Parliament “does not give a damn” for political persecutions

On the repeated voting Verkhovna Rada of Ukraine did not support the suggestion to form a temporal investigative commission charged with examination of circumstances of detaining the head of Donetsk regional council, Boris Kolesnikov, removal of Ruslan Bodelan from the post of the mayor of Odessa and other facts of violation of human rights.

Having mounted the platform after the session, the member of Social Democratic Party of Ukraine (united), Nestor Shufrich, declared that scores of workers were dismissed for reasons of policy, as they did not vote for Victor Yushchenko. Shufrich said that if the parliament forms an investigative commission, it will be possible to tell about all violations of human rights in the country.

During the voting a conflict happened between the leader of the faction "Nasha Ukraina" (Our Ukraine), Nyckolay Martinenko, and Nestor Shufrich, who tried to vote for the deputies of People’s Party.

Moroz signed a treaty with Social Democrats

Today the leaders of Socialistic Party of Ukraine (SPU) and Social Democratic Party of Russia (SDPR), Alexander Moroz and Vladimir Kishenin, signed a treaty about co-operation and partnership between the parties.

According to Kishenin, the aim of the treaty is to strengthen relationships between Ukraine and Russia, and to build more dynamic co-operation. He pointed out that Ukraine and Russia “are doomed” to co-operation in the sphere of economics and politics.

In response to the question why SDPR signed a treaty with SPU, but not with Social Democratic Party of Ukraine (united), Kishenin said: "I like stable people and stable point of view". Kishenin refused to further comment the leader of SDPU (u) Victor Medvedchuk.

Verkhovna Rada of Ukraine declared war to smokers

People’s deputies of Ukraine adopted the law, which forbids producing tobacco products, which do not satisfy marking requirements, ForUm’s correspondent reported.

This law forbids selling tobacco products and related goods to persons less than 18 years-old, and also tobacco products which do not have medical warning about their harm on a package.

According to the adopted law, advertising of tobacco products on radio, TV, printed editions for children and youth, cinema, theatre, and also advertisement on billboards, screens, building fronts and posters is also forbidden.

The law provides for that owners of public institutions must grant to smokers no more than 50% of space of these public institutions.

Law breakers will pay a fine from 50 gryvnas to 50 thousand gryvnas, depending on degree of gravity.

241 people’s deputies voted for this law.

Oil traders asked Timoshenko for meeting

On today’s press-conference representatives of Ukrainian oil market promulgated the appeal to the prime minister of Ukraine, Julia Timoshenko, concerning government’s attempts to set a price control on the oil market, ForUm’s correspondent reported.

The statement says that heads of executive power did not represent the full information about reasons of price increase on oil products to Timoshenko, which provoke the administration to the conflict with oil traders.

Representatives of companies also declared that they are ready to execute all governmental decisions and to provide all Ukrainian consumers with oil products at a reasonable price. However, further administrative interference into oil market can result in total disbalance.

Oil traders asked Timoshenko for meeting with her and governmental experts.

What is going on in Verkhovna Rada of Ukraine? Deputies refuse to examine any propositions

People’s deputies of Ukraine did not support an initiative of Social democratic Party of Ukraine (united) and Party of Regions to create a temporal commission charged with investigation of "Kolesnikov’ case".

Only 221 deputies, in view of 226 necessary voices, voted for this proposition, ForUm’s correspondent reported.

Deputies also refused to examine this case later during the day, as a result of which parliamentary members of "Regions of Ukraine" and SDPU (u) blocked parliamentary tribune.

The people’s deputy Taras Chornovil once again pointed out that "Kolesnikov’s case" is a political one.

Grigory Omelchenko (the head of the parliamentary commission charged with the investigation of the Ukrainian journalist’s, Georgy Gongadze, murder) offered to examine the report of temporal investigative commission of Verkhovna Rada about the results of investigation of "Gongadze’s case".

People’s deputies did not support this initiative also. Only 184 deputies, in view of 226 necessary voices, voted for this proposition.

Kiev officials earn additionally by the dead trade

The Main Department of Security Service of Ukraine charged with fight with corruption and organized crime exposed the criminal group of government officials of Minister of Health of Ukraine, who were engaged in illegal impressments of bone tissues from the dead donors.

During several months the criminals were gathering samples of conjunctive and bone tissues without permission of relatives of the dead. The tissues were exported abroad as goods made on commission for producing implants of the type “tutogen”, which is widely used in traumatic surgery and has a high market price.

According to the article 16 of Law of Ukraine "About transplantation of organs or other anatomic human materials", impressments of anatomic constitutions, tissues, their components and samples from the dead donor is possible by approbation of husband or wife, relatives, who lived with the dead till the death. Besides, impressments of anatomic human materials should not cause disfigurement of a body.

Kiev prosecution brought a criminal action according to the article 143, part 1 of the Criminal Code of Ukraine (violation of statutory order of transplantation of organs or tissues).

New witnesses in “Gongadze’s case”

Grigory Omelchenko (the head of the parliamentary commission charged with the investigation of the Ukrainian journalist’s, Georgy Gongadze, murder) declared that there are four new witnesses in connection with this case.

According to Omelchenko, he met with these witnesses, who promised to give evidence if the law machinery provides them with security. One of the witnesses allegedly keeps the part of Melnichenko’s records related to Gongadze’s murder, "Gareta.ru" reported.

Omelchenko also asserts that General prosecution is ready to listen to their statements and to change biographical particulars in order to indemnify their lives.

Yushchenko convokes extraordinary meeting with Piskun and Lucenko

Today, April 19, the president of Ukraine Victor Yushchenko will conduct a meeting on which the questions about work of law machinery and necessity to reform judicial system will be discussed, the perss-service of the president reported.

The general prosecutor, Svyatoslav Piskun, the chairman of Supreme Court, Vasily Malyarenko, the minister of internal affairs, Yurii Lucenko, the head of State Department charged with sentence execution questions, Vasily Koshchinets, the head of Security Service of Ukraine, Alexander Turchinov, the minister of Justice, Roman Zvarich, and authorized person charged with human rights, Nina Karpacheva will take part in the meeting.

The president’s decision to convoke the meeting is caused by increasing of quantity of citizens’ claims .

Yushchenko declared that every forth letter to the Secretariat is concerned problems in law-enforcement bodies. People complain of judicial red tape, violation of human rights, police misconduct.

"Every day I talk to tens of citizens, who come to Secretariat and appeal to the president as to the last hope. Thus, we need to conduct a serious analysis of law machinery work," pointed out Yushchenko.
