WTO membership lets Ukraine have proper commercial relations with Russia

Ukraine needs WTO membership and also needs to use WTO mechanisms for creation proper system of trade relations with other countries, especially with Russia, Valery Pyatnitsky Deputy Economy Minister told.

According to Pyatnitsky, the Russian lobby concerning making obstacles for Ukraine on the way to the WTO is closely connected with the presence of Russian businessmen in the world markets. “It is quite obvious that Russian presence there is getting more and more noticeable and it influences the presence of the Ukrainian businessmen,” said he.

The WTO membership means from the one hand the increase of the competition of the country and its protection by the international laws and norms.

Cabinet allocated 20 mln UAH to Alchevsk

Cabinet allocated 20 mln UAH to Alchevsk

Cabinet of Ministers of Ukraine decided to allocate 20 million hryvnias to Luhansk regional state administration for conducting urgent breakdown recovery work in Alchevsk, as reported Cabinet’s press office.

In particular, 10 million hryvnias were allocated for recovery of school age children in International center “Artek” and other heath-improving establishments, conduct of sanitary arrangements and organizing of teaching and educational process.

Money was allocated from reserve fund of state budget.

Authorities of Luhansk regional state administration together with State Affairs Department must agree within the week the list of measures on recovery of children and liquidation of consequences of emergency situation and approve distribution of necessary expenses.

Yanukovich: There are a lot of sober men among ‘orange’ politicians

Party of Regions intends to win more than 30% of seats in the Parliament on the forthcoming elections, as declared leader of the Party Victor Yanukovich in an interview to German newspaper “Handelsblatt”, having added that it is more votes than Our Ukraine and BYuT will win together.

“It is too earlier to speak about parties with which we will form coalition government. In any case, not with leaders of “orange revolution.” They promised much, but failed to fulfill. They betrayed the people,” pointed out Yanukovich.

He also added that they will form coalition government neither with Yulia Tymoshenko nor with Our Ukraine.

“After elections we will need to achieve our main aim – to unite Ukraine. There are a lot of sober men among “orange” politicians. They simply did not dare to protest against incorrect political course of their bosses,” declared Yanukovich.

Czech Republic to extradite Orlov to Ukraine

A Russian national arrested in the Czech Republic will be extradited to Ukraine to face charges of illegal weapons trading, an official said Thursday, Kyiv Post informed referring to AP.  

Justice Minister Pavel Nemec ordered the extradition of Oleg Orlov this week, his spokesman Petr Dimun said.

An arrest warrant for Orlov was issued in Ukraine in June 2004 and he was arrested in the Czech Republic the following month. In June last year, a Czech court ruled that Orlov can be extradited.

According to earlier reports, Ukraine was seeking the extradition because Orlov allegedly smuggled an unspecified number of missiles to China in May 2000 using fake documentation. In January 2002, Orlov allegedly also smuggled at least one radar system to Eritrea using fake documents which stated the recipient should have been Romania.

In both cases, Orlov allegedly delivered the weapons with a company named Ukrspetseksport – Ukraine’s weapons exporting agency.

Dimun said Orlov had applied for asylum in the Czech Republic, but his request was rejected.

He said the justice ministry was in contact with Ukrainian authorities over the extradition that will “likely happen over the next week or two.”

Orlov, 57, has been living in Karlovy Vary for the last years. In August, 2004 he was detained in the airport of Prague by the police in accordance with the arrest warrant issued by Kyiv Prosecutor’s Office. Then, the Supreme Court of Czech Republic passed the judgement on Orlov’s extradition to Ukraine.

During 1973-1980, Orlov worked as the journalist of Vremya analytical program in Tashkent and Arabic countries.

According to his attorneys, Orlov’s hardly had spoken during the sittings of the court. He forgot English and even Russian, hardly said his name and the date of birth. It may be the evidence of some kind of nervous disorder. Orlov may be tortured and even killed as many other accuseds of illegal arms traffic, the attorneys told.

Ukraine’s next purpose is the FATF membership

“The purpose of the FATF is to create a global system of struggle against money laundering and terror financing,” a member of Our Ukraine Bloc, MP Stanslav Dovhyi told RAZOM site.

“Three main directions are development of an effective co-operation with international organizations, foundation of regional organizations and extension of the FATF with new members. Naturally, it is desirable for Ukraine to enter the FATF because Ukraine is interested in international co-operation concerning the struggle against money laundering.”

“Such countries as Argentine, Brazil, Mexico, South Africa and Russia became members of the Group during the last three years. Total number is 33. India and China hold negotiations about their potential membership”.

“But the FATF considers a priority to extend its membership with the countries that would play the essential role in the process of implementation of the Group’s recommendations. Surely, Russia and China are like that. Ukraine does not meet this criterion directly.”

“But it does not mean we do not have a chance to enter the FATF,” he thinks. “Any country of the Eastern and Central Europe is not a member of the Group. Therefore Ukraine could play a role of a regional leader in the struggle against legalization of criminal profit and terror financing and get the FATF membership consequently. Really, the system of combating money laundering in Ukraine is built according to modern international standards,” Dovhyi noted.

“It is a great triumph of Ukrainian power,” said in his turn MP Vasyl Hureyev, commenting on the fact that the FATF stopped Ukraine’s monitoring.

“It was very hard to cancel the sanctions of the FATF concerning Ukraine,” he noted. “It is a proof of trust into a political and economic course of the new leadership. It is a sign that the world community admits we have a transparent economic policy, transparent business,” considers the MP.

“Yesterday’s decision of the FATF creates an opportunity to arise the question of our membership,” Hureyev noted. “I think that the Finance Ministry and the Economy Ministry shouldn’t stop monitoring of activity of domestic business structures, but strengthen it to get rid of the problems because of which Ukraine was included in the black list,” he emphasized.

The peculiarities of the joint gas enterprise creation

UkrGazEnergo – Naftogaz-RosUkrEnergo joint company – will become a rival of Naftogaz in gas deliverance to Ukrainian industrial enterprises, Oleksiy Kostusev the Head Ukraine Anti-Monopoly told.

UkrGazEnergo and Naftogaz will share the Ukrainian market of gas supply for industrial enterprises. The new player is to limit Naftogaz monopoly within this segment of the market. The consumers and budget enterprises still belong to Naftogaz’s jurisdiction.

Kostusev mentioned that there must be state policy regulating the limits for UkrGazEnergo price policy.

“The definition of UkrGazEnergo strategy aims is not a function of Anti-Monopoly Company. We focus on the consequences for the competition sphere. UkrGazEnergo and Naftogaz will decide the proportion of the gas supply for the industrial enterprises,” noted Kostusev.

Concerning the subjects controlling UkrGazEnergo, AMC may not publish this information in accordance with the law of Ukraine “On the Anti-monopoly Committee of Ukraine” which regards it as commercial secret. “Submitting the documents, RosUkrEnergo and Naftogaz officially claimed it as the commercial secret. That is why the Committee may not reveal this information. The decision on publishing such data must be passed by the participants of the joint enterprises,” stressed the AMC Head.

Concluding the statement, Kostusev said that regarding the national status of this issue, the whole info about the details and circumstances of UkrGazEnergo formation must be publicly revealed.

Hrytsenko to address Munich conference

Defense Minister of Ukraine Anatoly Hrytsenko will take part in 42nd Munich conference on security policy and will address its participants.

As reported press office of Defense Ministry of Ukraine, Ukrainian military delegation at the head of Hrytsenko departs for Germany today, February 3.

On his arrival, Hrytsenko is scheduled to conduct working meetings with Defense Minister of Russia Sergey Ivanov and the deputy parliamentary leader of the Social Democrats Walter Kolbov.

February 4 German Chancellor Angela Merkel will open the 42nd Munich conference with the speech “External policy and security policy of Germany to global challenges.”

NATO authorities, defense and foreign ministers of NATO country-members, leading politicians in security policy of countries of Europe, Northern America and Asia will take part in the work of the governmental forum, UNIAN informs.

The agenda includes such topics as “Europe and the USA: examination of partnership.” “NATO future role within the context of international peace security.” During the consideration of topic “To solve conflicts by way of international cooperation” Ukraine’s Defense Minister will take the floor.

Hrytsenko is also scheduled to meet with US Defense Secretary Donald Rumsfeld, German Defense Minister Franz Josef Jung, Defense Minister of Poland Radoslav Sikorsky.

Ukraine was first represented on 35th Munich conference.

Bird flu virus has not been confirmed in Alushta region

State veterinary laboratory of Crimea did not confirmed bird flu virus in dead wild ducks, found in Alushta region and Partenit village, Crimea.

As reported State veterinary department of Ukraine, examination revealed that birds died of exposure, Interfax-Ukraine reported.

Earlier, specialist of veterinary service found 211 dead wild ducks in Alushta region and 50 – in Partenit area. Vets supposed that birds died of cold weather, not typical for Crimea, but decided to send samples for examination.
