President introduces Sergey Golovaty

October 10 Victor Yushchenko introduced Justice Minister Sergey Golovaty to his staff.

Addressing those present, the Head of State stressed, “The new government is almost formed after this appointment.”

Introducing the newly appointed Minister, Yushchenko said Sergey Golovaty “has been wonderfully working as a lawyer in Ukraine and abroad” and added that he hoped Golovaty would optimally use “his knowledge and devotion to national interests to productively work and honestly serve the Ukrainian nation.”

Yushchenko pointed out that about 53% of all appeals to the President concerned legal protection. He said in the past years the people had lost their faith in supremacy of the law in the country. The Head of State believes it is Minister’s challenge to revive this trust.

Yushchenko urged the Justice Ministry to function publicly and stressed that he expected “unbiased decisions.”

The Head of State also spoke about ways to reform the judicial system.

Ukrainian standpoint: Angela Merkel will not change the situation in Germany

Dmitry Vydrin the Director of the European Integration and Development Institute speaks on Angela Merkel’s appointment for the post of the Chancellor of Germany.

“Not for rebuilding or destroying by one person Germany for 50 years has created unstained political and economical machine,” comments Dmitry Vydrin.

Vydrin also mentions that there may be some minor changes in the tax system of Germany because Angela Merkel and her political force stand against the total social hierarchies, existed in social-democratic and red-green regimes.

“The activity of upper business will be occurred in Germany. It is also possible that German potential investors will draw their attention to Ukrainian market. There will be some changes in geopolitics: the first stage of her activity as Chancellor probably will show strict rhetoric towards Russia,” forecasts Dmitry Vydrin.

Ukraine banned import of Turkish and Romanian meat

Ukraine has banned import poultry form Turkey on October, 9 and Romania on October, 10 in connection with bird flu burst out there, the State Department of Veterinary reported.

As it became known, thousands of poultry killed in Turkey for prevention of bird flu expansion. The first cases of the disease were registered in the west of the country. 1,800 turkeys from bird flu died in Turkey. The type of the virus has not detected yet.

40,000 poultry will be killed in Romania in order to prevent the epidemic. H5N, Asian type of the virus was registered in Romania. It is extremely dangerous for the people.

The results of Ukrainian sappers’ works in Iraq

During the patrol of province situated near En Numania, Iraq Ukrainian and Kazakh sappers liquidated 7 thousands shells.

Lieutenant Colonel Alexander Kiselev the chief of Ukrainian control and mine clearing group to Iraq pointed out that all shells situated on the open platform.

The task was complicated by the specific type of the found shells. The shells had thick metal jacket and trace of explosives that is why it was real danger for the life of the sappers to neutralize them.

Zinchenko will head Party of Patriots

Zinchenko will head Party of Patriots

The former State Secretary of Ukraine Alexander Zinchenko declared about his readiness to head Party of Patriotic Forces of Ukraine (PPS).

Zinchenko mentioned that the main task of the Party is to return Ukrainians’ hopes and believes in observance and realization of Maydan’s (Independence Square) principles.

The Party intends to strengthen basic principles of civil society, supremacy of the Law, public control over the power, fight against corruption, development of determinant role of the middle class.

“We will return honour and dignity of our citizens. Ukrainian people efforts, directed to fight for full-fledged life in the developed democratic European state, will not be depreciated,” declared Zinchenko.

He also underlined that PPS will take part in the parliamentary elections-2006. For today, the Party conferences are being actively conducted in all regions of Ukraine.

PPS will join Bloc of Yulia Timoshenko for participation in the forthcoming parliamentary elections.

NSDC staff to be reduced by 15%

NSDC staff to be reduced by 15%

As NSDC Secretary Anatoly Kinakh told journalists, he has suggested a 15 percent reduction in the NSDC’s staff to President Victor Yushchenko.

A draft document to this effect has reached the President, so its approval can be shortly expected.

According to Kinakh, the scheme of the NSDC’s restructuring envisages creation of an expert-public council, in which leading experts in various areas will be involved.

Kinakh stated the NSDC’s most immediate task as making that body respected by citizens.

Anatoly Kinakh also stated the NSDC’s main functions as protection and promotion of Ukraine’s national interests, strengthening national security.

Ukraine’s NSDC Secretary says he will press for punishing those officials who misinformed President about special economic zones

As NSDC Secretary Anatoly Kinakh told a Saturday news conference in Kiev, which was held after joint deliberations of the ULIE Board and the Council of the Federation of Ukrainian employers (both organisations are headed by Kinakh), he will press for punishing those officials who misled President Victor Yushchenko with regard to special economic zones and priority development territories.

According to Kinakh, following the President’s errand, an inventory of Ukraine’s special economic zones and priority development territories has been completed.

The inventory involved about 590 investment projects and showed that in implementing about 170 such projects the investors fully met their commitments.

About 245 projects warrant continuation, Kinakh noted. At least 60 percent to 65 percent of the investment projects in special economic zones and priority development territories benefited Ukraine, NSDC Secretary insisted.

In Kinakh’s opinion, only those projects should be abrogated in which the investors failed to meet their commitments.

Proposals with regard to the further destiny of special economic zones and priority development territories will be considered in late October by a session of the Consultative Council for investments under the President, to which European and other foreign investors will be invited.

As Anatoly Kinakh noted, Victor Yushchenko will personally meet with the investors to discuss ways toward making the authority – business dialogue more efficient, Cabinet’s press office reported.

Piskun: Deputies of all levels can not have immunity

The law, which provides deputies of local councils with inviolability, does not correspond the Constitution of Ukraine, as declared by Prosecutor General of Ukraine Svyatoslav Piskun to “1+1” TV Channel.

According to him, deputies of all levels can not have immunity. As for the deputies of the Verkhovna Rada, they should have immunity of a deputy. “These people sometimes assume responsibility for such things, which have to be answered for later; but these things, probably, can be needed for the state,” said Piskun.

As for the deputies of local councils, Prosecutor General considers that “those, who have unclean hands, violate the Law and get their seats due to bribes, will become unattainable for law machinery.”
