Yushchenko and Goss discussed security issues

During today’s press conference Victor Yushchenko said he had recently met with CIA Director Porter Johnston Goss to discuss security issues, the President’s press office reported.

“First of all, we discussed ways to coordinate actions of the Security Service of Ukraine, the Intelligence Service, and the Central Intelligence Agency. This cooperation is obvious for all strategic partners,” he said.

The Head of State noted that the services agreed to respond jointly  to terrorism, contraband and other crimes “which are no longer national but global.”

Yushchenko added that he and Goss had also discussed means to settle the Trans-dniester conflict. The President reiterated that the United States and the European Union were official negotiators in this process.

Russia grants $8.703 million to Ukrainian settlements

The State Budget of Russian Federation will finance the welfare projects for the settlements where the Russian Black Sea Fleet military units locate in.

The sum will compensate the expenses of local budgets for education, health protection and other kinds of social services used by Russian military men and the members of their families.

The first part of the sum ($6 million) has been transferred to Ukrainian bank accounts. The rest of the sum will be delivered in the first half of 2006.

Victor Yushchenko is puzzled by the number of parliamentary factions – 15 ones. None of European countries can be proud of such “achievement” when “15 factions form the parliamentary majority. Four or five really may do it,” explained the President of Ukraine.

He also stressed that Ukrainian parliament failed to demonstrate the possibility to create the democratic majority for the last fourteen years.

According to President, Ukrainian authorities have changed three constitutional concepts and none of them were issued for All-Ukrainian Referendum. “It is not the transparent policy,” stressed the President.

Yushchenko comments on Ukrainian-Russian gas negotiations

During today’s press conference, Victor Yushchenko said Ukraine should build its relations with Russia on a rational economic basis “without any political implications.”

Commenting on Ukrainian-Russian gas talks, the Head of State said Ukraine primarily wanted to formulate a clear-cut concept to determine gas prices. We believe they should be consistent with prices in other countries of the region.

“Our prices should be comparable with Belarus, Estonia, Moldova and Georgia. This surrounding market can be used for comparison,” he said, stressing that it was important to take into consideration specific features of each territory.

The President added that the lack of “clear pricing mechanisms” made Ukraine consume gas irrationally, the President’s press office reported.

Our second demand is gradualness. We think there should be some transitional period to develop market relations and so Ukraine insists that we should set the deadline for this transition and determine relevant means.

“This is not a one-day issue. We are speaking about billions of dollars and the unprecedented change of mechanisms,” he stressed.

Yushchenko assured all that “unsanctioned stealing of gas was stopped.”

“Ukraine has never taken anything for nothing,” he said. “Those schemes must have helped rob Ukraine but I do not wish to politicize the issue and will only be responsible for my presidency.”

President criticizes officials for taking part in election campaign

During today’s press conference Victor Yushchenko said judges and heads of law enforcement agencies were wrong when decided to take part in the election campaign.

“An individual that heads some institution with special functions has no ethical right to be represented in political lists,” he said, stressing that it was vital to depoliticize all branches of government.

Yushchenko added that law enforcement ministers should not be in any political list.

“In this case the Prosecutor General can make the best party, followed by the Head of the Security Service and the Interior Minister” he said.

“So I ordered all of them to stay where they were,” Yushchenko stressed, adding that current tendencies in the Ukrainian judicial system “are not relevant to people’s desire to see Ukrainian courts depoliticized.”

Coming out in the pres conference, Victor Yushchenko said in 2006 the government would introduce reforms in the coal industry to rationally use funds and to liberalize coal prices, the President’s press office told. He also pledged to revise property regulations for mines.

“I aim to fully use the potential of the coal industry,” he said.

The President informed those present that the First Deputy Coal Minister would be put in charge of all projects to introduce modern technologies in the sector.

“The country has about few billion tons of coal. This is one of the resources we can use to build a successful sector of Ukraine’s energy policy for the next one hundred years,” he stressed.

President urges judges to make Gongadze trial public

During today’s press conference in Kyiv, Victor Yushchenko urged judges to make the Gongadze trial public.

“I want to ask the court to make the whole procedure public and to invite journalists and cameramen,” he said.

The President added that there “might be some arguments to keep state secrets” but said Ukrainian laws allowed “to make this trial public while keeping these secrets.”

The Governors lose Yushchenko’s favour

The composition of the State Administrations in the regions will be renewed, particularly, the Heads of these bodies, the President of Ukraine pledged.

The Head of the country motivated his promise by that the governors being in the election list cannot discharge their obligations properly. “They are to be fired. They must be substituted by those who will work long and with enthusiasm,” stressed Victor Yushchenko.

He also said that some of the decrees on corresponding dismissal have been already signed and now the President is waiting for Yekhanurov’s protégées on the dismissal. The names of the candidates have not been called yet.
