Ukraine and Panama ratified the WTO document

Ukraine and Panama ratified the WTO document

March 30, Ukraine and Panama finished negotiations and inked the Protocol on market access within Ukraine’s accession to the World Trade Organization.

This document ends the negotiations with 45 countries-members of the WTO.

As a reminder, January 23, the Deputy Economy Minister Valery Pyatnitsky stated Ukraine to finish the WTO bills’ ratification before the first quarter of 2006. The negotiations had been launched in 1997.

Ukraine’s PM may be commissioned by the first session of the new parliament

Ukraine’s PM Yuri Yekhanurov believes new prime-minister of Ukraine to appear when newly Verkhovna Rada will launch functioning. He made the statement at a press conference in Kiev, Regnum informed.

“Real talks on establishing of some coalition and commission of prime-minister may be held by autumn. I am very satisfied with my meetings with three leaders of political forces, won during the elections – Yanukovich, Timoshenko, and Moroz. All of them think about Ukraine, but they have different views concerning economic policy. Time is needed, to let political slogans ‘go away’. I believe, it will happen by autumn; we will forget the slogans, which were sharp at this time,” believes Yekhanurov.

Also, the leader of Our Ukraine Bloc disapproved of wish of some political forces to establish coalition and to choose candidature of future premier as soon as possible. “I disapprove of slogans of some political forces to choose prime-minister. It does not fully correspond with political realities. Time is needed, to calm down passions. People are still exited, hot, because of elections. I believe they become quiet till autumn,” stated Yekhanurov.

“Today Ukraine has got a chance to unite Eastern and Western efforts aimed at building powerful, prosperous and independent state,” stressed Volodymyr Zubanov, the member of PR parliamentary faction.

The Party of Regions takes the first step to its opponents. It means not only a willingness to cooperate but also a readiness to compromise. Now lots of political forces surmounted the 3% barrier or not, support the idea of merger.

Unfortunately, there are some politicians longing for power and portfolios and completely forgetting about the people in Ukraine, Zubanov stressed.

Ukraine and Turkmenistan settled gas dispute

Ukraine’s national oil and gas company Naftogaz said Friday it had ironed out all its problems concerning natural gas supply obligations with Turkmenistan, RIA Novosty reported.

According to Naftogaz, after three days of talks in the Turkmen capital, Ashgabat, the two sides signed an agreement on bilateral settlements on natural gas shipment to Ukraine in 2003-05.

Under the agreement, the $88.34 million pre-payment that Ukraine made for 2006 gas deliveries will be counted toward its 2003-05 gas debt to Turkmenistan, thereby clearing the hard currency part of the Ukrainian company’s debt and recognizing a $68 million commodities debt that it pledged to discharge before August 10, 2006.

The agreement also said that in the second half of 2006, Ashgabat will supply natural gas “at prices acceptable to Ukraine.”

Under an intergovernmental agreement last year, the Central Asian republic was to deliver 40 billion cu m of gas to Ukraine at $50 per 1000 cu m in the first half of 2006 and at $60 per 1000 cu m in the second half.

Turkmenistan said earlier that Ukraine’s debt stood at $158.9 million, and President Saparmurat Niyazov urged Ukraine to pay up.

Ukrainian Fuel and Energy Minister Ivan Plachkov previously said Ukraine had no gas debt to Turkmenistan, and the country’s prime minister accused Turkmenistan of delaying bilateral settlements on natural gas supplies.

Plachkov said there was a difference between obligations and debt, and that Ukraine paid $88 million as prepayment in January to Turkmenistan for natural gas as part of its obligations.

Turkmenistan threatened to cut off supplies unless the Ukrainian side cleared the outstanding debt.

Turkmenistan became Ukraine’s principal supplier of natural gas after Kiev signed an agreement with Ashgabat to increase Turkmen gas supplies, buying less from Russia.

Mykola Azarov: The negotiations on coalition to be held after the final results

When meeting the President Yushchenko and PM Yekhanurov, Victor Yanukovich the PR leader managed to regulate the question of holding the negotiations relating to the coalition formation after the official poll results to be announced.

“According to the results of consultations, the mechanism of negotiations may be started up only after the official announcement of the election results,” stressed Mykola Azarov the Head of the PR Political Council.

He noted once again that any talks with any political forces may be based only upon the principle of urgent economic reforms.

Kushnaryov: Tymoshenko is a political anomaly

Speaking about yesterday’s press conference of Yulia Tymoshenko, head of election campaign of Party of Regions Evhen Kushnaryov expressed an opinion that any election campaign aggravates estimations and makes rhetoric of political leaders militant. Ukrainian practice is not an exception, according to Kushnaryov.

Pointing out that many politicians are calming down and show ability to compromise for the sake of Ukraine, Kushnaryov underlined that Tymoshenko in this situation looks like “anomaly.”

“I have a feeling that she sees and listens to herself only. Such univariate perception of the situation puzzles me, as I considered her a clever woman. But she behaves like a true Bolshevik, who considers that there are only two opinions – her (absolutely right) and wrong,” stressed Kushnaryov.

Speaking about Tymoshenko’s statement about Premier’s post, Kushnaryov declared: “In my opinion, she convinces herself that she is the best Premier in the past and the only – in future. She should have read recent reports of foreign informational agencies. Famous world leaders and investors express their

Responding to assumption on BYuT-PR coalition, Kushnaryov stressed: “Of course, the Party of Regions and Victor Yanukovich personally are the main foes of Tymoshenko. But in my opinion, if we propose Yulia Vladimirovna to form a coalition and pledge her everlasting premiership, we will be Tymoshenko’s best friends. Thereby, the key point of her yesterday’s press conference may sound like this: yesterday’s great thing looks funny today.

Zbigniew Brzezinski: Ukraine’s election is the victory of democracy

Zbigniew Brzezinski and other experts from the U.S, Russia, Ukraine, Poland and France have gathered in Warsaw to discuss global challenges facing the European Community and Poland.

Ukraine possesses all opportunities which are necessary for the EU accession, Mr. Brzezinski told in Warsawa.

Prof. Brzezinski stressed the U.S. is delighted the recent election in Ukraine. The election proved the great democratic victory born in 2004. He denied rumors stating that the U.S. is afraid of Timoshenko’s premiership.

According to his words, the USA supports orange revolution, but, concerning the PM office, the United States stress it is downright Ukraine’s domestic affair. The Euro-oriented democratic basis behind the new Cabinet is the main point for the future government.

Touching upon the winner of the election (the Party of Regions – 32.12% – ed.), Mr. Brzezinski hopes Victor Yanukovich is about to change his points of view.

As for is culture, Ukraine is the authentic European country. Now, it needs institutional reforms which will push it to the European Union, Zbigniew Brzezinski concluded.

The First Lady of Ukraine opens ophthalmology clinic

The First Lady of Ukraine opens ophthalmology clinic

Kateryna Yushchenko, Head of the Supervisory Council of the Ukraine 3000 Foundation, took part in a ceremony to open an ophthalmology department in OKHMATDYT (Kyiv Children’s Hospital), the president press office reported. This twenty-bed facility costs UAH 1.5 mln. It was built by the Ukraine’s Health Ministry to help blind children living in rural areas.

When meeting with reporters, Kateryna Yushchenko said the clinic would help solve one of Ukraine’s most pressing problems and added that she hoped such centers would be opened in all regions ofthe country.

“We also need special educational programs to train the blind for their future professions,” she said.

Then the President’s wife presented an icon, an embroidered towel from her family’s private collection, books and toys to the hospital.

The clinic takes part in the Hospital to Hospital program, which is intent to find foreign partners for children’s hospitals throughout Ukraine and create children’s hospitals providing integrated medical services.

Children’s blindness is the fourth most widespread disability in Ukraine. The number of such children has increased in the past ten years.
