Pre-school education can become obligatory in Ukraine

The minister of education and science of Ukraine Stanislav Nickolaenko considers necessary to introduce obligatory pre-school education, at least partially.
"There is a bill draft to make pre-school education obligatory at least during one year," said he on the press-conference, KID reported.

Nickolaenko also admitted that the worst situation with pre-school education appeared in Rovno region. Only 25% of children get pre-school education there, while the whole Ukrainian average index is 52%.

"Intelligence is being formed under the age of 5-6 years …We are loosing children," added the minister.

“Palace of Sport” will be examined by the General Office of Public Prosecutor

After the song contest "Eurovision – 2005" "Palace of Sport", where the contest will be held, General Office of Public Prosecutor will examine the building, declared the vice-prime minister on humanitarian questions Nickolay Tomenko.

He also admitted that after "Eurovision" "Palace of Sport" will work "for sportsmen, but not for exhibitions."

Litvin: Petrol deficit is a common problem of the power

The chairman of Verkhovna Rada of Ukraine Vladimir Litvin is sure that the parliament should influence the situation, appeared on the oil product market.

According to him petrol deficit is a common problem of the power: "All of us are responsible…People do not differentiate between the government and Verkhovna Rada – it is the problem of the power."

The chairman of VR reminded that today, during the Conciliatory council of leaders of factions and parliamentary groups, it was proposed to listen to information of the government concerning the petrol deficit tomorrow, on May 17. He expressed a hope that the parliament would support the governmental bill draft concerning settlement of the situation on the oil products market. (The parliament asks Verkhovna Rada to pass the bill draft about abolition of import duty and all taxes, except VAT, on light oil products – ed.).

Bill payable of Ukraine exceeds bill receivable

Bill payable of Ukraine exceeds bill receivable

On April 1, 2005 the bill payable of Ukraine formed 411,802,9 billions, the bill receivable – 319,855,2 billions UAH. It was said by State Committee of Statistics of Ukraine. According to it past-due bill receivable is equal to 71,121,1 billions UAH, past-due bill payable – 88,643,2 billions UAH.

The receivable bill of Ukrainian enterprises and institutions made 300,357,5 billions, the payable one – 366,930,9 billions UAH. Also the State Committee of Statistics specified that the bill receivable by the goods, jobs and services amounted 164,700,3 billions, by bills of exchange – 14,353,4 billions UAH, by budget – 15,781,1 billions UAH, by internal payments – 23,993,7 billions UAH, the other current debts – 81,529 billions UAH, reported "UNIAN."

The payable bill by the goods, jobs and services amounted 182,156,8 billions UAH, by  bills of exchange – 37,491,4 billions UAH, by budget – 21,028,4 billions UAH, by internal payments – 36,944,9 billions UAH, by the insurance – 2,880,8 billions UAH, by the wages – 5,205,6 billions UAH, the other current debts – 77,223 billions UAH.

The State Committee of Statistics informed that the bill receivable by the subjects of economical activity of Commonwealth of Independent States and Baltic states in the period from January 2005 till March amounted 4,968,7 billions UAH, the bill payable – 18,555,7 billion UAH. The bill receivable by the subjects of the economical activity of the other countries formed 13,529 billions UAH, the payable one – 26,316,3 billions UAH.

On March 1, 2005 the bill payable of Ukraine amounted 397,264,2 billions UAH, on January 1 – 395,132,5 billions UAH, the receivable one – 314,831,2 billions UAH, on January 1 – 312,784,2 billions UAH.

Panic on Ukrainian filling stations

The Ukrainian car-drivers have been in panic for several days. Those, who cannot manage without a vehicle, should put up with huge lines at filling stations in order to fill up with petrol. Many car-drivers are certain that either today or tomorrow Ukraine is due to be left without petrol. The government considers that the main cause of it is the cessation of oil deliveries from Russia, MIGnews.com.ua reported.

The government’s head Julia Timoshenko has blamed Russian Federation for having blocked the delivery of oil products within last 5 days, however, all the contracts have been already paid by Ukraine. "Russia makes us to find untraditional solutions", the premier stated.

Nonetheless, the oil companies have an excuse: according to them, the deficit became the cause of the decrease of oil refinery in April due to the stoppage of Lisichansky and Khersonsky oil refineries in connection with scheduled repairs.

Cabinet of Ministers has increased the limit retail prices for fuel and offered to develop the formula for the calculation of prices for oil products subject to the world prices for oil. However, this decision appeared to be out-of-date as many filling stations have ceased to sell particular brands of fuel, and above all the most popular ones A-92 and &#-83;95. Many filling stations hold sales upon cashless settlement, while others do not sell petrol at all.

Verkhovna Rada invites Prosecutor General to give report

The speaker of Verkhovna Rada of Ukraine Vladimir Litvin declared that it is not inconceivable that the tribune of VR will be blocked due to persecution of representatives of the former power by the new one, in particular, Ivan Resak, the governor of Transcarpathian region, ForUm’s correspondent reported.

Litvin also admitted that on Conciliatory council it was decided to address the Prosecutor General Svyatoslav Piskun with the request to release Ivan Risak.

Besides, the speaker declared that Piskun will be invited to Verkhovna Rada on the meeting of Conciliatory council of the parliament with the representatives of Cabinet, where it is planned to listen to Piskun’s report concerning situation with Ivan Risak.

Yushchenko promises to ratify the 14th Protocol of Euroconvention

Ukraine intends to join to the Group of State against the Corruption. The President of Ukraine, Viktor Yushchenko said about it, coming out on the plenary session of the 3rd  Summit of EC-Council heads of states and governments.

According to his words, the new Ukrainian power declared the war against the corruption and wishes to win by all means including the legal mechanisms created by the Council of Europe, reported "UNIAN."

As used here, mentioned Yushchenko, Ukraine ratified the Civil Convention against the Corruption and is going to join the Group of the States against the Corruption.

He also pointed to the fact that Ukraine considers the European Court to be the effective mechanism of protection of human rights and advocates the further increase of its role.

The head of Ukrainian state mentioned, that in the nearest future Ukraine is going to ratify the 14th Protocol of the European Convection of Protection of Human Rights and Freedoms. "It is going without saying, that Ukraine will meet its obligations, which were shouldered under the joining the Council of Europe," added Yushchenko.

Yushchenko does not want the formation of “two Europes”

During his speech on the 3rd Summit of EC – Council heads of state and government the president of Ukraine Victor Yushchenko expressed a hope that the continent would avoid the formation of "two Europes."

"I believe we will avoid the formation of two Europes, together we will not allow new division of our continent," admitted Yushchenko.

The president underlined that Ukraine sees its future in united Europe, and the only way to it is application of European social, economic and political standards to Ukraine.

"Eurointegration gives new chances for education, cultural exchange, informational access, success in scientific researches." At the same time he pointed out importance of free travel round Europe for Ukrainian citizens.

In his speech Yushchenko admitted that millions of Ukrainians associate Council of Europe with democracy, and citizens of Ukraine are close to the aims, proclaimed by Council of Europe.

The president of Ukraine thanked the representatives of Council of Europe, especially Parliamentary Assembly, for its support of the holding of honest election in Ukraine in 2004.

Yushchenko declared that "orange revolution" and actions of Ukrainians during revolution proved the fact that "common European values of liberty and dignity live in heart of the Ukrainian people."
