President of Ukraine insists on division of Mass Media from the power

President of Ukraine Victor Yushchenko stresses the necessity to abolish state Mass Media.

“The information field owned by the state must be given to civil property. It is a special project,” noted the President Yushchenko.

He also pledged to support the corresponding project on conditions that it will be thoroughly worked out. The local authorities must use the Mass Media market instead of their own channels, newspapers, magazines and radio channels, Victor Yushchenko stated.

President holds forestry meeting

In Ivano-Frankivsk, Victor Yushchenko met with Environmental Minister Pavlo Ihnatenko, State Forestry Committee Head Victor Chervony, Ivano-Frankivsk Governor Roman Tkach, Lviv Governor Petro Oliynyk, Zakarpatya Governor Oleh Havashi, Chernivtsi Governor Mykola Tkach, and Ivano-Frankivsk Council Chairman Vasyl Brus to discuss ways to develop forestry in Ukraine, the President press office reports. 

They decided that a special commission led by Chervony would elaborate a forestry development program for 2006.

Yushchenko believes it is necessary to inventory all Ukrainian forests and appoint an institution that would manage them. Although the President thinks the State Forestry Committee is “often inefficient,” he said there were no better means of forest management.

The Head of State opined that this sector should work for creating a “modern timber market .” We must learn to better process our wood and reduce the amount of exported wood, thus legalizing smaller wood-processing businesses and jobs. The new program is also intent to prevent wood theft and develop forest infrastructure for interested businessmen and tourists.

“Governmental policy is wise when it attracts business,” Yushchenko said, urging the local authorities to announce allotment tenders for small and medium business.

The program is based on the State Forestry Reform Concept, which was developed by the State Forestry Committee. It should help increase the forest area from 15.7% to 20%, reform the wood-processing industry, create a transparent wood market and promote employment. In 2006, the government plans to spend UAH 25 mln to implement the program.

Then they discussed ways to recycle wood for energy production, create new natural reserves, develop environmentally safe technologies, restore forests and build roads. They also agreed that it was important to enforce the Forestry Code passed on February 8, 2006. The President said he would soon sign it but said he first needed to discuss it with forestry workers and Secretariat experts.

Ukraine needs new law on the Constitution Court

Holding the meeting with the Shumann Fund representative, Pavlo Yevgrafov acting as the Chairman of the Constitutional Court of Ukraine stressed the necessity of new redaction of the Law on the Constitution Court of Ukraine.

According to his words, it will promote necessary reformation of the Court: to create two equal chambers and to strength the peopleware of the Court.

During the meeting, the participants shared the opinions concerning the structure and functions of constitutional courts in their countries.

 Victor Yanukovich wants to have TV duel with the President of Ukraine. He stated it at the meeting with the workers of Makeyevka Metallurgical Plant.

“I’d like to hold TV debates with Victor Yushchenko. It is my dream,” said Yanukovich.

He also mentioned he would rather to have it (TV duel) with PM of Ukraine Yuri Yekhanurov but added that he wants no one else except these two persons.

Concluding the discussion, Yanukovich asked the journalist to deliver his invitation to the President of Ukraine.

Ukraine will not be engaged in enriched uranium production, PM Yekhanurov told Friday in Kharkiv.

As a reminder, Kharkiv hosts the consultation on development domestic nuclear fuel production cycle. It is a pressing question regarding the gas problem in Ukraine. Opening the consultation, PM Yekhanurov declared the country would launch its own nuclear fuel production.

Ukraine PM: Turkmenistan settles gas problem

Turkmenistan is working on the gas settlement, Ukraine PM Yuri Yekhanurov told in Kharkiv.

“Yesterday, Turkmen Foreign Minister and Ukrainian Ambassador in Turkmenistan discussed the gas problem, the Ambassador told me by phone. Judging by the results of the negotiations, Turkmen view on the conflict is absolutely constructive,” noted Ukraine PM.

Turkmenistan has already received $79.9 million by cash instead of goods barter from Ukraine, PM Yekhanurov stressed. The negotiations are underway and Ukraine is ready to pay by cash.

France fails to agree with Ukraine over Euro 2008 matches

France have given up hope of reaching an agreement with Ukraine over their Euro 2008 qualifiers and are now waiting for a draw by UEFA to organise the timetable in Group B, Reuters informed.

Coach Raymond Domenech said talks with the Ukrainian soccer federation are in a stalemate and the 90-day deadline imposed by UEFA for setting up the qualifying calendar has passed.

France are in Group B with Italy, Scotland, Lithuania, Georgia, the Faroe Islands and Ukraine.

A timetable for Group B was drawn up at a meeting in Paris earlier this month and was accepted by six of the seven federations involved.

But Ukraine want to play their penultimate qualifier against France at home. Italy and Scotland have also expressed their disagreement with Ukraine’s demands, Domenech said.

According to UEFA rules, a draw must take place when federations fail to agree among themselves. No date has yet been set for the draw.

“The talks with Ukraine are over because there is no room for talks left,” Domenech said on Thursday. “Now, we have no choice but to resort to a draw.

“At least we will have a chance to get what we were looking for. In such bargaining … you can’t expect one to get everything and the others to get nothing.

“If we hand them all that they want, it’s not an agreement anymore,” Domenech said. Qualifiers start in September.
