Kuchma is going to reconstruct “Suzirya”

"Ukraina" Fund, headed by the ex-president of Ukraine, Leonid Kuchma, will help to reconstruct the teaching and sanitary complex "Suzirya" in Chernigov region.

In particular, today Kuchma has visited Chernigov region and observed the recovery work of "Suzirya" complex.

"Ukraina" in collaboration with Ukrainian Youth Aerospace Union (UYAU) "Suzirya" plans to work together on this project. Nowadays UYAU invests the repair and accomplishment of the territory, the stadium and the medical center "Suzirya" building.

Kuchma also visited boarding school in Chereshenky village. The children of two neigbouring villages study there. The honorable member of UYAU "Suzirya", Leonid Kuchma, presented the pupils with the school bus.

“Ukrnafta” has instituted the case of peculation

The Office of Public Prosecutor of Kiev instituted the case according to the article 191, part 5 of the Criminal Code of Ukraine (the very large peculation).The subject of peculation is the natural gas of "Ukrnafta" public corporation. It happened as the consequence of the prevarication from the side of "Ukrtransgaz" subsidiary officials, the Office of Public Prosecutor press-cutting service informed.

557,725,697 billion cubic meters of natural gas mined by "Ukrnafta" public corporation were put into the underground storage of "Ukrtransgaz" subsidiary. The cause of it was the agreement about the storage of the natural gas between "Ukrnafta" public corporation and "Ukrtransgaz" subsidiary of "Naftogaz Ukraine" national joint-stock company, "UNIAN" reported.

The officials of "Ukrtransgaz" subsidiary peculated 400 billions cubic meters of natural gas in March, 2005. Besides, they perfectly knew the real owner of the natural gas. The peculation happened in the immediate underground storage.

The press-cutting service also informed that the investigation of this case is still continuing.

"Ukrnafta" pubic corporation is the biggest Ukrainian oil producing company. It produces 75% of oil and gas from the total volume of production in Ukraine.

"Naftogaz Ukraine" national joint-stock company has 50%+1 of "Ukrnafta" public corporation stocks, the rest 41% of the stocks are controlled by "Privatbank" group.

New facts in Gongadze’s case

The head of temporal parliamentary commission charged with the investigation of the murder of the journalist George Gongadze, Alexander Omelchenko, declared that the Commission has information about probable whereabouts of the journalist’s head. He said that this information has been delivered to General Office of Public Prosecutor and will be examined in the near future.

He refused to give any details concerning this case.

Besides, Omelchenko reported that it has been found and established the police car of the former head of Criminal reconnaissance Department of Ministry of Internal Affairs of Ukraine, the general Alexey Pukach.

Omelchenko specified that "the murder was committed in Byelotserkovsky district of Kiev region. Pukach throttled Gongadze. The head was cut before burial."

The head of the Commission asserts that it was found human blood marks in this car, which was used for transportation of Gongadze’s body. According to Omelchenko General Office of Public Prosecutor has already set the examination.

We remind, George Gongadze disappeared on September 16, 2000. On November the same year headless body was found in the forest of Kiev region. According to examination the body belonged to the journalist. Gongadze’s body has not committed to the earth until now.

Verkhovna Rada of Ukraine revised customs-tariffs on 54 items groups

Verkhovna Rada of Ukraine passed in the first reading the bill draft "About changes in Customs-tariff of Ukraine."

According to the minister of economy, Sergey Terekhin, the bill draft provides for reducing of preferential rates of entrance duty, establishment of full tax rates on a level with preferential ones, replacement of specific and combined rates by ad valorem duty on 54 items groups.

For example, entrance duty on soap is supposed to be reduced from 50% to 6.5%, on X-ray films – from 50% to 6.5%, on cattle skin – from 10% to 0%, on mink, beaver and fox fur – from 30% to 8%, on wood – from 10% to 0%.

300 people’s deputies voted for this bill draft.

Ruhrgas: delivery of gas through Ukraine became worse

The procedure of delivery of Russian gas through the territory of Ukraine became worse after the change of political power in the country. The member of directorate of E.ON Ruhrgas Jochen Weise declared about it on the meeting with Russian journalists in Essen.

He did not directly accused Ukraine of unsanctioned gas selection, but gave to understand that conditions of delivery of gas through Ukraine became worse after the president Victor Yushchenko had come to power.

The Ministry of Defense of Ukraine will publish the white-book

The Ministry of Defense started preparation the material for the white-book about the Armed Forces of Ukraine. The administration of the Ministry of Defense cutting-service informed about it.

The white-book will inform the society about the Ukrainian army: its activity, future trends of its development, its problems and the ways out for them. This is the one of the necessary elements of the democratic civil control of the Army of Ukraine. The wide experience of Great Britain, Canada, China, Poland, France, Turkey and lots of other states will be taken into account, informed "UNIAN."

The white-book will be a year-book considering the constant changes within the Armed Force of Ukraine. The first time it will be publish will be on December, 2005.

The main aspects of the Armed Forces activity will be revealed in this book. The white-book will be consisted of eight parts: "The Military Policy of the State," "The Role of the Armed Forces of Ukraine in the Military Policy of Ukraine," "The Characteristics and Status of the Armed Forces of Ukraine. The Priorities of its Development in the Nearest Future," "The Providing of Execution of the Tasks Facing the Armed Forces of Ukraine," "The Social and Humanitarian Policy and Information Activity within the Armed Forces of Ukraine," "The Utilization of the Useless Simple Armament, the Ammunition and the Impedimenta. The Realization of the Redundant Impedimenta," "The Financing of the Defense Needs," "The International Collaboration and the Peacemaking Activity of the Armed Forces of Ukraine."

Yushchenko is going to stabilize the petrol price

The president of Ukraine, Viktor Yushchenko, signed the act of Ukraine "About the introduced changes in several act of Ukraine concerning the stabilization of the oil product price." The presidential press-cutting service informed about it.

It should be remind that Verkhovna Rada of Ukraine passed the act of Ukraine "About the introduced changes in several act of Ukraine concerning the stabilization of the oil product price."

In particular, the act changes the act of Ukraine "About the excise rate and import duty for some groups of goods," and the act of Ukraine "About the customs-tariff." These changes introduce zero rate of the import duty on the high-octane petrol and diesel oil.

Ukraine to start negotiations with EU in September

The beginning of the negotiations about the simplification of visa regulations for some categories of the Ukrainians will start in September this year. Such forecasts were made by Benita Ferrero-Waldner, the commissioner of the European committee on foreign relations and the European neighborhood policy, MIGnews com.ua reported.

According to Mrs. Ferrero-Waldner, the question of the liberalization of visa regulations will be solved together with the problem of Ukraine’s signing up the contract about the re-administration of the citizens (the contract of transmitting the citizens, who live in the country illegally). "The negotiations about the liberalization of visa regulations will probably start in early autumn", said the representative of the European Union.

Ukraine appeals to the countries of EU to simplify visa regulations for the Ukrainians, first of all for the students, scientists, businessmen and journalists in order to activate the economic and cultural cooperation. At the end of  April Benita Ferrero-Waldner  called the countries of EU to hasten a process of simplification of visa regulations for the Ukrainians and said it was the key direction of solving the problem of  uniting the countries and stressed that the simplification is foreseen by the Plan of actions Ukraine – EU, signed up in February.

Before the summit Ukraine – EU, which is going to take place in October, Ukraine is going to start the official negotiations with EU about preparing of the agreement of simplification of visa regulations.
