Ukrainian Chairman of the President’s Secretariat met President Vladimir Putin and Dmitry Medvedev Russian chief-of-staff

Oleg Rybachuk the Chairman of the President’s Secretariat conducted the official meeting with Russian Chief-of-staff Dmitry Medvedev. They discussed the whole complex of Ukraine-Russia relationship, the President’s press office informed.

After the meeting with Medvedev, Oleg Rybachuk was invited for the audience with the President of Russia Vladimir Putin.

Bulgarian Defense Minister Vesselin Bliznakov states support for Ukraine’s Euro-Atlantic integration

The Bulgarian Defence Ministry press service circulated a statement about high-level consultations in Vilnius, Lithuania. Bulgarian Defence Minister Vesselin Bliznakov and his Ukrainian counterpart, Anatoly Gritsenko took part in the consultations.

As the statement says, Minister Bliznakov confirmed Bulgarian support for Ukraine’s Euro-Atlantic integration and reaffirmed Bulgaria’s readiness to assist Ukraine in reforming its armed forces.

The Ministers decided to sign a new bilateral agreement on cooperation in accordance with the changing situation in Ukraine, the cabinet’s press ofice informed.

Anatoly Kinakh: Ukraine will suggest Russia not to change price for natural gas in 2006

Meeting with Lithuanian business figures in Vilnius on October 24, National Security and Defence Council (NSDC) Secretary Anatoly Kinakh said Ukraine would propose Russia not to change price for Russian natural gas in 2006, the Cabinet’s press office reported.

A sharp raise in the price from 50 USD to 90 USD and even 120 USD (per thousand cu. m.) will be a shock to both nations’ economies.

As Europe gets 40 percent of its natural gas supplies via Ukraine’s gas transportation system, the sharp raise in the price will also affect European nations’ economies, Mr Kinakh argued.

As Anatoly Kinakh disclosed, on November 15 an NSDC session, which President Viktor Yushchenko is supposed to attend, will tackle problems of Ukraine’s energy security.

The President of Ukraine visited Malyshev Plant in Kharkiv

In Kharkiv, Victor Yushchenko visited the Malyshev Plant. Director Henadiy Hryshchenko showed him around the enterprise. The President saw military and agricultural equipment. He also met with the Chief Constructor of the Kharkiv Machine-Building Construction Bureau, Mykhailo Borysyuk.

 
Speaking with the workers, Yushchenko noted that he was excited and curious to see this equipment, which sometimes has no analogues in the world. He stressed that it was important to take measures to promote this produce in world markets. Yushchenko thinks we can achieve this goal by forming the so-called state order and participating in international tenders, the press office of the President of Ukraine reported.
 
Founded in1895, the Malyshev Plant is one of the oldest machine-building enterprises in Ukraine. It produces locomotives, engines, caterpillar machines and consumer goods. Some years ago it started tomanufacture tanks, combines, and drilling aggregates for the oil industry. In the past nine months its productivity rate has decreased by 11%. The plant has huge debts, incurring colossal losses every month.

Ukraine is on the edge of the visa-regime liberation

Today the Committee of constant EU representatives has passed the draft mandate of Euro Commission for negotiations with Ukraine concerning the liberation of the visa-regime, the chief of the Foreign Ministry press service Dmitry Svistkov reported.

According to Svistkov, the final mandate will be ratified on November 7, at the meeting of EU Ministers’ Council concerning the general questions and external ties.

So, all that will serve as basis for negotiations between Ukraine and the EU on the liberation of the visa-regime.

Independant standpoint:To sale Kryvorihstal is a great mistake

 The deputy of Ukraine Vladimir Sivkovich comments on Kryvorizhstal’s auction. He reckons Kryvoriznstal’s re-sale to lead to loss of Ukrainian economic safety. He said that the sale of Kryvorizhstal is the same great mistake as it was the sale of oil-refinery plants.

“Having lost the of oil-refinery industry Ukraine lost control under oil market. The re-sale of Kryvorizhstal (it satisfied 100% needs of inner market in steel) makes the inner market dependent on new owner; it will increase the prices on the construction and housing. And moreover, the government will not be able to influence it,” explained Sivkovich.

He is definitely sure that Kryvorizhstal had to be the national enterprise and to make a profit for it.

Asked the question on violations of the law concerning the fact of prohibition of the sale by the parliament, Sivkovich said that the parliamentary decision could not prevent the re-sale but the European Court on Human Rights can. The former owners of Kryvorizhstal – Rinat Akhmetov and Victor Pinchuk – handed an appeal and the European Court accepted them for consideration.

The First Lady of Ukraine Katerina Yushchenko announced the winners of Hospital to Hospital Program

In the press conference on October 24, the Ukraine 3000 Foundation headed by Katerina Yushchenko announced 22 winnersof the Hospital to Hospital Program. Medical experts from different regions of Ukraine had studied over sixty applications from hospitals wishing to take part in the contest, the president’s press services reported.

Since there should be 25 participants of the program, the foundation is going to choose three more children’s clinics to help them establish relations with leading hospitals of Europe and North America. The program is meant to develop relations between Ukrainian hospitals and foreign medical institutions and build modern high hospitals that would render integrated medical services to children in Ukraine. It also helps Ukrainian physicians to practice abroad.

During the press conference, Andrey Miroshnichenko, Advisor to the Head of the Ukraine 3000 Supervisory Council, informed those present that the council had approved its 2005 financial report. Dmitry Lyapin, Head of the Ukraine 3000 Foundation, Vira Pavlyuk, Hospital to Hospital Director, and several members of the supervisory council dwelled on principles of the program and spoke about their plans. Theatre Director Vasily Vovkun said he intendedto stage a charitable art action to help all Ukrainian orphans feel the joyful atmosphere of Christmas, tell them about folk traditions and give them Christmas presents. The action should start on December 19, St. Nicholas Day.

Ukrainian and Chinese supreme legislatures to establish interparliamentarian committee

Ukrainian and Chinese supreme legislatures to establish interparliamentarian committee

The development of the bilateral relations, especially in the interparliamentarian sector, was discussed in Beijing on October 24 during a meeting between the Verkhovna Rada’s Committee for Foreign Affairs and Chinese Vice-Speaker Han Tside. The Ukrainian parliamentary delegation, headed by first deputy head of the committee Oleh Hrachov and comprising Oleg Bilous, Viktor Drachevskiy and VR Secretariat chief Anatoly Duda were invited by the Chinese Parliament Committee of Foreign Affairs.

During the meeting the parties discussed the matters of legislative activity in China and Ukraine and its influence on the countries’ economic development, as well as new forms of interparliamentarian cooperation. The parties reached an agreement on establishing an Interparliamentarian Commission, consisting of 20 deputies, 10 from each party. There also will be two vice-speakers. This institution is a specific authority, which will operate permanently and which will hold meetings once a year in each country, successively. Within the framework of the commission, working groups on bipartite cooperation will be established. Ukraine has already established similar working groups with Russia, Belarus, Poland and Lithuania, the Cabinet’s press service reported.

The parties noted that 2005 was very successful for development of interparliamentarian relations between Ukraine and China. In April 2005 the Verkhovna Rada’s Speaker Volodymir Litvin visited China and in July the Chinese delegation made a trip to Kyiv. The parties also noted active cooperation between the interparliamentarian groups of friendship, which operate within the legislative authorities of Ukraine and China.
