The Counting Chambers of Ukraine and Azerbaijan agreed on cooperation

May 4, the Heads of Ukrainian and Azeri Counting Chambers Namig Nasrullayev and Valentyn Symonenko inked the Agreement on Cooperation between their two state establishments.
 
They stressed that this document will give an impetus to the existing ties, AzerTaj informs.

The parties will share the information and experience on rules and methodology of the public financial control, personnel capacity building and organizing seminars and conferences.

Ukraine’s State Program on Family Support

The Ministry for Youth, Family and sport Affairs has worked out the State Family Support Program for 2006-2010, Deputy Minister Tetyana Kondratyuk reported Thursday.

The Program is a complex of mutually connected, well-grounded and weighted activity aimed at economic support for the families and its proper social protection. This program will be represented at XXII International Congress “The Family: Common Concern.”

The Congress will be held on May 9-11 in Kyiv.

“Nowadays, a family in Ukraine is identified as a key public value, and the state policy is aimed at making it well-to-do, socially safe and healthy unit of the society,” stressed the Deputy Minister Kondratyuk.

The chances of Yulia Tymoshenko’s premiership became less real, as expressed his opinion Yuri Yekhanurov, PM of Ukraine and number one in the list of Our Ukraine bloc, in an interview with journalists after his meeting with the President, ForUm’s correspondent reported.

In addition, the PM reported that for today OU bloc does not have divergence of opinion concerning coalition formation, but they have difficulties with distributions of portfolios. “We are making agreement about posts now. And I can not say it is easy. Democracy is a hard thing,” Yekhanurov noted.

President opens NAS congress

Victor Yushchenko has opened a congress of the National Academy of Sciences, President’s press office reported.

Addressing the audience, the Head of State said the government considered the development of science and education to be one of their paramount priorities. He emphasized the need for profound changes to develop Ukrainian science.

“The Ukrainian government is your partner, and we understand that fundamental sciences should play the leading role,” he said.

Yushchenko stated that our science was quite advanced, for “Ukrainian scientists are praised worldwide for their research in nuclear energy, physics, mathematics, geology, and other fields.”  

“Our science did many things we can call strategic in the past year,” he opined.

The President, however, claimed that Ukraine’s science calls for change. One of the biggest obstacles that impedes the development of science, he said, is its inadequate funding.

“We are aware of your financial problems and try to take drastic measures. Ukrainian science has never had a bigger budget than in 2005,” he said, adding that additional revenues were spent on science, medicine, and education.

Yushchenko opined that business should also be a partner of science. Then he reiterated that we need structural changes, particularly in the field of copyright protection.

The Head of State urged Ukrainian scientists to formulate national priorities in science and asked them to support changes in order to succeed.

“We suffer from having no clear-cut priorities in science,” he said, adding that he hoped the congress would help formulate such priorities.

NAS President Borys Paton, Premier Yuriy Yekhanurov, and Education Minister Stanislav Nikolayenko were present at the meeting.

Ukraine to pay a tribute to James Mace

As a tribute to the great benefit to Ukrainian history and culture, a monument to James Mace will be erected in Kyiv.

“Jim, a professor of history at the National University of Kyiv Mohyla Academy and frequent contributor to the Ukrainian press, became a hero to the Ukrainian community for his role in the oral history project on the Ukrainian Famine and his persistent advocacy of the genocide thesis, that the Famine was man-made and that Stalin played the key role in this deliberate starvation of the Ukrainian population. He was respected among historian colleagues for his path-breaking and solid study of the politics of Ukrainianization and the rise of Ukrainian national bolshevism in the 1920s,” said Mark von Hagen, professor of history, Columbia University and the President of the International Association for Ukrainian Studies.

Kyiv authorities have submitted draft resolution for the Cabinet’s consideration. The project has been already approved by the Ministry for Foreign Affairs, Finance Ministry, Ministry for Culture and Tourism, Ministry of Architecture and Housing and Communal Services, Economy Ministry and Ministry of Justice.

Regarding the significance of the project, it was planned to conduct a tender on the best monument project and best place for construction.

Ukraine’s Ministry for Culture and Tourism is commissioned to finance the project.

Ukraine may leave CIS

Ukraine examines expedience of its being the part of the Commonwealth of Independent States, as declared Volodymyr Ohryzko first deputy Foreign Minister of Ukraine in Moscow.

“We are now analyzing organizations we are in, the fees and effect. Within this we are going to analyze advantages and disadvantages of our participation in CIS,” said Ohryzko.

“We are disappointed with the fact that CIS is losing its attraction, because this organization, which has to act, turns into a structure, which only speaks,” pointed out Ohryzko.

According to him, President Yushchenko submitted five concrete propositions, but none of them was developed by executive structures of the organization.

“The question arises: what for do we need this structure,” noted the Ukrainian diplomat.

At the same time, President’s representative in Cabinet Borys Bespaly declared that the question about leaving CIS “is not of current importance for today.”

“To analyze the situation is a normal thing. New Ukrainian power analyzes all its steps, and makes it thoroughly,” said Bespaly in an interview to the radio “Eho Moskvi.”

393 prisoners have got the presidential clemency

393 prisoners have got the presidential clemency

For the last four months the President of Ukraine signed five decrees on presidential clemency for 393 convicted, the press service informs.

246 persons have got their preventive punishment reduced, 147 prisoners have been released.

The Providing Activity Service at the Committee on Presidential Clemency has received 5,266 appeals, 79 appeals out of it were from the VR members, 3,657 appeals asked about presidential clemency. The Committee secured 849 appeals.

Regarding this issue, the official of the President’s Reception Room received 242 citizens of Ukraine.

The President of Ukraine met the President of Moldova

The President of Ukraine met the President of Moldova

Victor Yushchenko has met with Moldovan President Vladimir Voronin.

They discussed economic relations between the two countries and agreed to hold a special meeting of the intergovernmental commission to resolve trade problems.

The presidents also discussed ways to settle the Transdniestrian conflict and the Ukraine-Moldova border issue.

Yushchenko said Ukraine would not change its policy in Transdniestrian and insisted that it was important to more actively implement the proposed settlement plan. He also promised to continue fighting contraband.

The leaders then agreed to ask the European Commission for technical assistance to equip the border.

Voronin invited his colleague to visit Moldova. In his turn, Yushchenko invited him to take part in Kyiv’s GUAM summit this May.

Ukraine’s Foreign Minister Borys Tarasyuk and Secretariat Chief of Staff Oleh Rybachuk were present at the meeting.
