Yushchenko: Dismissal of Prosecutor General is in President’s competence

President of Ukraine Victor Yushchenko points out that he dismissed Svyatoslav Piskun from the office of Prosecutor General in full accordance with the norms of Constitution of Ukraine.

“According to Constitution of Ukraine, appointment and dismissal of Prosecutor General is in full competence of the President, and I acted in accordance with the letter and spirit of the Ukrainian Constitution exclusively,” declared Yushchenko to journalists.

Piskun: Reinstatement in the office was a matter of principle

Svyatoslav Piskun is satisfied with the court decision, according to which he has been reinstated in the office of Prosecutor General of Ukraine, but he has not decided whether he is going to work in this capacity.

Piskun declared to journalists that “reinstatement in the office is a matter of principle, but not the desire to work as Prosecutor General.”

Commenting on the court decision, Piskun said that “Ukraine will become a European state, if the law starts to be observed in Ukraine.”

In his turn, Serhiy Holovatiy, Minister of Justice and representative of Ukraine’s President in the court, noted that “the President’s team has lost the first round, but will win the war.”

Holovatiy also pointed out that “judges of Shevchenko district court have delivered an irretrievable blow upon the authority of Ukraine’s judicial power.”

“I would not advise anyone to appeal to these judges, as there is no justice, and no one can count on it”, said Holovatiy.

Minister of Justice also mentioned that the court decision was not a surprise for him. According to information he received from several sources, Piskun agreed about reinstatement in the office with high officials of the judicial power.

According to Holovatiy, the President’s team will appeal the court decision.

Nursultan Nazarbayev delivered a speech in the Verkhovna Rada

As President of Kazakhstan Nursultan Nazarbayev told the Verkhovna Rada Friday, he believes a huge potential for development of Kazakh – Ukrainian cooperation lies in the Common Economic Area and, thus, urged on the Ukrainian Parliament to support the organization, Cabinet’s press office reported.
 
“I’m sure that integration within the CEA will strengthen economics of CEA states, facilitate trade and step up mutually profitable economic cooperation”, the Kazakh President said.

According to him, the CEA’s main advantage is to unite four countries (Ukraine, Russia, Kazakhstan and Belarus), which account for 90 percent of the CIS GDP. According to the Kazakh President, thiswill raise the trade among these countries to a new level. “This organization has all the prerequisites for becoming a powerful entity, which will be profitable for all the countries”, he noted.

Nazarbayev reminded key points of the CEA agreement – formation of a free trade zone among the countries-participants and embodiment of principles of economics regulation, which are based on unification of custom territories of the countries, and which ensure free movement of goods, services, capital and labor force, hold coordinated monetary, currency, fiscal and crediting politics.

As the Kazakh President told the Ukrainian Parliament, relations between Ukraine and Kazakhstan are dynamically developing “in the atmosphere of mutual understanding and confidence”, and positions of the two states concerning the majority of issues of regional and international politics coincide.

 
As he stressed, Ukraine and Kazakhstan make mutual steps for facilitating and strengthening cooperation in the transportation, fuel and energy sector, aviation and military – industrial spheres.  President Nazarbayev pointed out that  the trade turnover between Ukraine and Kazakhstan amounted to one billion USD in 2004 and, presently, keeps growing.
 
“Our countries are reaching a qualitatively new level of cooperation, which is characterized by post-industrial high-tech cooperation”, he said.

Mr President also noted the high level of cultural collaboration between Ukraine and Kazakhstan. As he reminded, the big Ukrainian Diaspora (more than 450,000 persons) lives in Kazakhstan with 23 Ukrainian national – cultural centers, several Sunday schools, the Ukrainian-phone newspaper “Ukrayinski Novyny” (“Ukrainian News”), financed from the budget, and the active Association “Ukrainians in Kazakhstan”. The Kazakh President offered to hold Year of Ukraine in Kazakhstan and of Kazakhstan in Ukraine for strengthening bipartite ties.

 
Nursultan Nazarbayev briefed the Ukrainian parliamentarians about Kazakhstan’s development in the social, economic, political and cultural spheres, having noted that Kazakhstan is ready to share the experience of its development and reformation with Ukraine.
 
The Kazakh President started his speech in Ukrainian. As he said, he is glad to hail Ukrainian parliamentarians in the Verkhovna Rada, which is a symbol of independent Ukraine. As he said, he has special feelings about Ukraine, as having spent here his student years.

Svyatoslav Piskun has been reinstated in the office of PG

Shevchenko court of Kyiv has reinstated Svyatoslav Piskun in the office of Prosecutor General of Ukraine.

The court decision has been made Friday, November 18, after the consideration of Piskun’s claim against Yushchenko.

It is the second time the Court reinstates Piskun in the office of Prosecutor General.

Tax police to be liquidated in Ukraine

Tax police will be reformed by means of liquidation, as declared Alexander Kireyev, State Tax Administration Chairman, on today’s press conference in Donetsk.

According to him, liquidation of the tax police is one of the constituents of the tax reform.

“We insist on liquidation of the tax police and formation of a tax investigation service,” said Kireyev.

He specified that it would be a service, which “must be engaged in the problem of negligent tax-payers, who create patterns for tax evasion.”

In the course of reformation of the tax administration it is planned “to change and modify the procedures of tax administration, to make them more transparent and understandable for tax-payers.”

Kireyev underlined that the reform of the tax administration includes the modification of the accounting system “to make the manual meddling in the system impossible.”

Head of State Tax Administration has confirmed that it is planned to reform information system of the tax service and “to establish an automatized system not for information exchange only, but also for control procedures in automatized order.”

General Prosecutor’s Office to reveal the secret of Yushchenko’s poisoning

Within the next few days General Office of Public Prosecutor will make a statement concerning results of medical examination, made with the framework of Victor Yushchenko’s poisoning case investigation, as declared by the President’s press secretary Irina Gerashchenko.

Gerashchenko reminded that November 9 the President gave samples of his blood for investigation with the framework of medical examination. According to her, “examination has been conducted “in full accordance with legislation currently in force.”

Gerashchenko noted that Ukrainian specialists were charged with the examination also with participation of foreign experts. The examination was made in laboratories of German and Belgium. Such examination lasts from ten days to a fortnight.

Gerashchenko also reported that November 17 President Victor Yushchenko consulted with doctors and took planned treatment in one of Geneva clinics.

“You see that the President has crowded schedule, but it is needed to remove dioxin from his organism to recover his health as quickly as possible,” said Gerashchenko, having added that Victor Yushchenko feels well.

President receives Nazarbayev

At the Mariinsky Palace, President Victor Yushchenko took part in a ceremony to receive his Kazakh counterpart, Nursultan Nazarbayev. They are expected to meet face-to-face and thenwill take part in broadened talks. The Presidents are going to sign a two-year action plan after the negotiations.

NSDCU Secretary Anatoly Kinakh, Foreign Minister Borys Tarasyuk, Economy Minister Arseniy Yatsenyuk, Defense Minister Anatoly Hrytsenko, Energy Minister Ivan Plachkov, and Kyiv Governor Evhen Zhovtyak attended the ceremony, President’s press office reported.

“Ukrtelecom” to be included in “re-privatization list”

The government intends to include “Ukrtelecom” Company into the list of objects, determined for privatization, as declared PM Yuri Yekkhanurov on today’s press conference.

According to Premier, to privatize “Ukrtelecom” is needed to abolish legislative prohibition for its privatization, approved by the parliament before in order to make the Company more attractive.

Besides, Yekhanurov claims it is necessary to examine the fact that “Ukrtelecom” uses large quantity of gas.

“Privatization processes will continue in Ukraine, and I think we will earn pretty means,” summed up PM.
