Parliamentary elections-2006 will be more expensive than presidential elections-2004

The head of Central Election Commission (CEC), Yaroslav Davidovich declared that preliminary estimate for holding parliamentary elections-2006 has been already made up.

According to his words, for holding parliamentary elections-2006 it is needed twice as many means than had been used for presidential elections-2004.

Davidovich reported that the estimate would be sent to Finance Ministry soon in order to consider expenses in the state budget for 2006.

Davidovich pointed out that this is only a preliminary estimate, as it is unknown how many parties will take part in elections.

At the same time Davidovich informed that working groups in regions have already started to form the lists of voters.

CEC head also informed that the Commission agreed with OSCE about technical help for compiling of voters’ lists.

According to the Act about elections of people’s deputies, election campaign starts 120 days before elections day, i.e. in November 2005.

Yushchenko: Navy needs additional financing

President of Ukraine is convinced that the country needs to develop a mechanism of additional financing of its Naval Forces.

In President’s opinion, each region of Ukraine should support Navy. "To form deserved Navy is a task not only for Defense Ministry, but for the whole nation. Each territory should find its method to support Naval Forces," said Yushchenko.

According to the head of the state, the idea of public care of Ukrainian Navy is also supported by the government.

"The main thing is to find a formula of additional financing for Naval Forces," said President, having added that these means should be also used for development of Naval Forces of Ukraine in general, including satisfying of military men’s social needs.

President also pointed out the necessity to reform National defense and security system of Ukraine, including Naval Forces.

“Capital Express” connects Moscow and Kiev

Today the presentation of "Capital Express," high-speed railroad connection between Kiev and Moscow has taken place in Kiev Central Railway Station. The train will bring passengers to Moscow in 9,5 hours instead of 14 hours.

The following authorities took place in the presentation: Evgeny Chervonenko Minister of Transport, Vladimir Borisov Deputy Mayor of Kiev.

During the presentation there was a space bridge with Moscow.

Chervonenko accorded a thank to Russian colleagues for cooperation and added that "we have rails of equal size."

A Ukrainian has brought a charge against President of Ukraine

On July 30 Vladimir Kolesnichenko, the automobilist-lawyer complained the act of President of Ukraine "On liquidation of Traffic Police in Ukraine" in Pechersk District Court of Kiev.

Kolesnichenko demands to abolish presidential act because he reckons it to contradict the Constitution of Ukraine.

In particular he stated that Verkhovna Rada of Ukraine is the single legislative body in Ukraine. That is why such actions are covered by its competence.

"The act directly influence traffic situation in Ukraine," mentioned Kolesnichenko.

We remind that on July 20, President of Ukraine substituted Traffic Police by State Service of Security Traffic.

Defense Ministry of Ukraine: Israel did not demand anything from us

Defense Ministry of Ukraine refutes the report about Israel’s demands concerning return of 12 cruise- missiles X-55 from Iran to Ukraine.

As reported in the press-service of Defense Ministry, this topic was not discussed during the visit of Minister of Defense Anatoly Gritsenko to Tel-Aviv on July 24-26. The question was about general measures of security strengthening in the region and deepening of cooperation between Defense departments of Ukraine and Israel.

"All reports concerning the return of cruise-missiles from Iran are provocative ones and are aimed to worsen relationships between Ukraine and countries of Near-Eastern region," says the statement of Defense Ministry.

As a reminder, Israel has asked the government of Ukraine to demand that Iran return 12 long-range cruise missiles purchased during the tenure of the previous Ukrainian government via arms dealers whom the current government claims were acting illegally.

The issue was raised during Ukrainian Defense Minister Anatoliy Hrytsenko’s visit to Israel last week, Haaretz.com reported.

However, Ukraine has not yet responded to Israel’s request, and it seems doubtful that Iran would agree to return the missiles in any case.

Ukrainian volleyball players won in International tournament

IV International beach volleyball tournament "Ukrzernoprom – Challenger 2005," which took place in Kiev on July 27-31, has ended with the victory of Ukrainian sportsmen, ForUm’s correspondent reported.

Sportsmen from Ukraine, Australia, Byelorussia, Brazil, Kazakhstan, Canada, Latvia, Poland, Finland, Russia, Croatia and other countries participated in the tournament.

International Beach Volleyball Federation (FIVB) marked professional level of Ukrainian sportsmen and quality of tournament organizing. Therefore, Ukraine has grounds to count on holding the future volleyball tournaments of OPEN class.

American attoney considers Kolesnikov’s guilt was faked-up

Richard Hibey, American attorney of Boris Kolesnikov reckons that evidences of Kolesnikov’s guilt were faked-up. He stated it in the press conference. The dismissal of Andrey Fedur, previous attorney of Kolesnikov confirmed Hibey’s opinion.

According to Hibey, the proofs of Kolesnikov’s guiltlessness are "logically based and chained with one another." "The investigators’ wreck colliding with evidences of his guiltlessness," added he.

For the present time Kolesnikov’s freedom depends on "whim of government." Richard Hibey also states that there is not independent justice in Ukraine for now.

"In Ukraine the judges constantly fail to maintain constitutional rights of offenders, do not demand report of public prosecutors on conduct of criminal cases and meet their obligations concerning the Constitution of Ukraine during investigation and accusation procedures," stated attorney. The Constitution of Ukraine does not need to be changed, but strongly needs to be obeyed, Hibey added.

He jokes that prosecutor’s logic is following: Kolesnikov must be imprisoned for five months more in order to examine evidences of his guiltlessness.

In response to the question who is his employer, he did not call the name but said that he was engaged by FC "Shakhtyor."

Richard Hibey stated that neither he nor his American colleagues have qualification to represent Kolesnikov’s interests in the court.

We remind that General Prosecutor’s resolution of July 21, 2005 dismissed Andrey Fedur who represented Boris Kolesnikov in the court.

Kiev claims to the title “European capital”

Kiev is nominated for the honorary title "European cultural capital – 2010," as reported in the press-service of the Kiev city state administration.

In particular, Kiev mayor Alexander Omelchenko signed a decree, which approves measures on preparation to awarding the title "European cultural capital – 2010."

An organizational committee has been formed and its staff has been approved. The committee is headed by Omelchenko.

The Main Department of culture, arts and cultural heritage protection of the Kiev city state administration jointly with International Liaison Department is charged with preparation of documents and application for awarding Kiev with the honorary title "European cultural capital – 2010."

Besides, considering the state budget for 2010, the Main Department of culture is charged to provide for expenses, connected with the preparation to the awarding.
