Justice ministry publishes anti-corruption report

The Ministry of Justice placed on its official website the first annual report on the results of interventions to prevent and combat corruption in this country, Justice Minister Oleksandr Lavrynovych said.

“The Justice Ministry prepared its report based on the information received from ministries, other central executive authorities, the Council of Ministers of the Autonomous Republic of Crimea, local state administrations and authorized entities in the sphere of combating corruption,” the Minister said, UKRINFORM reports.

The report displays statistics on the performance of authorized agents in the field of combating corruption. In particular, it provides the statistics of criminal cases on corruption charges, investigated cases, the amount of losses caused by corruption offenses. It also outlines most corrupt areas and categories of public servants, who are most often prosecuted for corruption offenses and the like.

The report summarizes the results of anti-corruption expert examination of draft legal acts. In particular, factors that lead to including corruption-support provisions into regulations have been analyzed.

Party of Regions: Reformation of oil and gas sector of Ukraine meets requirements of European Energy Charter

Head of the Party of Regions parliamentary faction Olexander Yefremov says that with the adoption of the law on reforming the oil and gas sector Ukraine has fulfilled its obligations to the Council of Europe in the framework of the Energy Charter. He said it on Friday, April 13, during the briefing in the Verkhovna Rada.

Olexander Yefremov told a briefing that the parliamentary majority made concessions to the opposition and took the bill of the MP from the “OU-PSD” Yuriy Karmazin as a basis for the given law.

“In its second reading the law has not practically changed. The adopted variant allows fulfilling promises Ukraine gave to the Council of Europe regarding the division of transportation, production and sale of gas under the Energy Charter Treaty,” the MP emphasized.

President allowed higher education facilities to manage earned money

On April 12, at a meeting with creative intellectuals in Lviv, President Viktor Yanukovych was addressed by rectors of Lviv higher education facilities with a request to sign into law the bill on making changes to the Law on “Public Procurements” to simplify procurement procedures for universities and research facilities. According to the requestors, they were informed that the President had been approached with offers to veto the bill.

On April 13, President Viktor Yanukovych has signed the bill in question into law, which in particular allows higher education facilities to use the money that they earn for their development.

German doctors arrive in Kharkiv to examine Ukrzaliznytsia hospital

Two doctors from the Berlin-based Charite Clinic have arrived at Kharkiv International Airport on a flight from Vienna to examine the conditions in Ukrzaliznytsia’s hospital, in which former Ukrainian Prime Minister Yulia Tymoshenko will undergo medical treatment, UKRINFORM reported.

“It’s an official visit. We were asked to provide recommendations about the possibility of Yulia Tymoshenko’s treatment in this hospital. We will visit it today. We are also planning to see Tymoshenko, and we received the permission for that,” Director of the Charite Clinic Charite, Professor Karl Max Einhaupl, said.

He said that today he and his colleague, Professor Norbert Haas, still cannot make definitive conclusions about the possibilities of the hospital in Kharkiv and that it will take several days. German doctors are planning to analyze the information they get and prepare a written report to the Ukrainian authorities and Tymoshenko.

“But we are not planning to disclose our conclusions on Tymoshenko’s health for journalists: there’s the concept of medical privacy and medical ethics,” the professor said.

German doctors will leave Kharkiv on Saturday morning.

US urges Ukrainian authorities to release former Acting Defense Minsiter Ivashchenko

The United States expressed concern over the conviction of former Acting Ukrainian Defense Minister Valeriy Ivashchenko and called upon Ukrainian authorities to release him, the U.S. Embassy in Kyiv said in a statement on Friday.

“With respect to the conviction of former Acting Defense Minister Ivashchenko, we are deeply disappointed in this latest example of selective justice in Ukraine and call for his release, particularly given the state of his health after 18 months in pre-trial detention,” the statement reads.

As a reminder, Ivashchenko has been sentenced to five years of imprisonment, has been deprived of the status of the second rank state official and has been banned from holding administrative and executive positions in institutions and enterprises of all forms of ownership for three years.

Ivashchenko was charged with abuse of office in November 2009. According to the Prosecutor’s Office he signed a financial readjustment plan regarding the sale of the integrated property complex of the state-owned Feodosiya Shipbuilding and Mechanical Plant (Crimea).

President Yanukovych simplified the withdrawal procedure from a party

President of Ukraine signed a law, which simplifies the procedure of suspension of party membership or complete withdrawal from a party, President’s aid Maryna Stavnichuk told a briefing, ForUm correspondent reports.

“The President signed the amendment, which changes the law on political parties. The new law regulates the procedure of suspension of party membership or complete withdrawal from a party,” the official said.

Stavnichuk explained that before a party member needed a permission of his party leadership to suspend the membership or to leave the party. “The new law stipulates that party membership is suspended or cancelled from the day of submitting a corresponding application and this procedure does not need any additional decisions,” the President’s aid added.

President welcomes adoption of new Criminal Procedure Code

President Viktor Yanukovych welcomes the fact that the Verkhovna Rada has passed the new Criminal Procedure Code.

“The new Code substantially strengthens the protection of citizens. We have now introduced the equality of rights of prosecution and defense to the legal field of Ukraine,” the President said.

Viktor Yanukovych also noted that the passed Code would be re-submitted to international experts for checking if the amendments made to it by MPs are in line with modern democratic standards. After that, the President said, he would sign it into law.
