Government’s dismissal is the continuation of political reforms

Victor Yushchenko met with all Heads of Regional State Administrations. Ukraine’s acting Prime Minister Yuriy Yekhanurov, State Secretary Oleh Rybachuk, acting Vice Prime Minister Anatoly Kinakh, acting Interior Minister Yuriy Lutsenko, Prosecutor General Svyatoslav Piskun, and Kyiv Mayor Olexandr Omelchenko, were present at the meeting, official site of President reports.

The Head of State urged them to regard all processes in Ukraine as the continuation of political reforms. The President stressed that all programs of the government remained unchanged.

“We will not stop at any stage,” said Yushchenko.

He stressed that the new government should work exceptionally in the context of the principles that were proclaimed in Maidan during the revolution.

President meets with heads of law enforcement agencies

To discuss the political situation in the country, Victor Yushchenko met with Ihor Drizhchany, Head of the Security Service, Yuriy Lutsenko, acting Interior Minister, and Svyatoslav Piskun, Ukraine’s Prosecutor General.

The Head of State stressed that law enforcement agencies should more meticulously investigate controversial crimes and fight against corruption.

He also said he would personally control the investigation of corruption allegations recently made by ex-State Secretary Olexandr Zinchenko.

President met with PM and Speaker

Victor Yushchenko met with acting Prime Minister Yuriy Yekhanurov and Verkhovna Rada Speaker Volodymyr Lytvyn to discuss ways to form the new Cabinet and ensure constructive cooperation between the government and parliament, official site of President reports.

The President said at today’s meeting with leaders of parliamentary groups and factions they had agreed to sign a Stability Memorandum.

“We are sending stability messages to businesses and assuming joint responsibility for the 2006 budget and all processes that concern European integration and CES cooperation, as well as some other fundamental and significant directions,” said Yushchenko.

The Head of State thanked all parliamentaryleaders that participated in the meeting.

“We have reached a good agreement, which, I am convinced, reflects intentions and interests of political forces and Ukrainian citizens,” he said.

Yushchenko informed those present that they had also made a decision to forma political council that would meet once every two or three weeks. He noted that they had also agreed to form a group from all political forces (except the Communist Party and SDPU(u)) that would work tobuild the new government. Yuriy Yekhanurov was put in charge of this group. Each political party proposed its candidates.

“Our aim is to vote for a Prime Minister candidate at the Rada and from the new government as soon as possible,” said the President.

Dismissal of the government caused hryvnia’s fall down

Currency market reacted immediately to the political events in Ukraine. Several foreign exchange stations in Kiev have established the rate of US-dollar for today morning: 5 hryvnias 20 kopecks per 1 US-dollar. Regional foreign exchange stations offered even higher rate: 5 hryvnias 30 kopecks per 1 US-dollar.

Ukrainian citizens’ reaction is also quite predictable and traditional: to increase the demand for American currency. But the banks appeared to be absolutely unprepared to enlarge the currency selling, so sometimes customers are allowed to buy not more than 100 $ at once. Still the interbank currency market seems to be stable: its rate is 4 hryvnias 98 kopecks per 1 US-dollar. Nevertheless ICTV informs that the rush at foreign exchange stations will be stabilized in a few days.

Yushchenko “has complained” to Solana and Adamkus

Victor Yushchenko spoke with EU Foreign Policy Chief Javier Solana and Lithuanian President Valdas Adamkus to discuss the current political situation in Ukraine.

All sides stressed that such a change was a domestic matter of each country. As Ukraine’s partners, Europe and Lithuania support a constructive dialogue among all politicians that would promote democracy in the country. They confessed that Europeans were aware of all events and wanted all politicians to start negotiations.

Yushchenko and Adamkus also discussed ways to activate relations between Ukraine and Lithuania.

New government is not formed yet

Press-secretary of President, Irene Gerashchenko, officially has refuted information about that the new government has been already formed.

According to Gerashchenko, during the day President was conducting political consultations with representatives of different political forces and heads of regional state administrations, was discussing political situation in Ukraine and criteria of formation of the new government.

Gerashchenko has categorically refuted information about possible dismissal of Prosecutor General Svyatoslav Piskun.

Press-secretary of acting PM, Valentin Mandrievsky, informed that Yuri Ekhanurov is not considering candidatures for new Cabinet. According to him, the list of representatives of new Cabinet, published in Internet-sites, is contrary to fact and “to any logic”.

Timoshenko’s Cabinet did not justify the people’s trust

Cabinet of Ministers, headed by Yulia Timoshenko, did not justify the people’s trust, which is evident from the poll’s results.
 
According to data,
  • Cabinet’s actions concerning preventing from price increase for foodstuffs were recognized as successful by 10% of respondents, unsuccessful – by 83%;
  • actions concerning creation of new working places were recognized successful by 19% of respondents, unsuccessful – by 65%;
  • initiatives concerning increasing of the people’s living standards were recognized successful by 24% of respondent, unsuccessful – by 69%;
  • actions concerning preventing from hryvnia’s devaluation and inflation were recognized successful by 29%, unsuccessful – by 59%;
  • actions concerning fight against corruption and criminality were recognized successful by 31% of respondents, unsuccessful – by 59%;
  • actions concerning determination of opposition’s rights and preventing from political repressions were recognized successful by 31%, unsuccessful – by 48%;
  • actions concerning re-privatization were recognized successful by 33%, unsuccessful – by 49%;
  • actions concerning realization of Eurointegration aspirations were recognized successful by 33%, unsuccessful – by 44%.

Level of trust to the main political figures was falling down during August-September period. According to results, level of trust to President Victor Yushchenko has reduced to 51%, to PM Yulia Timoshenko on the eve of dismissal it made 50%, to VR Chairman Vladimir Litvin – 49%.

As a result of dismissal, Timoshenko’s rating can increase due to mental ability of Ukrainians to express trust to those, who “were offended.”

The poll was conducted from August 25 to September 5 in all administrative-territorial units of Ukraine. It has been questioned 2687 respondents.

Piskun: Zinchenko delivered proof of corruption

Two statements from the former State Secretary Alexander Zinchenko have been delivered today to General Office of Public Prosecutor, as reported by Svyatoslav Piskun, Prosecutor General, on today’s briefing.

In connection with the delivered documents and according to President’s instructions, Prosecutor General has signed the order about formation of special investigative group, which is charged with examination of the stated facts.

Special group consists of officials of General Prosecutor’s Office, Ministry of Internal Affairs and Security Service at the level of assistants.

According Piskun, the group starts working today and “all materials concerning Zinchenko, Poroshenko, Martynenko, Tretyakov and others…will be delivered to this interdepartmental commission, which will consider them and will present its conclusions.”
