Foreign Military verifiers to check observance of open skies treaty by Ukraine

According to the Defense Ministry press service, a team of Czech, Spanish, Polish, Hungarian, Swedish military verifiers will check into observance of the Open Skies Treaty by Ukraine, the official site of the Cabinet reports.

Their inspection mission to Ukraine will last through October 14 and will involve an observation flight on board a C-130H Hercules aircraft along a 2,100-km route over Ukraine’s territory.

The Open Skies Treaty was signed in Helsinki, Finland in 1992 by 25 nations, Ukraine included.

It took effect on January 1, 2002 after Russia ratified the document on May 20, 2001.

Chairman of Federation Council of Russian Federal Assembly to visit Ukraine

Sergey Mironov the Chairman of the Federation Council of the Russian Federal Assembly  will come on an official visit to Ukraine on October 13 and 14, the Verkhovna Rada press service told.
 
According to the visit’s agenda, on Thursday, October 13 Sergey Mironov will meet with President Viktor Yushchenko and on Friday, October 14 with Verkhovna Rada Chairman Volodymyr Litvin, deputy faction leaders and Prime Minister Yuri Yekhanurov.
 
Later on the same day the Russian Federation Council Speaker will make a trip to Odesa, where he is to meet with Chairman of the Odesa Regional Rada Fedir Vlad, Odesa Governor Vasyl Tsushko and Odesa Mayor Eduard Hurvits.

Mr Mironov is expected to speak to students and academics of the Odesa I. Mechnikov State University.

As Sergey Mironov said on the eve of his visit to Ukraine, he means to discuss with the Ukrainian leaders a wide spectrum of bilateral Ukrainian – Russian relations.

Ukrainian delegation to take part in CIS Economic Council

Moscow is hosting the 22nd sitting of the CIS Economic Council, the official web-page of the Cabinet of Ukraine reports. The Ukrainian delegation is headed by the Economics Minister Andriy Bereznyi.

Matters of establishment of favorable legal and economic conditions for expansion of the CIS’s leasing activity, the CIS markets’ development, amendments to the Agreement on cooperation in labor migration and social protection of migrant-laborers of April 15, 1994 are on the agenda. As many as 20 issues are supposed to be considered at the sitting.

Ukraine will not participate in discussion of such matters as transborder custom cooperation among the CIS members and air defense.

After the sitting a press conference is supposed to be held.

Makariy Maletich Lviv Archbishop left the room where the consultation of UAOC and Kiev Patriarchy. Maletich acted that way because of discord with the terms of integration UAOC and Kiev Patriarchy proposed by Patriarchy Filaret (Denisenko).

In the resent interview Makariy Maletich subjected the process of integration and the activity of Mefodiy and Filaret to sharp criticism.

Ukraine and Japan stand for the further development of economic ties

Today Oleg Rybachuk the Chairman of the President’s Secretariat has held the meeting with Japanese Rotobo Association of Trade with Russia and Central and East European Countries delegation.

“The prime task of the meeting was to find and get rid of the obstacles facing Ukraine and Japan in their economic and commercial ties,” announced Rybachuk.

Rybachuk stated that the government of Ukraine stands for developing of active cooperation with Japan. “The main task of Ukraine in this situation is to supply Ukrainian investment attraction with the legal redress, such as agreements and arrangements,” mentioned Rybachuk.

Tasuku Takagaki the President of Roboto Association in turns points out that Japanese businessmen are very interested in Ukraine. “This visit let us really estimate the prospects of business here,” mentioned him.

According to Takagaki, despite the last events happened in Ukrainian politics in September, the members of the delegation were able to make sure that Ukraine steadily adhered to democracy and liberating policy and to exact political and economic course.

To Takagaki’s opinion, the leadership of Ukraine must continue consistent realization of declared program of development.

Japanese Roboto Association delegation visited different cities of Ukraine and met Ukrainian PM Yuri Yekhanurov.

Danish Embassy in Ukraine to resume its work Thursday

Verkhovna Rada Chairman Vladimir Litvin met with Danish Foreign Minister Per Stig Moller  Wednesday in Kiev. As the Ukrainian Speaker noted, “the Ukrainian side appreciates Denmark’s decision to resume its foreign mission to Ukraine”.

In this connection the Danish top-placed diplomat said the Embassy’s recommencement has both political and economic aspects of bipartite cooperation. According to him, “hoping for Ukraine’s further democratic development, Denmark will enhance neighborhood program with Ukraine and support its Euro-Atlantic integration aspirations”.

The sides discussed prospects for liberalization of Ukraine’s economy, accession to the WTO and improvement of the investment climate. According to the Ukrainian Speaker, for quality changes cooperation with the Government and clear estimation of advantages and disadvantages are needed. In such conditions the Parliament is ready to cooperate with the Govt in passing the WTO bills, Litvin said. He aired his belief that the issue will be settled by the end of the year. “We need an analysis, not mottoes, than we will have results”, the Verkhovna Rada Chairman stated, Cabinet’s press office reported.

Litvin described the Ukrainian – Danish bipartite cooperation “as friendly and perspective on the level of the parliaments”, which was testified by the Danish Speaker’s participation in a meeting of North-European and Baltic Speakers in Kiev.

Lvov starts restoration of special economic zones following President’s directions

Lvov citizens suggested that tax and custom privileges should be returned to some companies in special economic zones, Cabinet’s press office reported.

The State Regional Administration launched an inventory of the companies Yavoriv and Kurortopolis-Truskavets, which operate in the region. This has been done as a result of the President’s speech at the 5th international economic forum in Lvov. The President then noted that he will do his best to prevent investors from cheating due to temporary problems.

The anxiety over the current state of affairs in special economic zones in Ukraine is expressed both by foreign investors and by a number of business entities.

The Ukrainian subsidiary of the European Business Association, the International Commonwealth of Polish Entrepreneurs declared that abolishing investors’ privileges pre-terms is illegal and the State should compensate the losses from the national budget. The first reaction was a suspension of production, in particular by the SNIEZHKA-UKRAINE company, which supplies the market with its produce. Scince 1999 FFiL SNIEZHKA has contributed about three M. USD to markets’ development. The company has also created 143 new jobs with average wages of 1336 UAH pre worker per month. The company investors also intended to buy a three hectares lot for further expansion, but gave up their plans, explaining it the way they can invest their money in more profitable and awarding projects. The CIS countries, especially Kazakhstan, have made quite tempting offers.

This means for us over 25 M. USD of additional income for the region and creation of over 2,000 new jobs, the Lvov Regional Administration’s Chief Petr Oliynyk noted. This year’s foreign investments amounted to 19 M., whereas the last year’s investments from abroad amounted to 50 M. to 70 M. USD. Special groups and councils have been established within the Administration to coordinate their investments’ activity with the President’s Foreign Investment Advisory Council. We have already elaborated intellectual-innovation program Toward Investor, Petr Oliynyk said.

“New Cabinet of Ukraine cannot accomplish the great aims”

The staff of the new Cabinet was chosen with regard to ability of failing the great aims. Such opinion belongs to Victor Nebozhenko Ukrainian political scientist, the director of Ukrainian Barometer social service.

“It is a secondary Cabinet. Even the young ministers do not have ay ambitions. It was completed by the persons with the different degree of inability to fulfill certain huge aims,” stated the political scientist.

“I think it is the technical Cabinet in which Yushchenko is the second PM playing the role of the coach here. It seems he tries to engage in economy through the Cabinet. It is a mistake as well,” mentioned Nebozhenko.

According to Nebozhenko’s words, Kuchma by the way quickly rejected such scheme because it always were both wasting of time and the great responsibility.
