About 400,000 Ukrainian citizens included into the list of voters in foreign constituency

As many as 392,696 Ukrainian citizens have been included into the list of voters in the foreign constituency, Deputy Foreign Minister Valentyn Nalyvaichenko told a session of the Foreign Ministry’s working group on the list conclusion and specification.

As he said, for the first time an electronic election list has been made in Ukraine. According to Nalyvaichenko, data with regard to foreign states, where most Ukrainian voters reside, was analyzed and sent to the CEC, which set the list of 79 such states, where election precincts will be opened, in its October 3 resolution, Cabinets press office reported.

British interest in Ukraine grows

“We expect it to be an effective and important event, which will support the reformation process in Ukraine and will boost Ukraine’s European integration,” said Britain’s Extraordinary and Plenipotentiary Ambassador to Ukraine Robert Brinkley, commenting on the oncoming December 1 Ukraine-EU Summit, Cabinet’s press office reported.

The British Ambassador participated in the Foreign Ministry press club’s sitting and spoke at length about some aspects of his country’s presidency in the European Council. Robert Brinkley also noted that British Prime Minister Tony Blair intended to participate in the Ukraine-EU Summit, which resulted in rescheduling the venue’s day for December 1. The Summit gives an opportunity to reconsider implementation of the three-year Ukraine-EU Action Plan and note a significant progress in the Ukraine-EU relations within 2005, Robert Brinkley stressed. He also stated his expectations that the EU may grant Ukraine the market-economy country status before the Summit and start negotiations with Ukraine on visa procedure simplification for Ukrainians going to Schengen region countries.

Answering a question by Ukrinform’s correspondent on whether decision on visa regime simplification with Russia means the EU considers Russia as more democratic and less corrupt than Ukraine, Robert Brinkley said: The EU started negotiating with Russia on visa regime simplification earlier than with Ukraine and as a result has completed negotiating earlier.

Yushchenko met with business executives to discuss import administration

Yushchenko met with business executives to discuss import administration

President Victor Yushchenko held discussion with business executives on import administration, the President’s press office reported.

As the President told at the beginning of the meeting, a series of issues in regulatory, fiscal and customs politics need to be urgently settled. The business has been in the shadow for ten years, which situation is difficult to change. As he reminded, the level of shadow economy remains high and amounts to 45 – 47 percent and in some branches, particularly, on the automobile market, it reaches 52 percent.

Among other topical issues, which are to be solved, the President of Ukraine cited staging land auctions, with a view of simplifying the procedure of land allotment, improving and unification of standards, implementing at least 5 – 6 social reforms for decreasing social taxes and reforming the customs politics. In this context, the President said that since January 2006 a new fiscal policy will be drafted, which will aim at least twofold decreasing the social tax.

The Head of State instructed the Industrial Policies Ministry, the Economics Ministry and the State Customs Service to establish a working group of experts and officials for drawing out a new wording of the Customs Code of Ukraine and customs tariffs. President Yushchenko also charged the Economics Ministry to form a working group on regulation of the automobile market of Ukraine.

The deliberations were attended by Economics Minister Arseniy Yatsenyuk, Industrial Policies Minister Vladimir Shandra, Chairman of the State Customs Service Oleksandr Yehorov, Deputy Chairman of the State Tax Administration Borys Horbanskyi, presidential adviser Ksenia Liapina, representatives of the International Chamber of Commerce, the All-Ukrainian Dealer Association, the Ferrous Metallurgy Association and CEOs from the Adidas Ukraine, BLITS-Inform, the closed-type joint-stock company CHUMAK, the company ZERNO (“Grain”), the closed-type joint-stock company “Ukrainian Trade – Industrial Corporation”, the public joint-stock company YuvelirServis (“Jewellery Service”), Nestle Ukraine, INCOM, ELDORADO corporations and others, Cabinet’s press office reported.

The details of the arrest of Vladimir Shcherban Sumy ex-Governor

On October 12, Vladimir Shcherban ex-Governor of Sumy was detained in Orlando, Florida. Speaking in the press conference, Kirill Kulikov the Chief of the National Interpol Bureau revealed some facts of the arrest.

“He did not put up any resistance. He was detained in his flat in Orlando,” said Kulikov.

According to Kulikov’s words, Shcherban’s location was found in June but the law enforcement agencies were waiting for the legal occasion to capture exiled governor. He also pointed out the absence of the Extradition Agreement between the USA and Ukraine.

On April 9, 2005 Vladimir Shcherban using visa for attending the agro industrial exhibition arrived in the USA. The visa has expired on October, 8.

Kulikov mentioned that Shcherban had not appealed for US political asylum. The Chief of the National Interpol Bureau does not know anything about Shcherban’s activity in the USA.

Bloc of Yanukovich is already formed

The issue concerning formation of the election bloc has been decided, as declared by Victor Yanukovich, the leader of Party of Regions of Ukraine.

“The bloc is almost formed; we need to pass ceremonial functions only,” said Victor Yanukovich.

“As soon as we pass them, we will announce the bloc’s form and its participants,” he added.

Leader of Party of Regions also reported that “yesterday in Kharkov they were forced to announce about integration of our Party with the party of Evgeny Kushnarev ‘New democracy’.”

“People wanted this integration and wanted to hear about it,” Yanukovich added.

Foreign Minister of Luxemburg visits Ukraine

Deputy Prime Minister and Minister for Foreign Affairs and Immigration Jean Asselborn officially visits Ukraine. His plane has landed in Borispol Airport.

He is to meet President of Ukraine Victor Yushchenko and the representatives of the exterior ministries of two states.

There were some changes introduced in the course of the visit: the negotiations will not be held in Foreign Ministry of Ukraine but in another place. This measure is taken because of the reconstruction of some quarters of the Ministry.

Ukrainian-Japanese business-forum opens in Odessa

Prospects of international cooperation were discussed at a Ukrainian-Japanese business-forum, opened in Odessa October 13.The South region’s companies and the delegation of the Japanese Association of Trade with Russia and Central-East Europe ROTOBO participated in the forum. Within the framework of the meeting between Ukraine and Japan, the parties will work toward promoting business contacts and introducing Odesa’s investing potential and export-import capabilities of the national economy.

The Japanese delegation are supposed to meet with the city’s and region’s authority, visit one of Ukraine’s largest Ilichivsk sea merchant port.

ROTOBO was established in Japan in 1967 under the aegis of the Ministry of Economy, Trade and Industry of Japan. ROTOBO comprises three departments, the Scientific Research Institute and two subsidiaries in Moscow and Hokkaido, Japan. ROTOBO is mainly engaged in collecting and analyzing recent information about economics of its partner-states, disseminating of the said information among ROTOBO member-companies, assisting Japanese companies’ participation in international symposia and forums, organizing delegations to partner-states, assisting partner-members in marketing of commodities in Japan, holding seminars on management and industrial policy in Russia, Cabinet’s press office reported.

Rinat Akhmetov to take part in privatization tender of Pakistan Steel Mills

Akhmetov’s System Capital Management (SCM, Donetsk) company has handed EOI to Pakistani Privatization Ministry for participation in privatization tender of 51-74% shares of Pakistan Steel Mills (Karachi). AP of Pakistan reported it.

The forthcoming tender attracts attention of local and foreign investors. It is the single integrated steel mill in the country.

Abdul Hafeez Shaikh Pakistani Minister of Privatization announced that companies from Pakistan, Iran, Saudi Arabia, Russia, Ukraine, Kuwait, Switzerland, Czechia and others want to participate in privatization process.
