Tarasyuk laid flowers to the memorial of Ukraine’s dimpomatic mission in Finland

Ukrainian Minister for Foreign Affairs Borys Tarasyuk with the framework of his working visit to Finland laid flowers at the memorial plaque in honour of the first diplomatic mission of Ukraine in Finland in 1917 – 1921, which is located at the building of the Ukrainian Embassy in Finland, the Ukrainian Foreign Ministry’s spokesman Andriy Deshchytsia informed.

Tarasyuk also met with representatives of the Ukrainian Diaspora, having briefed them about governmental programs, aimed at supporting Ukrainians abroad, Cabinet’s press office reported.

Ukraine invites Russian experts to examine meat

In the course of negotiations over supplies of Ukrainian meat production to the Russian Federation Ministry of Agrarian policy intends to offer the Russian side to inspect Ukrainian meat and milk enterprises.

“We will insist on that Russian side conduct inspections. And it does not mean repeated inspection of the examined enterprises,” agrarian minister Yuri Melnik told journalists Wednesday.

According to him, Ukraine will offer 40-60 enterprises for inspection. “We can guarantee quality of production of enterprises recommended for expertise,” the minister underlined.

Additionally, he hopes for the Russian side to decide on earlier inspected meat and milk enterprises.

Visit of the Ukrainian delegation to Moscow for negotiations over supplies of meat and milk production is scheduled for September 6.

Ukraine demands guarantees from Moldova in meat imports

The State Department of Veterinary Medicine of Ukraine intends to stage a final inspection of meat processing enterprises of Moldova after veterinary control matters are adjusted, as Agrarian Minister Yuri Melnyk declared after negotiations with his Moldovan counterpart Anatoly Gorodenko, Cabinet’s press office reported.

According to the veterinary service, in July Ukrainian inspectors checked eight meat processing enterprises of Moldova and revealed several drawbacks.

Ukraine is concerned over the fact that Moldova imports meat from countries, whose meat import is banned in Ukraine. Thus, Ukraine needs guarantees that Moldova will import to Ukraine only meat and meat articles of its domestic manufacture.

On March 26 the Ukrainian veterinary service imposed temporary ban on imports of meat and meat articles from Poland, Belarus and Moldova in connection with numerous accidents of lack of necessary documents with supplies.

Azarov named the main task of Ukraine’s government

The main task of the government is to improve financial situation in agrarian and industrial sector in 2007, as the first vice PM Mykola Azarov declared on the meeting with chairman of the Verkhovna Rada of Ukraine Oleksandr Moroz, people’s deputies and members of the government.

According to Azarov, a lot of problems, connected with financing of the agroindustrial complex, appeared during the preparation of state budget draft bill. Azarov declared that past attempts of the state to stabilize and improve the complex did not bring any effect.

Azarov considers that the problems of this sphere appeared not yesterday, and it is needed to recognize them and to search for other ways out. “May be we do not need to invent a bicycle, but to use experience of other countries,” he said.

Participants of the meeting noted that VAT benefits for producers of agricultural goods did not bring expected results, as all the means settled in intermediaries’ pockets. Azarov proposed to introduce changes into the state budget as for VAT for the agroindustrial complex.

The vice PM also offered to finance direct state support programs for village, which concerns not only producers, but the engineering industry as well. At the same time Azarov harshly criticized the state of this industry. He is concerned that a country, which produces such volume of grain, must have its own mechanical engineering.

In his turn, Minister of agrarian policy noted that his ministry asks to allocate 12 bn hryvnias with certain priorities on budget programs for the agroindustrial complex next year.

Ukraine and Vietnam signed a protocol

The eighth joint session of the Ukrainian -Vietnamese Intergovernmental Commission into trade – economic and scientific – technical cooperation resulted in signing an outcome protocol, according to the Economy Ministry press office.

With the framework of the Commission session the Vietnamese delegation met with First Vice Premier Mykola Azarov, Economy Ministry chiefs and officials, as well as Industrial Policy Ministry and Education and Science Ministry.

The participants of the session exchanged opinions on ways to facilitate bilateral relations and tackled prospects for cooperation in trade, transportation, tourism, agriculture, small- and medium-business, health, customs, researches and science, education, space, industry, construction, energy and other domains.

Finland to help Ukraine with Eurointegration

Ukrainian Foreign Minister Borys Tarasyuk met with Finnish Prime Minister Matti Vanhanen within the framework of his working visit to Finland on Wednesday, Ukrainian Foreign Minister spokesman Andriy Deshchytsia reported.

At the beginning of the meeting Borys Tarasyuk conveyed greetings from President Viktor Yushchenko and Prime Minister Viktor Yanukovych and wished successful presidency of Finland in the EU, and expressed hope for fruitful Ukrainian – Finnish dialogue during this period.

The parties exchanged opinions on Ukraine’s cooperation with the EU, particularly, implementation of the Ukraine – EU Action Plan and touched on paramount bipartite issues and international developments.

The Finnish Prime Minister supported Ukraine’s European integration drive and stated Finland’s readiness to launch work as for creating a free trade area between Ukraine and the EU and to draft a new document to replace the Partnership and Cooperation Agreement.

The parties also discussed energy security and cooperation in this sphere.

Borys Tarasyuk briefed the Finnish side about the dynamics of development of the Ukrainian economy and key aspects of its reforming. The parties agreed that the current level of bipartite trade – economic cooperation enables shifting to a new level of economic cooperation, which would promote investment projects and involvement of the Finnish capital in privatization processes in Ukraine.

The Ukrainian Foreign Minister and Finnish Prime Minister, particularly, discussed preparations for an official visit by President Viktor Yushchenko to Finland on October 26 and 27 and his participation in the Ukraine – EU summit.

Tariffs for cargo transhipment in Ukraine’s ports to be increased

Tariffs for cargo transhipment in marine merchant ports of Ukraine might rise. This initiative was supported by Minister for Transport and Communication Mykola Rudkovsky, Cabinet’s press office reported.

The tariff for handling one ton of metal in Ukrainian ports in 1995 amounted in average to 11.2 USD and in 2006 it decreased to 6 USD. Still, railroads since 2000 have changed tariffs six times.

The need to raise tariffs was aired in early 2006, to which end several deliberations were held between port operators and the Ministry officials, at which the port operators cited weighty arguments in favour of 30 percent-raise of tariffs for port services.

Still, raising tariffs and state investments cannot solve all the problems of Ukrainian ports, as they need a structural reform. Over 2006’s six months cargo transhipment increased by 0.6 percent up to 53.977 mln tons, however transhipment of non-ferrous metals decreased by more than 80 percent, automobiles and completing parts by 30 percent, oil by 12 percent and petroleum products by 25 percent.

Ukraine President’s Secretariat Chief of Staff met with British Ambassador

Ukraine’s joining the NATO Action Plan will be a logical and sequential step towards the EU, the President’s Secretariat Chief of Staff Oleh Rybachuk said at a meeting with British Extraordinary and Plenipotentiary Ambassador to Ukraine Timothy Barrow in Kyiv.

Discussing prospects for cooperation with NATO, the Secretariat Chief of Staff stated that the North Atlantic Alliance is an efficient collective European security system.

The parties also discussed the state of affairs and prospects for development of Ukrainian – British relations.

Oleh Rybachuk stressed that Kyiv is sticking to its obligations as for democratic development of Ukraine. “The President guarantees realization of the declared foreign policy course of Ukraine,” Rybachuk said.

The meeting also dealt with Ukraine’s accession into the World Trade Organization. As Rybachuk asserted, Kyiv cannot lag with integration into the world trade system, which provides for new perspectives of development of the national economy.

In his turn, the UK Ambassador aired his support for democratic processes in Ukraine. He, in particular, noted the importance of “openness of the authorities and freedom of press for development of a modern democratic country”.
