’ CEOs reached an agreement on unimpeded rail traffic across the Ukraine-Russia border. Any problems, which may emerge, will be jointly settled by the Ukrzalyznytsa and the Russian Railroads, Messrs Kozak and Yakunin noted.

The meeting was held in Moscow within the framework of a session of the Transportation Sub commission of the Yushchenko-Putin Commission, the Cabinet press office reports.

Volodymyr Kozak and Vladimir Yakunin also discussed the problem of restoring rail communication between Ukraine and Moldova, as well as matters of technical – technological cooperation between the two Railroad Administrations.

Ukraine-Brazil joint venture to implement Cyclone-4 project

According to National Space Agency sources, Ukraine and Brazil have established a joint venture to implement the Cyclone-4 project, which provides for launching Cyclone-4 boosters from the Alcantara space centre in Brazilthe Cabinet press office informs.

On September 4 the Diario Official, the Brazilian Government’s mouthpiece, published the statute of the Ukrainian – Brazilian company Alcantara Cyclone Space, which took effect on that date in Brazil. This allows the parties to start practical work to create the company and construct a launching pad for Cyclone-4 carrier rockets. The company’s statute took effect in Ukraine earlier, in 2005.

Ukraine views this space project as very important from the angle of securing Ukraine’s advent onto Latin American markets of space services.

Both parties intend to shortly start constructing the launching facility at the Alcantara.

According to the parties’ joint plan, by 2006 the joint venture’s chiefs are to be appointed, on the Brazilian side, the company’s office is to open and official documents will be ready for allotting a land plot at the Alcantara.

The Cyclone-4 booster is being developed for launching commercial payloads, which will be placed on low and medium orbits, transitional to geostationary orbits.

In keeping with the Ukrainian Government’s decision, the State Property Fund and the National Space Agency pose as the jv’s co-founders and participants, on Ukraine’s side, which will represent the interests of the Southern Design Office and the Southern Engineering Works, both based in Dnipropetrovs’k. The Brazilian Science and Technology Ministry and the Space Agency of Brazil pose as the jv’s co-founders and participants, on Brazil’s side. The joint venture’s chief mission, for the time being, will be to develop necessary infrastructures at the Alcantara space centre, then fulfilling orders for launching commercial payloads and rendering launching services. The joint venture’s authorized fund has been endorsed at 105 M. USD, with each party’s contribution amounting to 50 percent.

The Cyclone-4’s maiden launch has been slated for 2009. The Cyclone-4 is being developed on the base of Cyclone -3 boosters. It will be the most powerful rocket of the Cyclone family of boosters.

Ukraine and Brazil signed and ratified a long-term agreement on space cooperation in October 2003.

The European Commission’s current projects in Ukraine

The European Commission allotted 450,000 for Ukrainian projects within the framework of Aid Program for Prevention of Drug Trafficking and Drug Addiction in Belarus, Ukraine and Moldova. Such information has been presented by the European Commission Representative Office in Ukraine. The program is being implemented by UNO. The total cost of the program is 4 million for 2003-2006.

The Program contains a wide-range of branch aspects. Control in the Sea Ports project is aimed at development of customs control in Odesa and Illichevsk Ports. The project coordinates regional cooperation between Black Sea ports in their combat against drug trafficking.

The next EU project is targeted at development of the private sector of Ukraine according to TACIS program “Supporting Ukrainian Small and Medium Business in the Priority Regions” with 2.8 million-budget. It has been revealed by Hennady Bilous, Deputy State Committee of Ukraine on Regulatory Policy and Entrepreneurship at a press conference.

The project provides Ukrainian businessmen with up-to-dated information about professional services for business development in Ukraine and abroad. Phillip Santes, the project Director, has headed the project since May 2006.

The activity of the project spreads over Zhytomyr, Chernihiv and Rivno regions. These regions were selected in accordance with the principle of necessary improvement of the business climate. Moreover, the regions are situated along 3rd and 9th Pan-European corridors.

The consortium implementing the project consists of GFA Consulting Group (Germany), EPRD (Poland) and Agrarian Development Institute (Ukraine). Ukraine’s State Committee on Regulatory Policy and Entrepreneurship is the chief beneficiary of the program.

Ukraine’s President seeks closer ties with Azerbaijan

Accompanied by Foreign Minister Borys Tarasyuk, First Deputy Premier Andriy Klyuyev, Emergency Minister Viktor Baloha, Energy Yuriy Boyko, Transport Minister Mykola Rudkovsky and deputies Anatoly Kinakh and Eduard Zeynaolv, Victor Yushchenko has gone to Azerbaijan.

He will meet with his Azeri colleague, Ilham Aliyev, and members of parliament and government.

The President is going to discuss ways to forge closer economic and energy ties between the two countries. He is convinced one of such important projects is the construction of a new route to transport Caspian oil from Baku to Plock.

Yushchenko will sign several intergovernmental agreements and other documents.

The Head of State will also address students and professors of the Slavic University of Baku on Ukraine’s foreign policies.

In an interview with Azerbaijan’s agency Trend, Victor Yushchenko has said the construction of a new route to transport Caspian oil from Baku (Azerbaijan) to Plock (Poland) via Odessa (Ukraine) was the most important area of cooperation between Ukraine and Azerbaijan.

“The two countries’ mutual interests and advantageous geostrategic location provide the economic basis for our partnership and open prospects of creating joint transportation corridors, mainly energy routes,” he said, President’s press office reported.

The Head of State also said the two states could cooperate in many other areas. 

“There are also opportunities, which we do not use, to export not only oil and oil products from Azerbaijan to Ukraine but also oil equipment and chemicals,” he said, adding Ukraine could export foods, medicaments, metals, and cars.

“Ukraine sees Azerbaijan as its important strategic partner. We aim to enhance and improve our bilateral relations,” he said.

US Assistant Secretary Fried and Ukraine’s VR Chairman Moroz held a meeting

Speaking at the meeting with US Assistant Secretary, Bureau of European and Eurasian Affairs Daniel Fried, VR Chairman Moroz voiced an opinion that now the branches of Ukrainian power demonstrate more confidence in each other.

Moroz emphasised that the parliament of Ukraine now accounts for the Cabinet’s activity. “It suggests a basis for normal relations between different branches of the power,” specified Speaker Moroz.

In the course of the meeting the participants discussed wide-range of questions related to Ukraine’s foreign policy. The VR Chairman said that the recent visit of PM of Ukraine to Poland had proved that Ukraine’s foreign policy remained immutable. In order to preserve this course, Ukraine bridges with the neighbouring countries as well.

Touching upon issues related to Ukraine’s accession to WTO, Moroz informed that the Cabinet had submitted corresponding drafts and the cooperative work would be launched as soon as possible.

Regarding Ukraine-NATO relations, Speaker Moroz assured that Ukraine would keep implementing liabilities of the Ukraine-NATO Action Plan taking into account that the public opinion towards NATO is still rather negative. According to his believe, Ukrainian population should be informed about Alliance programs related to the fight with the drug and human trafficking, international terrorism.

US Assistant Secretary Fried in his turns said: “Relations with NATO is in absolute competence of Ukraine.” Ukrainian society lacks consensus in this question, he added.

“We would like the relations with NATO to be in the interests of Ukraine and Ukraine to feel comfortable,” concluded Mr. Fried.

Ukraine’s President met Premier Yanukovych

Victor Yushchenko has met with Prime Minister Viktor Yanukovych at Boryspil Airport before his visit to Azerbaijan, President’s press office reported.  

They discussed the current economic situation and the implementation of this year’s budget.

Yanukovych informed him of results of his recent visit to Poland and talks he had conducted to develop the Odessa-Brody oil pipeline. (The President is also going to discuss ways to transport Caspian oil from Baku to the Polish city of Plock via Odessa and Brody with his Azeri colleague today.) They both agreed Ukraine should more actively cooperate with its partners in energy projects.

Yushchenko and Yanukovych considered the energy security issue and areas of cooperation between the State Secretariat and the Cabinet. They agreed to hold meetings next week to discuss the issue more thoroughly, believing this problem is particularly important when the branches of power are building new relations.

The President and the premier also discussed foreign policies and the development of Ukraine’s capital.
