Ukraine-EU Action Plan: evaluations and corrections

 

The members of the Governmental Committee on European and Euroatlantic integration positively evaluate the results of Ukraine-EU Action Plan. It was fulflled by 64%, the Foreign Ministry press service told.

The attention of the participants was focused on analysis of the Action Plan-2005 and the possible corrections of the Action Pan-2006. The Head of European Integration Department under the Cabinet Secretariat, the Ministers of Economy, Justice, Fuel and Energy, Education and Science tokk the floor at the meeting.

The members of the committee considered the draft bills on ratification of the Agreement on Ecoomical, Industrial and Scientific Cooperation between Ukraine and Czech Republic, the Agreement between the Cabinet of Ukraine and Poland on Economical Cooperation and the Conception of the State Development Program of Transport for 2007-2010. They recommended Verkhovna Rada to pass these documents.

During the meeting, the members of the Committee backed the draft bills of the Cabinet resolution “On ratification of the official translation in Ukraine of the multilateral interational agreements of Ukraine.”

Ministry of building to control dwelling market

Ministry of architecture, building and housing and communal services offers to form a state list of investment agreements and to extend functions of the Ministry as regards control over house-building, as declared Pavlo Kachur, Minister of architecture, during today’s press conference.

In such a way the Ministry aims to prevent further existence of financial pyramids on dwelling market.

Kachur considers that the Ministry should issue an order for house-building. In this case the department will account and control dwelling market.

According to the Minister, lands should be sold by means of auctions, and this process should be open. Besides, investment in dwelling should start after a builder has received a license for building.

The Ministry plans to form a public experts’ council, which is to work out legislative initiatives for preventing machinations on dwelling market in the future.

Ministry intends to conduct a round table on the above mentioned issues February 17. Specialists in building sphere, representatives of ministries and interested parties will be invited to attend the round table.

Energoatom initiated round-table discussion on nuclear waste storage construction

The representatives of the profile ministries, departments and project organizations of Energoatom National Company together with the members of Ukrainian parliament discussed the building project of the nuclear waste storage for four Ukrainian nuclear stations.

Energoatom the current operator of the nuclear power plants initiated the meeting. The participants backed the initiation concerning the nuclear waste storage which is extremelly needed in the light of the economical and political situation of Ukraine-Russia relations because Ukraine still sends its nuclear waste to Russia.

According to Energoatom calculations, the total sum of expenses on constrauction and exploitation of the storage in Ukraine will make $520 million; the current price for russain storge makes $2 milliard for prices of 2005. The new storage will serve for Yuzhno-Ukrainskaya, Rivno and Khmelnitskaya nuclear power plants. Zaporizhzhye nuclear plant using its own waste storage saves $40 million annually.

The parties failed to agree on the place where the new storage will be constructed. There two place where it may be done – Chernobyl Shelter or Khmelnitsky nuclear plant.

All participants stressed that the realization of the project must be executed in accordance with the law of Ukraine “On the conditions of placing, projecting and construction of nuclear objects and equipment intended for nuclear waste having of national importance.” Such decision must be passed by Verkhovna Rada through the corresponding law.

Interpol does not know Pukach’s whereabouts

To date law enforcement bodies do not know whereabouts of General Pukach, as reported Kyryl Kulikov, head of Interpol’s representative office in Ukraine, during today’s joint press conference with Yuri Lutsenko, Minister of Internal Affairs.
 
According to him, it is not inconceivable that Pukach may stay on the territory of the Russian Federation, “but there is information that Pukach may stay in another country, in particular in Israel.”
 
Exact Pukach’s place of staying has not been established yet and law enforcement bodies have different data about his whereabouts. Lutsenko and Kulikov promised to announce more precise information as it becomes available.
 
General Pukach is accused of murder of journalist Georgy Gongadze.

Yushchenko and Tarasyuk held a meeting on foreign policy issues

Victor Yushchenko conducted a working meeting with Foreign Minister Borys Tarasyuk, president’s press office reported.

Tarasyuk informed the President of Ukraine’s preparations for a meeting of the subcommittee of Yushchenko-Putin Intergovernmental Commission scheduled for February 14.

During the meeting the Head of State charged the minister with the job of preparing a GUAM summit, which will be held in Kyiv in 2006.

Yushchenko also asked Tarasyuk to prepare an interdepartmental meeting presided over by the President to discuss Ukrainian-Russian relations.

High officials also discussed nominees to head Ukraine’s diplomatic missions abroad.

Ukrainian military delegation visits the US base

Ukrainian military delegation visits the US base

Ukrainian delegation headed by the lieutenant colonel Yuri Halushkin has arrived in the North Carolina for participation in military exercises and joint operations. The Delegation consists of 48 military men of the 95th Special Aeromobile Brigade of the Land Forces and the 1st Special Division of the Ukrainian Marine Corps.

The meeting is held in Fort Bregg base where the 82nd US Air-Borne Division is located. The target of mission is the experience exchange during the joint operations.

Ukrainian ans American paratroopers will engage in parachute jumping out of US plane C-17.

After the exercises, Ukrainian aeromobile soldiers will get the US certificate.

The visit will last till February 18.

Ukraine may take part in Russia-EU energy dialogue

Ambassador of Austria to Russia Martin Vukovich speak in support of involving Ukraine and Belarus in the dialogue between Russia and the European Union on energy issue.

“Countries, which are producers, transitors and gas consumers, should cooperate more closely in the future. It is desirable that such countries-transitors as Ukraine and Belarus take part in energy dialogue between the Russian Federation and the EU, in particular, in discussion of agreements on energy safety,” said Vukovich.

“A mechanism of disputes’ settlement may become an important element of this trilateral cooperation, and this settlement will be obligatory for all parties,” underlined the Ambassador.

He noted that both Energy charter and the WTO provides for a procedure of disputes’ settling, but reminded that Russia has not ratified Energy charter and has not finished the procedure on entering the WTO.

Austrian Ambassador reported that his country receives about 60% of gas from Russia.

“12 European countries have higher part of Russian gas… but nevertheless, temporal reduction in gas deliveries became an unpleasant surprise for Vienna citizens, as considerable part of houses in Austria capital are heated by gas,” pointed out Vukovich.

He added that Austria has been delivered gas from Western Siberia since 1968 year. “For the last 37 years the USSR and then Russia turned out to be reliable partners. Austria does not have grounds to doubt in that this trusting cooperation will continue and deepen,” declared the diplomat.

Victor Yanukovich on TV and Radio

The leader of the Party of Regions Victor Yanukovich takes spart in five ox six TV live broadcastings weekly, the press service told. He held thirty fourty-five-minute addresses on the regional TV and radio channels.

He also took part in the broadcasting of the national TV channels – Inter, NTN, TRK, Ukraina and 1+1.

As a reminder, UT-1 National Channels twicly denied him in the live broadcasting.

Western newspapers, TV, interviewed him and Radio channels more than ten times, among them The Times, the New York Times, Handellsblatt, BBC and others.
