Prosecutor General’s Office: UESU case to be sent to court in next few days

The case on the debt of the United Energy Systems of Ukraine (UESU) corporation will be sent to court in the next few days, Ukrainian Deputy Prosecutor General Yevhen Blazhivsky has said, UKRINFORM reports.

“Today, defendant Tymoshenko was handed all copies of the materials of the criminal case in 71 volumes. In February, she was handed the electronic version of the case so that she could have the opportunity to examine [the case],” he said.

Blazhivsky said that the maximum period for the transfer of materials to court was five days, but the prosecutor’s office does not plan to delay this, so the case will be sent to court in the near future.

As UKRINFORM reported, Tymoshenko is accused of organizing tax evasion, theft and attempted theft of budget funds through illegal VAT refunds, official forgery and the evasion of income tax during her stay as head of the UESU corporation in the mid 1990s.

This case was filed against the ex-prime minister in October 2011, shortly after she was sentenced to seven years in prison for abuse of office when signing a gas agreement with Russia.

Shakhtar appeals goalkeeper Rybka doping suspension

Shakhtar Donetsk have appealed to the Court of Arbitration for Sport to overturn the two-year doping suspension of goalkeeper Olexandr Rybka, the Ukrainian club’s chief executive Sergey Palkin said Wednesday, according to RIA Novosti.

European football’s governing body UEFA handed the maximum penalty to the Ukraine international in January after he tested positive for a banned diuretic following a November league match against FC Karpaty.

UEFA’s appeals committee has since refused to reduce the term and requested that FIFA extend the sanction to worldwide competition.

“Our next step is the Lausanne court. We have already lodged an appeal,” Palkin said of global sport’s highest court.

He added that UEFA sources had told him the CAS may hear the case in the next two months, meaning if the decision is overturned Rybka would be eligible for Euro 2012, which Ukraine is co-hosting with Poland.

UEFA has not officially disclosed the substance found in Rybka’s samples, but Palkin said it was furosemide, a diuretic typically used to treat sufferers of congestive heart failure, and which makes other illegal substances harder to trace.

“In terms of professionalism Rybka did not behave properly,” Palkin said. The club contends that the diuretic could not have affected Rybka’s performance because he took it after the match.

Rybka, 24, has played 25 Ukrainian league and Champions League games for Shakhtar since joining from Obolon Kiev last summer, and was a member of the Dynamo Kiev side that won the 2007 Ukrainian title.

He has two caps for Ukraine and last played for the national team against Germany in November, and had widely been tipped to feature in the Euro 2012 Ukraine squad.

PACE representatives denied meeting with Yulia Tymoshenko

The Penitentiary Service of Ukraine has refused the request by Mailis Reps and Marietta de Pourbaix-Lundin, PACE co-rapporteurs on Ukraine, to meet with former Prime Minister Yulia Tymoshenko in the Kachanivska prison in Kharkiv, Tymoshenko’s official website reports.

The PACE co-rapporteurs expressed concern over the Ukrainian prison service’s denial.

As reported, PACE President Jean-Claude Mignon had earlier said that he will soon request a meeting with Yulia Tymoshenko. “I will prepare the request soon. The Ukrainian foreign minister tried to reassure me of the conditions of Yulia Tymoshenko’s detention and her health,” he said.

“I was told that she is being held in a three star prison. If this prison is so comfortable, then, of course, I should be able to visit,” he explained.

MEP: EU-Ukraine association agreement sabotaged

The signing of the association agreement between Ukraine and the EU was sabotaged, and both sides should assume the responsibility for this.

MEP Marek Siwiec (Poland) announced this at a conference entitled “Next Steps in Ukraine’s EU Integration” in Brussels on March 27, UKRINFORM reported.

“It happened that this project was sabotaged. The situation is currently not optimistic. A lot of people in the EU and in Kyiv are satisfied with this situation,” the Polish politician said.

According to the MEP, “if the parties failed to cope with this task, then it’s their mutual fault.” “I think that the responsibility lies on both sides. We cannot that 100% of the responsibility lies with [Ukrainian President] Viktor Yanukovych. Because, frankly speaking, some people here in Brussels are not very eager to bring [Ukraine] closer [to the EU] and they do not promote this,” Siwiec said.

He noted that the only way to unblock the political dialogue between the parties was to hold fair and democratic parliamentary elections in Ukraine in October 2012. “There will be no progress in Ukraine without honest, transparent and fair elections in Ukraine. Therefore, I do not expect any breakthroughs before October,” Siwiec said.

At the same time, the politician praised the efforts of the current Ukrainian government, which managed to ensure the speedy completion of negotiations on the association agreement with the EU.

As earlier reported, on December 19, 2011, Ukraine and the EU completed negotiations on the association agreement, including the creation of a deep and comprehensive free trade area. The text of the document is to be initialed in Brussels on March 30, 2012. The procedure then foresees the signing of the agreement and its ratification by the national parliaments of EU member states, the European Parliament and the Verkhovna Rada of Ukraine.

Cabinet proposes to set minimal prices for milk

Soon the cabinet will submit a draft bill on minimal prices for agricultural production, deputy Agrarian Minister Mykola Bezugly told a briefing in the Cabinet, ForUm correspondent reports.

The official noted that only a legislative act can solve the problem of price stability for agricultural products, milk in particular.

Bezugly told that for today the law allows administrative regulations only for sugar, while prices other agricultural products are controlled by the market.

“The draft bill on minimal price provides that prices for agricultural products cannot be lower than the prime cost plus small profit percent,” the official said.

Budget of sowing campaign lacks UAH 8.5 billion

The deficit of the sowing campaign budget makes 8.5 billion hryvnias, deputy Agrarian Minister Mykola Bezugly told a briefing in the Cabinet, ForUm correspondent reports.

The official specified that the sowing campaign needs 36 billion, while agrarians have only 27 billion. According to Bezugly, it is planned to get lacking 8.5 billion from bank loans and from agricultural processors.

He added that due to bad weather conditions agrarians have to reseed more than three million hectares, which is 22-23% more expenses comparing to 2011.

The official also told that before May 15 the government plans to complete paying subsidies to agrarians for reseeding of winter crops. “For this purpose the Cabinet has allocated 300 million hryvnias,” he said.

Agrarian Fund to purchase a million tons of wheat

The Agrarian Fund will purchase one million tons of wheat to prevent the price rise for bread and flour products till the year end, deputy Agrarian Minister Mykola Bezugly told a briefing in the Cabinet, ForUm correspondent reports.

The official explained that such measures are needed due to foreseen fall of the wheat whole yield of this year twofold comparing to the last year. Bezugly specified that at the worst scenario it is expected to harvest 10-12 million tons of wheat and at the best one – about 14-15 million tons.

Speaking about grain export, the official noted that this year export of wheat will reduce, while export of corn and barley will increase. “At the worst scenario we will export 4-5 million tons of wheat, and at the best one – about 8-10 million tons,” he summed up.

President: Russia ready to cooperate with Ukraine in all areas

Russian Federation leadership confirms its readiness to cooperate with Ukraine in all directions, President Viktor Yanukovych told Ukrainian journalists in Seoul. “President Medvedev has confirmed that the work has started and there is political will,” said Viktor Yanukovych, presidential press office reports.

According to President Yanukovych, a meeting of the Intergovernmental Ukrainian-Russian Commission is scheduled for late-May. “We will try to solve the remaining issues in this short period of time,” he said.

When asked about the prospects of establishing a gas transportation consortium, Viktor Yanukovych said that Ukraine is now waiting for the gas transportation system value assessment. “When we have it, we will talk about it,” the President said.
