Yushchenko disapproves whole-Ukrainian referendum of political reform

The president of Ukraine, Victor Yushchenko, did not support the idea of the state secretary Alexander Zinchenko concerning referendum of political reform.

"Everything must be done clearly. But we turned the political reform into "a black cat". Ones consider this decision appropriate, others – on the verge of political correctness," said Yushchenko in an interview to "Ukraina moloda" (Young Ukraine).

Speaking about adoption of political reform, Yushchenko admitted that "there was no other decision – the main aim was to prevent civil conflict."

We remind, Verkhovna Rada of Ukraine brought changes into Constitution of Ukraine on December 8, 2004. According to political reform Ukraine became a parliamentary-presidential republic.

Changes in Constitution come into force on September 1, 2005.

On April 15 the state secretary Alexander Zinchenko declared about practicability to perform a whole-Ukrainian referendum "of some questions of political reform." According to Zinchenko, he considers the changes in Constitution, provided for by the political reform, "imperfect."

Ukraine has deficit in foreign investors

Ukraine has deficit in foreign investors

Promises of the Government to bring foreign capital to domestic economy turned into strange contradictions in Customs legislation and resolutions of the National Bank.

As Mikhail Sirota, the leader of Trudovaya party (Labour party), said, inflow of foreign investments was stopped due to demand of paying taxes for those investments made by would-be investors, DVC reported.

"They are demanded with additional money because they want to invest into our economy. You can come across with this nowhere in the world. There are no internal investment resources in Ukraine; Ukrainian capital is not formed as it is. It should be noted that Ukrainian bank capital is not only weaker than European, but weaker than Polish, Lithuanian and Russian", – Sirota stressed.

Most surprising is that first changes hit domestic manufacturers, though it was planned to back up them, first of all. For example, the Government resolved to struggle against high prices for meat by having imported more that one million ton of meat under 10% import duty and 20% of VAT. However, many analysts regard the large-scale intervention as liquidating of domestic livestock farming, as he noted.

"There is no a united program and a united team, and this does not promote economical grow ", – he states, – "Worsening of economical situation will become a very appreciable impact upon the Power’s authority, and achievement of economical stability is impossible when  united objectives and united officials are unavailable".

In particular, Terekhin has underlined that the Russian government motivates its position by the fact that the establishment of the free-trade zone should be considered as one of the stages within much closer integration of SEA member-countries, "up to introduction of the sole currency ".

Recently Mr. Terekhin confirmed the Ukraine’s interest in SEA participation along with Russia, Byelorussia and Kazakhstan. Meanwhile, the minister has pointed out that Ukraine regards its membership in SEA only within the free-trade zone establishment. On 24 January Mr. Yushchenko stated that Ukraine wished to preserve its right of integration in other markets over SEA formation.
