President demands police enhancing efficiency of fighting corruption

President Viktor Yanukovych demands the police to enhance the efficiency of fighting against corruption and service activity abuses, he said at today’s celebration of Police Day, ForUm learned from the presidential press office.

According to the President, the police should pay particular attention to combating crimes that cause “washout” of budget funds. “The police have become a reliable defender of the state’s interests in combating economic crime. Budget funds must be safe from theft and waste,” Viktor Yanukovych said.

Other important tasks of the police according to the President are fighting organized crime, drug trafficking, etc. The drew attention to the significant positive results of the measures to counter drug trafficking introduced last year. This year, the President said, 51,000 crimes in this area were uncovered, 285 international drug trafficking channels were eliminated, and over 9 tons of narcotics were seized.

“I put a task before the police to continue fighting this evil initiatively and rigorously. Please, remember that our people’s health depends on you,” stressed the President of Ukraine.

Yanukovych promises to bring law enforcements bodies of Ukraine to European standards

Ukrainian police needs to be modernized to the best European standards and this is one of the most important tasks of the reforms program in our state, President Viktor Yanukovych said at today’s celebration of Police Day, ForUm learend from the presidential press office.

“The strategic goal of the reform is gradual transformation of the Ministry of Interior Affairs into a law enforcement agency of European standard, which protects the rights, honor, dignity, and interests of citizens and the state,” he said. The President added that it also means strengthening the preventive work of law enforcement agencies, especially in the area of combating child and youth crime.

Viktor Yanukovych drew attention to the importance of preparing decent staff for police service. “Lawful and professional behavior should be encouraged,” he said.

One of the priorities of police, he said, should be the investigation of crimes against persons. “The burden of this work relies on the criminal investigation unit. Therefore, the status of their employees should be increased,” he said.

The President also noted the need for a qualitatively new approach to the organization of pre-trial investigation and actual procedural independence of investigators.

“I am convinced that improving staffing policy and strengthening the control will lead to qualitative changes for the better,” Viktor Yanukovych stressed.

Existing wording of land law will create cast of speculators on market – Ukrainian Agribusiness Club

The existing wording of the law on land will create a cast of speculators on the market, President of the Association Ukrainian Agribusiness Club Alex Lissitsa has said.

“The law, which was adopted in the first reading last week, will create two players on the market: Ukrainian citizens and the state. This means that Ukrainian citizens may purchase exclusively up to 100 ha of land and only those, having income declarations,” he told a business conference, according to UKRINFORM.

According to the Agribusiness Club President, this means that small holdings or individual economies, whose owners never in their life submitted a declaration about their incomes, will not be able to purchase the land respectively.”

Therefore, a kind of a cast of speculators will be set up, who will repurchase by 100 ha of land and let it on a lease to large agricultural companies,” Lissitsa said.

As it was reported, December 9, the Parliament made its first step towards the land sale since 2013, having adopted in the first reading the revised law “On the Land Market.”

According to the document, land buyers may be only citizens of Ukraine and the state. It is envisaged that one person may purchase no more than 100 ha of land. Setting up of the State Land Bank is also envisaged.

The opposition did not vote for the document. As OU-PSD Deputy Anatoliy Hrytsenko said, this law will never set up any “market,” all the land will be purchased by several well-known families.

In total, in Ukraine there are over 60 million ha of lands, including 41.8 ha of farm lands, out of these, the arable land makes up 33 million ha.

President to police: Work for a man, not for appearances’ sake

President Viktor Yanukovych has congratulated police officers and veterans on their professional holiday, celebrated in Ukraine on December 20.

The President pointed to the inadmissibility of police officers’ formal attitude to the job “Working for appearances’ sake by formal indices distorts the very essence of policing. My categorical requirement is that you must work for a man and for the sake of a man,” said Viktor Yanukovych, ForUm learned from the presidential press office.

He expressed the belief that citizens being well protected should be the determining criterion for the police. Indeed, he said, in the eyes of the people a policeman represents the state power hence they should reliable defenders.

Viktor Yanukovych emphasized the inadmissibility of even rare cases of violation of law by the police, such as corruption, personal violence, etc. “Such actions diminish the credibility of the state, undermine the credibility of the law,” he said.

“Every person must feel secure. The main thing is that everyone felt support and was sure that the state is protecting their lives and interests,” Viktor Yanukovych said.

On the occasion of Police Day, the President of Ukraine presented national decorations to the best of police officers.

EU-Ukraine Summit to focus mainly on political association and economic integration

At the 15th EU-Ukraine Summit, which is to take place in Kiev on 19 December 2011, Ukraine will be represented by President Viktor Yanukovych and the EU will be represented by Herman Van Rompuy, President of the European Council, and José Manuel Barroso, President of the European Commission, press release of the EU Council says.

The main focus of discussions at this summit is expected to be Ukraine’s reform agenda, linked to the jointly agreed goal of political association and economic integration standards between the EU and Ukraine.

Regarding political association, the agenda envisages discussion of the EU-Ukraine Association Agreement, and in particular respect for shared values including human rights, fundamental freedoms and the rule of law.

As for economic integration, the parties are to pay special attention to macro-economic stability, efforts to improve economic governance, in particular management of public finances, and the business and investment climate in Ukraine as well as energy issues.

On its part the EU also intends to raise the issue of mobility, including the latest developments regarding the implementation of the Action Plan on Visa Liberalisation, which was presented to Ukraine at the 2010 summit as well as regarding the negotiations on amending the 2008 Visa Facilitation Agreement.

As for regional and international issues, the Summit will focus in particular on the relations with Russia, including on energy, as well as relations with Belarus and with the Republic of Moldova.
“2011 marks the twentieth anniversary of Ukraine’s independence and the 25th anniversary of the Chernobyl accident, this gave both Ukraine and the EU a unique opportunity to reflect on the evolution of their relations and on the road ahead.

The European Union and Ukraine share common borders, extensive economic and trade relations, and a common cultural, linguistic and historic heritage. EU-Ukraine cooperation is built on a shared commitment to the rule of law, human rights, democratic principles and fundamental freedoms,” the press release says, ForUm learned from the press office of the Council of European Union.

Yanukovyhc: Euro-2012 is a "strength test" for Ukrainian police

Provision of security of citizens and guests of Ukraine during the EURO 2012 finals is a good test of effectiveness for the domestic law enforcement, President Viktor Yanukovych said at today’s events to celebrate Police Day, ForUm learned from the presidential press office.

“The most important strength test for the police will be the decent holding EURO 2012 in Ukraine. This requires, above all, multi-level communication at both internal and external level,” said Viktor Yanukovych.

The President expressed confidence that EURO 2012 will be held at a high organizational level with European and world experience taken into account. “Ukrainian citizens’ and championship guests’ safety and rights must be guaranteed,” he said.

Addressing the Interior Ministry officials, the President said he would support all the initiatives aimed at optimizing the structure of the Ministry and its territorial units, as well as the measures to enhance the transparency of police, motivate employees, improve collaboration with the members of the public.

In two years a part of Russian Black Sea Fleet will leave Crimea

Coast infrastructure for stationing of Black Sea Fleet in Novorossiysk will be finished in 2014, head of the “Spetsstroy (Special construction) of Russia” Grigoriy Naginskiy declared.

“Harbor wall is 30-40% built, and by 2014 we must finish the construction of the pier in Novorossiysk port, where a part of the Russian Black Sea Fleet will be stationed,” Naginskiy told journalists Friday, according to Interfax-Ukraine.

The official underlined that by 2014 a part of the Russian Black Sea Fleet will have been moved in Novorossiysk.

The head of the “Spetsstroy of Russia” also informed that the program of development of the Black Sea Fleet includes construction of other objects. “The program will be fully complete in 2017,” Naginskiy said.

Expert: Ukraine numbers almost two million unemployed

According to the methodology of the World labour organization, real unemployment in Ukraine makes 1.8 million people or 8.1% of economically active population, expert on labour migration Tetyana Petrova told a press conference dedicated to the International Day of migrant worker, ForUm correspondent reports.

“Presently in the country there are 20.2 million of employed, as back in 2000. According to he official data, 4% out of 20.2 million work part-time. In currency equivalent the minimal salary in Ukraine is 130 dollars and the average one is 330 dollars,” Petrova informed.
